United KingdomThe Committee refers to the earlier commitment of the State party toconsider establishing a Human Rights Commission in order to enforcethe Act and the possibility of granting such a commission comprehensivecompetence to review complaints of human rights violations, andrecommends an early decision in this regard.23. The Committee expresses concern about the discrimination faced byRoma/Gypsies/Travellers that is reflected, inter alia, in their higherchild mortality rate, exclusion from schools, shorter life expectancy,poor housing conditions, lack of available camping sites, high unemploymentrate and limited access to health services.The Committee draws the attention of the State party to its generalrecommendation XXVII on discrimination against Roma and recommendsthat the State party develop further appropriate modalities ofcommunication and dialogue between Roma/Gypsy/Traveller communitiesand central authorities. It also recommends that the Stateparty adopt national strategies and programmes with a view toimproving the situation of the Roma/Gypsies/Travellers against discriminationby State bodies, persons or organizations.24. The Committee reiterates its concern that besides theRoma/Gypsy/Traveller populations, certain other minority groups orindividuals belonging to them experience discrimination in the areasof employment, education, housing and health.The Committee urges the State party to continue taking affirmativemeasures in accordance with article 2, paragraph 2, of the Conventionto ensure equal opportunities for <strong>full</strong> enjoyment of their economic,social and cultural rights. Moreover, the Committee encourages theState party to submit in its next periodic report more detailed informationon achievements under the State party's programmes aimed atnarrowing the employment gap and improving housing conditionsamong different ethnic groups.25. The Committee recalls its general recommendation XXIX, in whichthe Committee condemns descent-based discrimination, such as discriminationon the basis of caste and analogous systems of inheritedstatus, as a violation of the Convention, and recommends that a prohibitionagainst such discrimination be included in domestic legislation.417
