Banks an d non-ban k financial institutions ,SACCOS and NGOs are free to develop microfinance services on the basis of their owninternal objectives , whethe r profit, poverty alleviation , self-hel p or other motivations.The Government expect s the institution s that decide t o becom e microfinanc e serviceproviders to fulfill thei r responsibility to learn best practices and to apply sound financialprinciples in die deliver y of their services , particularly with respec t to pricing , loandelinquency control , financial reportin g an d informatio n management , appropriat etechniques and products, gender equity and governance.In February 2003 the government of <strong>Tanz</strong>ania, through the ministry of Cooperatives andmarketing issued a new cooperative development policy to replace that of year 1997.
