3.1.Market.development.<br />
The upgrade and feed-in of biomethane into the natural gas<br />
grid is currently not subject to a consistent European standard.<br />
The parameters and basic conditions, however, are phrased in<br />
Directive 2003/55/EC of the European Parliament and of the<br />
European Council of 26 june 2003 concerning common rules<br />
for the internal market in natural gas and repealing Directive<br />
98/30/EC.<br />
In Chapter 1 of this Directive, biogas and gas from biomass are<br />
explicitly included in the scope of the regulation. In Paragraph<br />
24 of the Preamble, the European Parliament and the European<br />
Council declare the following:<br />
“Member States should ensure that, taking into account the<br />
necessary quality requirements, biogas and gas from biomass or<br />
other types of gas are granted non-discriminatory access to the<br />
gas system, provided such access is permanently compatible with<br />
the relevant technical rules and safety standards. These rules and<br />
standards should ensure that these gases can technically and<br />
safely be injected into and transported through the natural gas<br />
system and should also address the chemical characteristics of<br />
these gases.”<br />
as of now, not all European countries have implemented regu-<br />
lations on the upgrade and feed-in of biogas. some European<br />
countries can nonetheless look back on decades of experience<br />
and know-how on the injection of biogas into the natural gas<br />
networks. next to Germany, the injection of biogas is subject<br />
to political regulations and in part also to subsidies in austria,<br />
France, Luxembourg, Poland, sweden, switzerland and the<br />
netherlands.<br />
