11. Management PlanPolicy contextThe 1990 Planning (Listed Buildings andConservation Areas) Act places a duty onlocal planning authorities to formulate andpublish proposals for the preservation andenhancement of its conservation areas. Inline with English Heritage guidance (2005b)Conservation Area Management Proposalsare to be published as part of the processof area review. The Conservation Areaappraisal document is designed to informplanning decisions, and other actions thatthe Council and/ or property owners withinthe designated area take. Its role is also tosuggest actions that could contribute to theenhancement of the area both by theCouncil, owners and other stakeholders.The main threat to Bicester ConservationArea is the cumulative impact ofnumerous alterations, some quite smallin themselves, to the traditional butunlisted buildings within the area. Themost noticeable and damaging changesare evident on the commercial propertiesin the town where unsympatheticchanges have eroded the originalfeatures of historic buildings. Thesechanges include the insertion ofinappropriate shop fronts, rendering oflimestone frontages with cement render,addition of obtrusive lighting,unsympathetic signs and badly installedupper windows. The lack of generalmaintenance and repair of thecommercial properties in the town is alsoa threat to the general aestheticcharacter and appearance of theconservation area.In residential properties thereplacement of traditional windowcasements, usually with uPVC doubleglazing,replacement of original doors,additions such as non-traditionalporches and erection of satellite disheson the front elevations of properties areall changes that threaten the characterand appearance of the conservationarea. Such alterations to unlistedproperties are for the most partpermitted development and therefore donot require planning permission.Despite the pedestrianisation of SheepStreet, traffic is still threatening thecharacter and appearance of sectionsof the Conservation Area. In particularMarket Square and the Causeway aredominated by vehicles detracting fromthe appearance of the town centre.Unauthorised alterations and additionsare also a cause for concern and areoften detrimental to the appearance of aproperty. Both unsympathetic permitteddevelopment and unauthoriseddevelopment cumulatively result in theerosion of the historic character andappearance of the conservation area.The aim of management proposals isnot to prevent changes but to ensurethat any such changes are not onlysympathetic to the individual property,but sympathetic to the streetscape andenhance the overall character andappearance of the conservation area.The principal policies coveringalterations and development of thehistoric built environment are given inAppendix 1.56
