3.2. CAFETERIA GUIDELINES:3.2.1. Earmarking of Funds: Funds for District level activities will be usedin such a manner that on the whole 55% resources are for FarmerOriented Activities; 10% for Farm Information DisseminationActivities; 7% for R-E-F linkages. Administrative Expenditureincluding TA/DA, hiring of vehicles and POL and operationalexpenses at District / Block level shall not exceed 28%. However, thisceiling of 28% does not include staff salary component (viz.Specialists & Functionary Support) which will be as per actuals inkeeping with the norms stipulated in Annexure-III (b). Thus, theStates should compute their budgetary requirements for manpowersupport as per mode of recruitment and likely emoluments. Anysavings in administrative expenses can be diverted to othercategories but not vice–versa.3. 2.2. Unit cost ceilings: The norms as laid down in these <strong>Guidelines</strong>have to be adhered to but in exceptional cases and for reasons to berecorded internally in writing, <strong>ATMA</strong> Governing Board (GB) may gobeyond these ceilings by up to 10% without exceeding overallallocation. All such cases shall have to be reported in next year’s WorkPlan so that appropriate advisories can be issued. Any deviation ofmore than 10 % from the prescribed norms/ ceilings or any activitynot specified in the Cafeteria can be taken up by States only with theprior approval of DAC.3.2.3. Support for ICT, Connectivity & Mobility: The modified <strong>ATMA</strong>Cafeteria has enhanced focus on use of Information CommunicationTechnology (ICT). Experts of SAUs/ KVKs, BTMs and SMSs at Blockwill be available on mobile phone, to provide information of immediateimportance to Farmer Friend, FIGs and farmers.
