Thenew Eccles Gateway Community and Health Centrehas recently opened. The new £20 million MagistratesCourt and Justice Centre in Eccles town centre willbe completed in 2012. A planning application for anew Tesco store at West One is due to be reported toplanning panel in the summer.Barton Strategic SiteThe development of a multi-modal freight terminal toinclude a 2 berth port, rail terminal and 200, 000 sqm of warehousing is subject to a planning applicationcurrently being considered by the Council.A priority project in Salford West is to transform thecanal and its environment into a leisure destination.This includes physical works as well as communityinvolvement, educational and heritage interpretation.Salford City Council has recently appointed URBEDand Landscape Projects to prepare a masterplan forthe canal corridor. The Bridgewater Way is enhancing65km of the historic canal routes linking communities,the National Cycle and footpath networks and creatinga more accessible leisure asset. 8km of the towpathwill connect communities across the west of Salford.Physical works are planned for phase 3 from the M602to Monton. The 250th anniversary of the BridgewaterCanal is in 2011.Salford Forest ParkStreetscene ImprovementsCanal at Worsley DelphThe masterplan promoted by Peel for the site includesa racecourse, all weather track and grandstand, anequestrian centre, 80 bed hotel, golf course, clubhouse,forest park centre, woodland wildlife centre, exhibitionspace, demonstration eco village, camping andwoodland play area. A public inquiry into the schemehas recently been held a decision by the Secretary ofState is awaited.Implementation of the Salford West RegenerationFramework and Liverpool Road Strategy is underway.Streetscene improvements are currently drawn upfor consultation and it is anticipated that work willcommence in late 2009. The streetscene improvementswill include improved pedestrian crossings, new pavingand street furniture and remove street clutter. This willhelp to link the new primary school on Lewis Street to10
Patricroft Bridge Baseline ReportLiverpool Road and create a focal point for this stretchof Liverpool Road.Shopfront ImprovementsShopfront improvements have and are being implementedalong Liverpool Road. A shop front improvement grantscheme is available. This provides financial supportof 90% expenditure up to £8, 000 (up to £7,200) and50% on expenditure between £8,001 and £16, 000 (upto £4000 grant). The grant is for improvements to thefront of properties such as brick cleaning and pointing,replacement of damaged bricks, and gutters, windowframe, door and signage replacement, security grillesand shutters. It is difficult to prevent roll shutters assome traders insist on these for insurance purposes.The Council has produced design guidance to helpimplement the scheme.Lewis Street SchoolAs part of Salford City Council’s ongoing commitment toimproving the quality of life for all residents of the city, thecouncil has identified the need to improve the provisionof schools in Eccles. In particular, the quality and size offacilities at both Lewis Street and Christ Church C of EPrimary Schools is insufficient to provide the high qualityteaching and learning environments expected of a 21stcentury education authority. Therefore, the city councilhave held a number of discussions with the governorsand leaders of both schools and local Elected Membersto discuss the future of the schools. It has been agreed,given the tightly constrained nature of both school sitesand the established need for a school to serve thesecommunities, the best solution is to create a single new2 form entry school on a site within their two catchmentareas to replace both existing schools.The vision for the new school is for the creation of amulti-functional and well designed school building thatacts as a focus for the community. It will serve the needsof all of its pupils and staff both now and in future years,and act as an exemplar for other school developmentswithin Salford, meeting the highest standards forsustainable and architectural distinctiveness in the heartof Patricroft.Having appraised the options for the schooldevelopment, the new school will be sited within theexisting Lewis Street School grounds. The purchase ofa number of existing business properties between theexisting school and the A57 Liverpool Road is necessaryin order to expand the available site for development ofthe school and enable the school building to front ontoLiverpool Road. As a result of the amalgamation of theschools, it is expected that significant portions of land inthe nearby vicinity will be freed up for redevelopment. Itis expected that these sites will come forward for someform of housing led developmentThe new school will front onto Liverpool Road resultingin a significantly increased footfall within the area,greatly increasing the pedestrian circulation in theNeighbourhood Centre and significantly increasing thechance of linked shopping trips.The redevelopment ofthe site into an integrated and well designed schooluse will significantly contribute to the regeneration ofthe centre, redeveloping vacant and poorly maintainedsites, and significantly improving the design quality ofthe site and the wider area.HousingSalford is part of the AGMA 2nd Housing GrowthPoint, resources for which have now been confirmedby Central Government to 2011. Patricroft Canal isproposed as a strategic site for new housing (c. 150units). Growth point funding could be made available foraddressing ground conditions, contamination and otherinfrastructure and delivery issues, making such sites intime more attractive to the market and developers.11
