Regeneration and Policy ContextThe vision and masterplan will need to evolve in thecontext of existing regeneration housing and planningguidance and help to achieve strategic objectives setout in such documents.The two key regeneration strategies for the area are theSalford West Regeneration Framework and Action Plan2008-2028 and The Liverpool Road 10 Year Strategyand Three Year Action Plan.Salford West Regeneration FrameworkThis sets out a clear role for Salford West and definesthe strategic context for guiding regeneration, housingand planning interventions in the area. The vision isclosely aligned to the aspirations for regional and centralgovernment as well as the local community.The contrasting nature of Salford West is reflected inthe Index of Multiple Deprivation (IMD) 2007. There areclear clusters of deprivation in Salford West. The wardthat <strong>Patricroft</strong> <strong>Bridge</strong> is located in suffers from severedeprivation. The Super Output Area that the study areais located within is within the 10-20% most deprivednationally (Figure 4).The 3 drivers of change which underpin the vision forSalford West are;■Successful local economy and businesslocation of choiceThis includes developing new employment sites andmaximizing the employment benefits to Salfrod Westresidents at mediacity:uk (the new media hub atSalford Quays, including the relocation of several BBCdepartments) and Barton Strategic Site, a designatedRegional Strategic Site with potential for inter-modelexchange. Providing a good quality portfolio ofaccessible employment sites, including rationalizingolder industrial areas with outdated and poorly locatedpremises, such as the <strong>Patricroft</strong> Industrial Estate isalso a key objective. Developing enterprise, managedworkspace and a workforce to drive this new economyunderpins the economic vision.■A network of high quality neighbourhoodsThis includes identifying new roles for driving demand inpoorly performing centres along the principal highwaycorridors such as Liverpool Road, improving theevening economy and improvements for pedestriansand cyclists.Improving the quality and quantity of housing, to retainand attract families, professionals and higher incomehouseholds will strengthen local neighbourhoods.This requires a step change in the quality of the localenvironment and design. Creating links betweenneighbourhood centres, schools and local communityservices will support communities. Creating schoolsfit for the 21st century will ensure that educationalattainment is raised across Salford West. Investment inthe educational infrastructure through Building Schoolsfor the Future, PFI and Primary Capital Programmewill assist in improving education opportunity. Theproposed Lewis Street school adjacent to the <strong>Patricroft</strong><strong>Bridge</strong> study area is part of this strategy.■An outstanding leisure and environmentalassetThe vision for this driver is to further promote SalfordWest as a leisure and tourist destination, focusing onindustrial heritage, open space and the environment;and festivals and events. This includes a high qualitynetwork of managed parks, green trails and open spaces,a Salford West industrial heritage hub based around<strong>Bridge</strong>water Way, Worsley Delph and conservationareas and the <strong>Bridge</strong>water Canal Corridor.
