There are number ofindustries runninq in the vicinity; as the unrt is running acllacent to the notified indr_rstrialarea.qb-


The raw materials for proposed rolling mill are semis i.e. billetsl ingols, Yearlyrequirement of the billets/ ingots would be 1,54,4'17 tonnes per annum The semiswould be segregated as per size and quality in the raw material yard and would be fedto the otl fired "pusher type" reheating furnaces for heating up to the requisitetemperature. The steel is required to be heated uniformly to the re-crystallizationtemperature for easy rolling The usual temperature range maintained in the furnaceswould be about 1150 - 1200"C depenciing on the quality of steel and section of semis.The heated ingots/ billets rolled in the mills consisting of rolling strands. The size andconfiguration of the rolling lines of the mills would be different for rolling of different srzesand shapesTotal requirement of water for proposed unit would be 118.0 KU Day. Projectproponent had an agreement of 1000 KL/Day of water with Chhattlsgarh lspat Bhumi<strong>Limited</strong>, having clause of over drawl of 10% excess quantity; hence the total drawl ofwater from CG lspat Bhumi <strong>Limited</strong> would be 1100 KL/Day. Flue gases coming from reheating furnaces would bepassed through gas cooler (air cooled type) to bring down temperature of the flue gasesup to approx. 1OO.C and thereafter itwould be passed through bag filters and vented into atmosphere through two stacks of height 50 m each for 322.5 and 161.7 TPD rollingmills All the internal roads converted to concrete road. Additional road in mills areawould be of concrete road. All the raw materials & product handling areas of mills wouldbe paved with RCC. Entire raw material and finished products would be transported incovered trucks. Water sprinkling/ spraying system would be deployed along road sideand material handling areas so as to avoid dust generation. D.G. sets would beprocured with inbuilt enclosures/ silencer as per norms. Earplugs would be provided forthe employees working near the noise prone areas. Mill scales and end cuttings wouldbe generated as solid wastes as follows:-

Sub Qommittee of SEAC,Chhattisgarh visited the site on 1A10412009. Project proponent made presentation in the35th meeting on 3010612A09.The categorization of category 'B' projects or activities in to B1 or 82 lies inthe purview of State level Expert Appraisal Committee (SEAC) The Committeeconsidered the proposed activity from the point of view of its location (near industrialarea), size and nature i.e. rolling mill of comparatively small capacity using furnace oilas fuel and felt that no significanl impact on the surrounding is anticipated. State levelExpert Appraisal Committee (SEAC) consrdered the proposal as '82' category andrecommended to grant environmental clearance subject to fulfilment of the terms andconditions stipulated in 35th meeting held on 30/0612009.The proposal and recommendation of State Level Expert AppraisalCommittee, Chhattisgarh was considered in the 11th meeting of SEIAA, Chhattisgarhheld on 1Ol11l2AA9. The SEtAA, Chhattisgarh perused the proposal/documentssubmitted by project authority. After detailed deliberations, the SEIAA, Chhattisgarhdecided to accept the recommendation of SEAC, Chhattisgarh to grant EnvironmentClearance. Accordingly, SEIAA, Chhattisgarh hereby accords Environmental Clearancefor oil fired rolling mill of 1,45,25A tonnes per annum (1 x 322.5 tonnes per day + 1 x161.7 tonnes per day) capacity within existing premises subject to strict compliance ofthe terms and conditions mentioned below:-(i) Project authority shall provide adequate facility for proper treatment ofindustrial effluent (if any) and domestic effluent. Domestic effluent shall betreated in well-designed septic tank and soak pits. ln case of any failure ofeffluent treatment arrangement, it shall be immediately rectified or samealternate arrangement shall be provided Treated effluent shall be utilizedeither in process or for plantation purposes within plant premises only.Project authority shall make arrangement of suitable drains/pipe networks toensure adequate flow for full utilization of treated effluent inside the premises.No effluent shall be discharged out of plant premises under anycircumstances. Hence zero discharge condition outside the premises shall bemaintained all the time. Project authority shall ensure the treated effluentquality within standard prescribed by Ministry of Environment & Forests,Government of lndia lndustrial wastewater shall conform to the standardsprescribed under GSR 422 (E) dated 19th May, 1993 and December, 1993 oras amended form time to time.(ii)Any liquid effluent what so ever generated from industrial activities shall notbe discharged into the river or any surface water bodies under anycircumstances, and it shall be reused wholly in the process/plantation. All theindustrial effluent generated shall be re-circulated/reused after propertreatment. Project authority shall provide sewage treatment system ofadequate capacity for treatment of domestic effluent generated. The untreated/treateddomestic effluent shall not be discharge into the river or anysurface water bodies. The treated domestic effluent shall be used forplantation purpose after proper disinfection. The concept of zero dischargeshall be maintained all the time except during monsoon. (iii)(iv)(v)(vi)(vii)Prolect authority shail provide adequate measuring arrangements for themeasurement of water utilized in different categories and effluent generatedbefore commissioning of tlre rolling mill plant.Closed cycle cooling system shall be provided. Minimum water for makeuppurposes shall be ensured.No ground water shall bre used. Water supply shall be through M/s lspatBhumi <strong>Limited</strong>. Total water requirement shall not exceed 118.0 KL/ Day forrolling mill.Project authority shall not use coal in any form as a fuel for reheatingfurnaces of rolling mill under any circumstances. Only furnace oil of goodquality shall be used as fuel in reheating furnaces of rolling millProject authority shall provide adequate air pollution control arrangements atall point and non point sources. Collecting hoods and bag filters/packed bedtype wet scrubber of adequate capacity and high efficiency shall be installedin rolling mill reheating furnaces to ensure outlet dust (particulate matter)emission less than 50 mg/Nmr all the time. Low NOx burners shall beinstalled in reheating furnaces of rolling mill. Project authority shall installsuitable & effective air pollution control equipments at all transfer points,junction points etc. also. All the conveying system, transfer point, junctionpoint etc. shall be covered. Adequate provision shall be made for sprinkling ofwater at strategic locations to ensure dust does not get air borne. Forcontrolling fugitive dust, regular sprinkling of water in vulnerable areas of theplant shall be ensured. Proper ventilation shall also be provided in rolling millplant The emission of pollutants from any point source shall not exceed thefollowing iimit. -Particulate Matter-SO mg/Nm:Fiftv Millioram oer Normal Cubic Metereropct zutfrorrty shall provide proper space provision for further retrofltting ofair pollution control systems in case of further stringency of particulate matteremission limit. Two stacks of height 50 m each for 322.5 TPD and 1il.7 fPDrotting mills shall be installed. The height of other stack(s) (if any) shall not beless than 30 meters"(viii) The gaseous emissions from various processes units shall conform to theload/mass based standards notified by this Ministry of Environment andforests, Government of lndia on 19th May, 1993 and standards prescribedform time to time. The Chhattisgarh Environment Conservation Board mayspecify more stringent standards for the relevant parameters keeping in viewthe nature of the industry and its size and location. At no time the emissionlevel shall go beyond the prescribed standards. lnterlocking facilities shall beprovided so that process can be automatically stopped in case emission levelexceeds the limit.(ix) Secondary fugitive emissions shall be controlled and shall be kept within theprescribed limits and regularly monitored. Guidelines/Code of Practice issuedby the CPCB in this regard shall be followed. Project authority shall maintainfugitive dust emissions to the minimum level in the areas of roadtransportation routs of raw material, product to ensure National Ambient AirQuatity Standards prescribed including black topping/asphalting/concretingand maintenance with requisite water sprinkling arrangements.tb-IVllc r I lrh,,d1n'F)W)l 1&{1,,+ \dll, rL


(x)All air pollution control systems shall be kept in good running conditions allthe time and failure (if any). shali bre immediaieiy rectified without delayotherwise sirnilar aiternate arrangement shall be mbde. ln the event of anyfailure of any poilution control system adopted by the project authority, therespective production unit shall not be restarted uniit tne control measures arerectified to achieve the desired efficiency.(xi) Regular monitoring of ground level concentration of SOz, NOx, SpM andRSPM at at-least four stations shall be carried out in the'impact zone andrecords maintained. lf at any stage these levels are found to exceed theprescribed limits, the plant shall cease all operations till necessary controlmeasures are provided. The location of the monitoring stations and fiequencyof monitoring shall be decided in consultation with C[nattisgarh EnvrronmentConservatlon Board Raipur. The data so collected shall be [roperly analyzedand periodic reports shall be submitted to Chhattisgarh EnvironmentConservation Board, Raipur, Regional Office. Chhattis!arh Environmentconservation Board, Raipur. sElAA, chhattisgarh and Regional office,Ministry of Environment & Forests, Government oitndia, Bhopari(xii) Project authority shall install separate electric metering arrangements withtlme totalizer and interlocking arrangement for the runnirig of poilution controldevices. These arrangements shall be made in such a fashion that any nonfunctioningof pollution control device/devices shall immediately stop theelectric supply to the fuel/raw materials supply system ano snatt remaintripped til! the pollution control device/devices are made functionalagain/rectified to achieve the desired efficiency.(xiii) Project authority shall utilize the fly ash bricks/blocks etc. in all constructionactivities(xiv) Project authority shall take effective steps for safe disposal of solid wastesand sludge. End cutting from rolling mill shall be used as raw material ininduction furnace unit. Mill scales shall be sold to sinter planU ferro alloys/casting units- Oily sludge shall be sold to authorized recyclers / re-processorsfor proper disposal through incineration. Project autnority shall obtainauthorization from Board for management ano handling of hazardousmaterials as per Hazardous Wastes (Management, HanOting and Tranboundary Movement) Rules, 2008.(xv) All the internal roads shall be made pucca before commissioning of the rollingmill plant. project authority shail adopt good house keeping prr.iicer.(xvi) Project authority shall take proper action to control the noise pollution.Project authority shall install appropriate noise barriers /control measuresincluding acoustic hoods, silencers, enclosures etc. on all sources of noisegeneration to control the noise. Earplugs/ear muffs etc. shall be provided tothe employee working in the high noise areas. Leq of /noise levels emanatingfrom machines shall be limited to 75 dBA. The noise level shall not exceedthe limits 7P dB (A) during the daytime and 70 dB (A) during the night timewithin the factory premises. Firstaid and sanitation arrangements shall be made for the drivers and othercontract workers during construction phase.(xvlii) The construction of effluent treatment system and installation of air pollutioncontrol equipments shall be taken up simultaneously with othercivil/mechanical works of forward integration unit. The progress of theactivities related to the prolect shall be submitted periodically to ChhattisgarhEnvironment Conservatron Board, Raipur, Regional Office, ChhattisgarhEnvironment Conservation Board, Raipur, SEIAA, Chhattisgarh and RegionalOffice, Ministry of Environment & Forests, Government of lndia, Bhopal(xix) Adequate safety measures shall be provided in the plant area tocheck/minimize spontaneous fires. Copy of the these measures with fulldetails along with location plant layout shall be submitted to ChhattisgarhEnvironmeni Conservation Board, Raipur, Regional Office, ChhattisgarhEnvironment Conservation Board, Raipur, SEIAA, Chhattisgarh and RegionalOffice, Ministry of Environment & Forests, Government of lndia, Bhopal(xx) Disaster Management plan shail be prepared to meet any eventuality in caseof an accideni taking place. Mock drills shall be conducted regularly andbased on the same, modifications required, if any shall be incorporated in theDMP(xxi) As far as possible maximum area of open spaces shall be utilized forplantation purposes. Project authority shall abide by the decisions taken byMinistry of Environment and Forests, Go'rernment of lndia / CentralGovernmenU Central Pollution Control Board from time to time in this regard.Tree density of 1500-2000 trees per hectare (600 nos. of plants per acre)with local nroaO leaf species should be maintained. A wide green belt ofbroad leaf local species shall be developed in at least 33% of the projectarea. Central Pollution Control Board guidelines shall be followed in planningand developing green belt and selection of species etc'(xxii) project authority shall provide garland drains with appropriate check dams allalong the raw materials storage areas etc. to avoid any possibility of erosionlweaiing away) during rain. Garland drain (size, gradient & length) and sumpcapacity shali be designed keeping 50% safety margin over and above thepeat< sudden rainfall and maximum discharge in the area adjoining the projectsite. Sump capacity shall also provide adequate retention period to allowproper settling of siit material. Sedimentation pits shall be constructed at thecorners of the garland drains. Project authority shall provide adequatecollection and treatment arrangement for proper management of storm water.The surface run-off shall be de-silted through a series of check dams anddrains.(xxiii) Project authority shall adopt rainwater-harvesting technique in the projectarea for recharge of ground water. Entire rain water shall be properly storedand used for various processes. The rainwater-harvesting technique shall beincorporated right from the design stage of all structures. Project authorityshall develop iainwater-harvesting structures to harvest the rainwater forVI


utilization in the lean season as well as to recharge the ground water table. Adetailed scheme fo.r rainwater harvesting to recharge the ground water aquifershall be prepared in consultation with Central Ground Water Authority/StateGround Water Board. A copy of the same shall be submitted within threemonths to the Chhattisgarh Environment Conservation Board, Raipur,Regional Office, Chhattisgarh Environment Conservation Board, Raipur,SEIAA, Chhattisgarh and Regional Office, Ministry of Environment & Forests,Government of lndia, Bhopal.(xxiv) Provision shall be made for the housing of construction labour within the sitewith all necessary infrastructure and facilities such as fuel for cooking, mobiletoilets, mobile STP, safe drinking water, medical health care, crutch etc. Thehousing may be in the form of temporary structures to be removed after thecompletion of the project(xxv) Occupational Health Surveillance of the workers should be done on a regularbasis and records maintained as per the factories Act.(xxvi) The project proponent shall also comply with all the environmental protectionmeasures and safe guards recommended in the Environment ManagementPlan.(xxvir) Project authority shall establish an environmental management cell tocarryout function relating to environmental management under thesupervision of senror executive who shall directly report to the head of<strong>org</strong>anization. A full-fledged laboratory with qualified technical/scientific staffsto monitor the influent, effluent, ground water. surface water, soil, stackemission and ambient air quality etc. shall be provided.(xxviii) Recommendations made in the CREP for the steel plants shall beimplemented.(xxix) Adequate funds shall be allocated for undertaking CSR activities (communitywelfare, environmental development activities apart from committedplantation) and in any case it shall not be less than Rs. 4.60 lakhs per yearwith 10o/o annual increase in subsequent years. Project authority mustundertake socio-economic development activities in the surrounding villageslike community development programmes, educational programmes, drinkingwater supply and health care etc. Details of activities shall also be submittedto Chhattisgarh Environment Conservation Board, Raipur, Regional Office,Chhattisgarh Environment Conservation Board, Raipur, SEIAA, Chhattisgarhand Regional Office, Ministry of Environment & Forests, Government of lndia,Bhopal. The funds earmarked for the environment protection measures shallnot be diverted for other purpose and year-wise expenditure should bereported to the Chhattisgarh Environment Conservation Board, Raipur,Regional Office, Chhattisgarh Environment Conservation Board, Raipur,SEIAA, Chhattisgarh and Regional Office, Ministry of Environment & Forests,Government of lndia, Bhopal. Local laboures shall be given employmentduring construction and subsequently absorbed in the plant.(xxx) The issuance of this environmental clearance does not convey any propertyrights in either real or personal property, or any exclusive privileges, nor doesnot authorize any injury to private property or any invasion of personal rights,nor any infringement of Central, State or Local laws or regulations.(xxxi) SEIAA, Chhattisgarh reserves the right to amend/cancel any of the conditionsand add new conditions and make further stringent the emission/effluent limit( !) l)tr(&ti!r. \6 { 141-!.4( 51 l^n J ( l C r l ldlrar!'r rtl'l rlniirry [111, U\u"\b-


(xxxii)(xxxiii)(xxxiv)(xxxv)(xxxvi)(xxxvii)(xxxviii)(xxxix)(xl)as and when deemed necessary in the interest of environmental protection,change in the project profile or non-satisfactory implementatron of thestipulated conditions etc.The Project authority shall ensure the generation of employment in the localareas, recruitment shall be done by inviting applications first from the localresidents of the Chhattisgarh State. ln case of non-availability of suitablecandidates for certain post in the first attempt, the Project authority nray callthe applications as second call not only from local residents of theChhattisgarh State but also from other StateThe Project authority shall advertise in at least two local newspapers widelycirculated in the region around the project, one of which shall be in thevernacular language of the locality concerned within seven days from the dateof this clearance letter, informing that the project has been accordedenvironmental clearance and copies of clearance letter are avaiiable with theChhattisgarh Environment Conservation Board and may also seen at Websiteof the Ministry of Environment and Forests at www.envfor.nic.in and websiteof SEIAA, Chhattisgarh at www.seiaacg.<strong>org</strong>Half yearly report on the status of implementation of the stipulated conditionsand environment safeguards shall be submitted to the ChhattisgarhEnvironment Conservation Board, Raipur, Regional Office, ChhattisgarhEnvironment Conservation Board, Raipur, SEIAA, Chhattisgarh and RegionalOffice, Ministry of Environment & Forests, Government of lndia, Bhopal.Regional Office of the Ministry of Environment and Forests at Bhopal shallmonitor the implementation of the stipulated conditions. A complete set ofdocuments including Environment lmpact Assessment Report andEnvironment Management Plan along with the additional informationsubmitted from time to time shall be fonruarded to the Regional Office for theiruse during monitoring.The project authorities shall inform the Regional Office as well as the SEIAA,Chhattisgarh regarding the date of financial closure and final approval of theproject by the concerned authorities and the dates of start of commissioningof rolling mill plant.Full cooperation shall be extended to the Scientists/Officers from the SEIAA,Chhattisgarh, Ministry of Environment & Forests, Government oflndia/Regional Office, Ministry of Environment & Forests, Government oflndia, Bhopal/the CPCB/the Chhattisgarh Environment Conservation Board,who would be monitoring the compliance of environment statUs.The environment clearance accorded shall be valid for a period of 5 years tostart of production operations.ln case of any deviation or alteration in the proposed project from thosesubmitted to this SEIAA, Chhattisgarh for clearance, a fresh reference shouldbe made to the SEIAA, Chhattisgarh to assess the adequacy of thecondition(s) imposed and to add additional environment protection measuresrequired, if any.
