Data ValidationData validation was a critical part of the 2005 ICP. Severalstages were involved, some requiring an iterative processto clean up the data progressively. The process was timeconsuming<strong>and</strong> required close coordination <strong>and</strong> goodwillon the part of the regional <strong>and</strong> national coordinators ineach region. A key aim of the very methodical data validationprocess undertaken in all regions was to ensure thatthe prices <strong>and</strong> national accounts data were as comparableas possible between economies so that consistent resultswould be produced. (Appendix I provides an overview ofthe software used for the many stages of data collection <strong>and</strong>validation.)Data Validation: PricesThe first stage of data validation was a price comparisonwithin each economy, shortly after the first quarter pricecollections were completed. The aim was for each nationalcoordinator to ensure that the products being priced wereconsistent from one part of the economy to another so thateconomies in which problems were identified would beable to correct their procedures or better specify the productsbeing priced for the remaining three quarters of pricecollection. The starting point was to compare the averageprices collected for a single product in different locationswithin an economy. The process involved examining thespread of prices on the assumption that variations in pricesfor the same product within an economy should not belarge. Any extreme observations were examined closelyto determine whether they had been correctly recorded,whether appropriate units of measurement were used,or whether there was some inconsistency in the productbeing priced in different locations. In some cases, quitesignificant differences in price levels between urban <strong>and</strong>rural areas occurred legitimately. If this appeared to bethe case, price levels were compared between cities <strong>and</strong>between rural areas. The process revealed different interpretationsof the product specifications, particularly for themore generically described products, <strong>and</strong> it also identifieda number of cases of inappropriate quantities being priced.This process enabled appropriate corrections to be made tothe initial data.National coordinators supplied prices progressivelyto the regional coordinators after each quarter’s collection,which provided the opportunity for a second check,but with the advantage of being able to compare pricesbetween, as well as within, economies. The primary purposeof this review was to ensure that economies pricedcomparable items. The national coordinators workedclosely with the regional coordinators in carrying out thiswork, which involved checking the average prices of correspondingproducts in all economies in the region.
