Manipur University, March 17, 2011The Manipur University, Imphal in collaboration with theINFLIBNET Centre, Ahmedabad and the Directorate of University& Higher Education, Government of Manipur organized UserAwareness Programme on Access to E-resources under N-LISTProgramme on 17 th March 2011 at the Manipur UniversityLibrary. The programme was targeted to colleges in Manipurthat are covered under the 12(B) and 2(F) Sections of the UGCAct. Dr. R K Yaiskul Singh, Additional Director, Directorate ofUniversity & Higher Education, Government of Manipurinaugurated the programme. Dr. R K Ranjan Singh, Director,College Development Council, Manipur University was thePresident of the programme and Shri Manoj Kumar K, Scientist-D (CS), INFLIBNET Centre was the Guest of Honour.Dr. Th. Khomdon Singh, Librarian and Co-ordinator of theprogramme welcomed the participants and guests and briefedthe participants about the programme. Dr. Yaiskul Singh, in hisinaugural address, assured colleges for full support from theDirectorate of University & Higher Education for overalldevelopment of college libraries in Manipur. Dr. Ranjan, in hisPresidential Address, appealed to all the participants for joiningsuch a useful programme in future as well. Shri Manoj Kumar Khighlighted the important points of the N-LIST Programmecovering the availability of e-resources, importance to the usersand its accessibility. Dr. R K Joteen, Information Scientist proposeda warm vote of thanks.Shri Manoj Kumar K also made presentation on the INFLIBNETCentre and its major activities and services. 100 academiciansattended the N-LIST Programme. The impact of the programmewas quite good. Welcome to New Member, Governing Board,INFLIBNET CentreDr. R. K. Chadha,Joint Secretary, (inthe HAG Scale)Parliament of India,Lok SabhaSecretariat wasnominated toGoverning Board ofthe INFLIBNETCentre for a periodof three years w.e.f.March 2011.Besides primeresponsibility ofParliament Library,Research and Information, Dr. Chadha oversees the work ofParliamentary Committee on SC & ST and Editorial & TranslationService. Dr. Chadha’s contribution in planning, designing andconstruction of most modern, high-tech parliament librarybuilding and automation of various activities of Indian Parliamentare well known.Dr. Chadha has nearly 35 years of experience in managing thelibrary and information centres of national and internationalrepute to his credit. He has worked at the British Library, Lucknow;National Institute of Design (NID), Ahmedabad; ICRISAT,Hyderabad; and National Informatics Centre (NIC), New Delhi.He has contributed more than 60 scholarly papers in journals,conferences, seminars, etc. and had been Executive Member ofIFLA and Editor of AGLIS Journal.Dr. Chadha has been actively contributing in the planning oflibrary and information system at national and international level.He has been associated as a Member of Working group onDigital libraries, Ministry of Information Technology 2007-13;Working Group of Planning Commission on LIS for Ninth FiveYear Plan; UGC, Subject Panel on LIS, 1997-2000. He has alsobeen associated as consultant with a number of Librariesincluding IIPA, IGNCA, Panjab University, Mizoram University,Aligarh Muslim University for automating their activities.He had visited USA during 1993 and 2002 under InternationalVisitor Exchange Programme (IVEP) of USIS and had been toBelgium, Denmark, France, Germany, Japan, Thailand, TheNetherlands, Sweden, Singapore, and UK on various governmentand project assignments including for attending InternationalConferences.Recipient of SATKAL National Librarian Award, Dr. Chadha hasconducted several training programmes in the field of libraryautomation in different parts of the country. He has been involvedwith several academic assignments including preparation ofcourse material for LIS courses being conducted by variousuniversities besides first online course on digital libraries beingconducted by CEC, New Delhi. The Director and INFLIBNETstaff welcomes him as a Member of the Governing Board ofthe INFLIBNET Centre.INVol. 18, No. 1 (January to March 2011) 15
