Violence <strong>Against</strong> Women: 10 Reports / Year 2003the Committee draws the attention of the State party to its GeneralComment No. 9 on the domestic application of the Covenant.42. The Committee recommends that the State party improve its humanrights training programmes in such a way as to ensure better knowledge,awareness and application of the Covenant and other internationalhuman rights instruments, in particular among the judiciary,law enforcement officials and other actors responsible for the implementationof the Covenant.43. The Committee strongly recommends that the State party's obligationsunder the Covenant should be taken into account in all aspectsof its negotiations with the international financial institutions toensure that the enjoyment of economic, social and cultural rights, particularlyby the most disadvantaged and marginalized groups, are notundermined.44. The Committee urges the State party to take all effective measures toprohibit discrimination on the basis of race, colour, ethnic origin orsex in all fields of economic, social and cultural life. It further recommendsthat the State party undertake urgent measures to ensure equalopportunity for Afro-Brazilians, indigenous peoples and minoritygroups such as Gypsies and the Quilombo communities, especially inthe field of employment, health and education. The Committee alsorequests the State party to include in its second periodic reportdetailed and comprehensive information, including comparative anddisaggregated statistical data on these matters.45. The Committee urges the State party to adopt all effective measures toensure equality between men and women as provided for in articles 2(2), and 3 of the Covenant. The Committee also requests the Stateparty to adopt in its relevant policies the principle of equal pay forwork of equal value as provided for in the Covenant; to reduce thewage gap between men and women; and to provide detailed informationon these matters in the State party's second periodic report.46. The Committee urges that the State party adopt concrete measures toenable persons with disabilities to enjoy <strong>full</strong>y the rights guaranteed bythe Covenant.112
