If the base is betterinformed, if she understands what wesay, it will commit to the SolidarityFundThe full interview is available onthe website of Caritas Congowww.caritasdev.cdInterview by JOSEPH KIALAOUR BINDER : « RULES OF SOLIDARTY FUND »PREAMBLEWe, the undersigned Cardinal,Archbishops and Bishops members ofthe National Episcopal Conference ofCongoInspired by the canon 1274 § 3 to beinviting, as necessary, a common fundfor the Bishop to fulfill its obligationsto other persons in the service of theChurch and meet the diverse needs ofthe diocese, and also ensure that thewealthier dioceses can help the poorest;Encouraged by the second Special Assemblyfor Africa of the Synod of Bishops,recommending to develop a systemfor internal management needs of theChurch according to the proposal 17. 2;Reminding us of our recommendationfor implementation of the directives ofthe XXI Plenary Assembly of Bishops,stressing the hardware support of theChurch by his followersKnowing that the second forum of CaritasCongo ASBL had resolved to bringthe faithful and people of good will tocontribute to the care of vulnerable andcontribute to the actions of their localdevelopment;Aware of our pastoral office, take ourresponsibility as Pastors and decide thefollowing:TITLE I. THE CREATION OF THENAME AND HEADQUARTERSARTICLE 1It is created within the Episcopal CommissionCaritas Development (ECDC) aframework of support called "SolidarityFund".ARTICLE 2The headquarters of the Solidarity Fund isestablished at 59, Avenue Mont VirungaCommune de la Gombe, Kinshasa City,Democratic Republic of Congo.TITLE II. NATURE, PURPOSE ANDSOCIAL ACTION RADIUS.ARTICLE 3The Solidarity Fund is a set ofproperties that allow the Church-Family of God in DR Congo, toexpress love, solidarity and supportlocal initiatives to supportvulnerable populations in theevent of disasters and humanitariansituation of post - conflict.ARTICLE 4The Solidarity Fund coversthe whole of the DemocraticRepublic of Congo.It may, in the context of universalsolidarity, with the approvalof the CENCO,achieve its interventions inother countries in need.TITLE III. RESOURCE OFTHE PERIOD AND DISTRI-BUTIONARTICLE 5Resources from the SolidarityFund come from:Contributions collected inparishes and deposited at theDiocese; Contributions income-generatingactivities(raffles, sporting, recreationaland other competitions etc.),Silver or other property collectedand target projects forself financing;Lève-toi et marche n°027 Juillet– Septembre201220
21HighlightDonations and bequests;Subsidies granted by the governmentor by national or internationalorganizations; Collectesorganized by members within oroutside the Caritas Internationalisnetwork;Raising funds in the Family ofGod Church in Congo is establishedonce during the year, Caritasday to be celebrated on thefirst Sunday of Advent. However,people of good will whowere not present this Sunday,will give their contribution.ARTICLE 6The distribution of 100% of thefunds collected will be as follows:Funds raised 60% of which 50%for interventions diocesan Caritasoffice development and 10% forspecific interventions identifiedat the parish level, after authorizationby Msgr. The diocesanBishop;40% transferred annually to theSolidarity Fund at national level(which will in turn contribute tothe Caritas Internationalis andCaritasAfrica).TITLE IV. MANAGEMENT.ARTICLE 7National level, Caritas CongoASBL through the cell SolidarityFund accompany advocacy andresource management in the dioceses.In this context, it will ensurecapacity building and monitoringhuman activities mobilizefinancial and material resourcesat the diocesan level;Caritas Congo ASBL will reporton the management of the fundscollected annually to the Boardof Directors, the CENCO anddonors (Christians and people ofgood will);At the diocesan level, the Diocesan Officeof Development by Caritas-channelResource Mobilization Officer will beresponsible for the mobilization, collectionand allocation of funds raised underthe authority of the diocesan bishop.The Resource Mobilization Officers areappointed by the diocesan bishop of theproposal Coordinator / Director of CaritasDiocesan Office of Development,according to the following criteria - after:Have worked at least 2-3 years withinthe structure;Being able to easily express themselvesand conduct activities to mobilize resourceslocally;Be motivated to invest time to this task;Be honest and have a sense of theChurch.ARTICLE 8The funds collected are housed at thenational and diocesan level in specificbankaccounts.ARTICLE 9Practical arrangements for the mobilizationand fundraising are left with thesupport of Caritas Congo ASBL, in thelatitude of each diocesan Caritas.TITLE V. ACCESS TO THE SOLI-DARITY FUNDARTICLE 10The Diocese disaster victim in need ofhumanitarian solidarity of the ChurchFamily of God will make his request forassistance to the Executive Secretary ofCaritas Congo ASBL according to theapplication of funds. In normal times,the decision rests with the Board ofDirectors. Emergency is the ExecutiveSecretary of CaritasCongo ASBL after consulting theSecretary General of theCENCO;To this end, a cooperation agreementwill be signed between the ExecutiveSecretariat of Caritas Congo ASBL andthe Diocese concernedTITLE VI. MODIFICATIONARTICLE 11This operating rules can be amendedupon the proposal of the Board of Directorsof Caritas Congo ASBL in thePlenary Assembly of Bishops Membersof the National Episcopal ConferenceofCongo.TITLE VII. FINAL PROVISIONSARTICLE 12The Solidarity Fund can only be dissolvedby a decision of the PlenaryAssembly of Bishops Members of theNational Episcopal Conference ofCongo.
