29It is in this context that the Diocese ofButembo-Beni (Beni and Lubero Terri<strong>to</strong>ries)was also facing another contextwe are talking very little but has becomeprecarious security point of view. Theserecent clashes between the FARDC(Armed Forces of the Democratic Republicof Congo) and the Coalition ofDemocratic Forces for the Liberation ofRwanda (FDLR) and May-MayPARECO that undermine the securityand humanitarian situation in April ,2012.Can not remain indifferent <strong>to</strong> this situation,<strong>Caritas</strong> Congo was mobilized with<strong>Caritas</strong> <strong>Goma</strong>, Butembo and <strong>Caritas</strong><strong>Caritas</strong> Rwanda in a show of solidarity<strong>to</strong> develop a proposal responses NFI <strong>to</strong>provide vulnerable IDPs who lost theircritical assets. The choice of interventionNFI was made based on the gapsidentified by the rapid assessments thatwere conducted by IRC and Solidarityfor the process RRMP.EmergencyIndeed, this proposal has brought thisnew project entitled "humanitarian assistance<strong>to</strong> 10,039 displaced householdsincluding 8,039 in North Kivu in theDRC and in 2000 the Western Provincein Rwanda all victims of the clashesfrom March <strong>to</strong> May 2012 eastern DemocraticRepublic of Congo "whichaired in the emergency phase, within the<strong>Caritas</strong> Internationalis confederationsince May 18, 2012. Some contributionsof members of the network have beenannounced and are now effective.It should be noted that before the intervention,some other members of the<strong>Caritas</strong> Network have provided foodassistance <strong>to</strong> IDPs in North Kivu. Infact, considering an emergency call willonly take effect after two months, <strong>Caritas</strong><strong>Goma</strong> [in consultation with CAFOD(<strong>Caritas</strong> England and Wales)TROCAIRE (<strong>Caritas</strong> Ireland), SecoursCatholique / <strong>Caritas</strong> France,<strong>Caritas</strong> Belgium] had seen fit <strong>to</strong> doeverything <strong>to</strong> avoid the worst. Thus,Minova or Kalungu but also Ntamugengaor Kitshanga (localities inthe southern part of North Kivu),7440 Recent households most vulnerableIDPs (or 37,200 people) havesucceeded in mid-June of food(beans , maize flour, vegetable oil andsalt) for about two weeks, with distributionby <strong>Caritas</strong> <strong>Goma</strong>.GUY-MARIN KAMANDJINord-Kivu : support food security <strong>Caritas</strong> <strong>Goma</strong>The project began in July 2012 and takenin 12 months. It targets approximately5,500 households on the axis Rubaya-Kibabi-Kinigi, over 70 km west of<strong>Goma</strong>, is 27,500 persons (IDPs of warand some returned <strong>to</strong> their region of origin).Funded by the European Unionthrough <strong>Caritas</strong> Belgium, this project isimplemented by <strong>Caritas</strong> <strong>Goma</strong>, in theform of fairs.Support food security allows beneficiaries<strong>to</strong> resume agricultural activities highlightthe abandoned fields. This throughseeds and agricultural <strong>to</strong>ols <strong>Caritas</strong> <strong>Goma</strong>them distributed distribution was followedby technical support and awarenessof healthy eating habits. Good productionwill allow them not only <strong>to</strong> ensurethe availability of food in the household,but also <strong>to</strong> improve the nutritionalstatus of their consumption on both quantitativeand qualitative. This will reducethe vulnerability of these households.In fact, the approach focuses on threefairs points. Beneficiaries, judging seedsand agricultural <strong>to</strong>ols adapted for localuse. Vendors and beneficiaries (samelinguistic community) will in turn haveLève-<strong>to</strong>i et marche n°027 Juillet– Septembre201229<strong>to</strong> exchange information. Fair finallyallows the funds <strong>to</strong> be investedin the local economy. Each householdreceives a voucher of $ 40 <strong>to</strong>purchase three varieties of seeds fora value of $ 25, $ 5 for agricultural<strong>to</strong>ols and $ 10 for other goods. Atthe end of the project, the percentageof vulnerable households shouldspend 51% <strong>to</strong> 25%, according <strong>to</strong> astudy by <strong>Caritas</strong> <strong>Goma</strong> on the basisof a questionnaire World Food Programmeapproved by the Food Securitycluster.As a reminder, it was in 2007 thatdisplaced households in the regionof Kibabi fled the war <strong>to</strong> seek refugein IDP camps and host familiesin <strong>Goma</strong>, Masisi, Lushebere andMinova. In 2009, a return movementis triggered following a peaceagreement between the Congolesegovernment and the main rebel whowas then the CNDP. But the regionhas not escaped insecurity due <strong>to</strong> thepresence of the FDLR Rwandanrebels.
