South Western <strong>Regional</strong> <strong>Plan</strong>ning Agencyadmissions at Greenwich Hospital, more than double thepercentage in 1998. The hospital attributes this increaselargely to the closing <strong>of</strong> Westchester hospitals.Recommendations❑ The <strong>Regional</strong> <strong>Plan</strong> <strong>of</strong> <strong>Conservation</strong> <strong>and</strong><strong>Development</strong>, <strong>2006</strong>-<strong>2015</strong>, defers to the SouthWestern Region Metropolitan <strong>Plan</strong>ningOrganization's (SWRMPO) Long-RangeTransportation <strong>Plan</strong>, 2004-2030 – <strong>and</strong> itssubsequent updates – for the establishment <strong>of</strong> theRegion's transportation priorities. The SWRMPOhas been designated by the state <strong>and</strong> federalgovernments as the transportation policy board forthe South Western Region.❑ Encourage municipalities to implement“transportation-friendly” l<strong>and</strong>-use policies <strong>and</strong>practices to support a wide range <strong>of</strong> travel options.❑ Encourage the state to develop a long-rangeenergy plan for Connecticut that focuses onmanaging dem<strong>and</strong>, alternatives to fossil fuels, <strong>and</strong>conservation.❑ Encourage municipalities to enact energy-efficiencyst<strong>and</strong>ards for new commercial <strong>and</strong> industrialdevelopments, as well as for all municipally-ownedbuildings.❑ Continue to support municipalities in their efforts toupgrade waste water treatment, drinking waterpurification <strong>and</strong> water pollution control facilities.❑ Work with state <strong>and</strong> federal agencies havingauthority over the siting <strong>of</strong> telecommunications <strong>and</strong>energy facilities to achieve, to the greatest extentpossible, a balance between the need forexp<strong>and</strong>ed services <strong>and</strong> preservation <strong>of</strong> the naturalenvironment <strong>and</strong> community character.❑ In cooperation with the water companies, conductan assessment <strong>of</strong> the Region’s water supply.❑ Conduct an assessment <strong>of</strong> existing wastemanagement facilities <strong>and</strong> develop a long rangeplan for meeting future waste management <strong>and</strong>disposal needs on a regional basis.❑ Continue to support area hospitals in their efforts tosecure state approvals to provide the full range <strong>of</strong>specialized medical services needed to serve theRegion.❑ Encourage the Region’s municipalities to reviewtheir recycling programs to identify those items intheir trash streams whose volume <strong>and</strong> valueindicate the potential for additional revenue to themunicipality.30
