1.1 PurposeGOVERNMENT PROCUREMENT GUIDELINES 1CHAPTER IGENERAL1.1.1 The purpose of these Guidelines is to set forth the procedures thatshould be adhered to by the PE, in carrying out any ProcurementAction financed in whole or in part by GoSL or a Foreign FundingAgency.1.2 Objectives1.2.1 The Procurement process should ensure:–(a) maximizing economy, timeliness and quality in Procurementresulting in least cost together with the high quality;(b) adhering to prescribed standards, specifications, rules, regulationsand good governance;(c) providing fair, equal and maximum opportunity for eligibleinterested parties to participate in Procurement;(d) expeditious execution of Works and delivery of Goods andServices;(e) compliance with local laws and regulations and internationalobligations;(f) ensuring transparency and consistency in the evaluation andselection procedure; and(g) retaining confidentiality of information provided by bidders.1.3 Scope of Application1.3.1 These Guidelines repeal, replace or otherwise supersede all previousguidelines, circulars and financial regulations issued by the Treasuryand the Department of Public Finance on the subject of procurementexcept those relating to disposal of inventory items and divestiture ofpublic assets.1.3.2 Guidelines are applicable to all Procurements, irrespective of thesource of funding.Guidelines of Foreign Funding Agencies1.3.3 In the case of a Foreign Funded Project, if the Foreign FundingAgency mandates the use of Procurement Guidelines of such funding
