Violence <strong>Against</strong> Women: 10 Reports / Year 2003ethnic and national groups, which included Tamils, Kurds, Greeks, Roma,Somalis, Albanians, Afghans, and ethnic Chinese presenting a Japaneseor Malaysian passport. 23 This authorization was challenged as legitimizingracial discrimination and days before the case was to be heard incourt, the authorization was revoked by the Home Office. 24Between April 2001 and March 2002, reports of racially motivated crimesrose by 20%, with 3,728 cases of racially aggravated crimes being submittedby the police to the Criminal Prosecution Service. Of those cases,72% were prosecuted and of the cases that were prosecuted, 80% led to aconviction. 25 One report indicates that children who belong to ethnicminorities are more likely to be the victims of violence and bullying thanwhite children and that most perpetrators of racially motivated violenceare children and young people. 26 Additionally, there have been severalreports of racially motivated attacks against asylum seekers. 273. Violence <strong>Against</strong> Minority Women in the Family3.1 Domestic ViolenceAlthough some research has found that women from ethnic minorities arenot more likely to be victims of domestic violence, there are potential differencesin how women from ethnic minorities respond to such violence –e.g., whether they seek help from the police, community, etc., and howthey are treated by persons offering services and protection for domesticviolence victims. For example, one study revealed that half of Asian,African Caribbean and Arab women involved in the study waited up tofive years before seeking help for domestic violence. 28With respect to Asian women in particular, domestic violence is severelyunder-reported. 29 Additionally, it has been reported that Asian women aremore likely to suffer abuse by multiple family members in the home, notjust their husbands. One specialist shelter for minority women has indicatedthat about half of the clients referred to them were fleeing familyabuse, as opposed to those fleeing from abuse inflicted by partners or husbands.30 It is important to recognize that some of the most violent behaviortowards women on the part of family members is committed by otherwomen, in particular by mothers-in-law. 31392
