The State party is also encouraged to conducta study on the socio-economic consequences of statelessness inEstonia, including the issue of marginalization and exclusion (articles24 and 26).15. The Committee is concerned that the duration of alternative servicefor conscientious objectors may be up to twice as long as the durationof regular military service.The State party is under an obligation to ensure that conscientiousobjectors may opt for alternative service, the duration of which iswithout punitive effect (articles 18 and 26).16. While welcoming the abolition of the requirement of proficiency inEstonian language for standing as a candidate in elections and theassertion by the delegation that the use or size of advertisements andsigns in other languages is not restricted, the Committee is concernedat the practical implementation of Estonian language proficiencyrequirements, including in the private sector and the effect this mayhave on the availability of employment to the Russian-speakingminority. It is also concerned that, in those areas where a substantialminority speaks primarily Russian, public signs are not posted also inRussian.The State party is invited to ensure that, pursuant to article 27 of theCovenant, minorities are able in practice to enjoy their own cultureand to use their own language. It is also invited to ensure that legislationrelated to the use of languages does not lead to discriminationcontrary to article 26 of the Covenant.17. Taking into account the considerable number of non-citizens residingin the State party as their own country, the Committee is concernedabout legislation prohibiting non-citizens from being members ofpolitical parties.The State party should give due consideration to the possibility fornon-citizens to become members of political parties (article 22).18.The Committee regrets the lack of detailed information about the actualresults of the activities of the Legal Chancellor and other bodies like266
