52GOVERNMENT <strong>PROCUREMENT</strong> <strong>GUIDELINES</strong>(iii) should not sub contract more than ten percent (10%) <strong>of</strong> thecontract price, excluding provisional sums to foreigncontractors.Preference for domestically manufactured Goods:7.9.6 Domestically manufactured Goods for 15%contracts funded by the World Bank <strong>and</strong> (fifteen percent)Asian Development BankDomestically manufactured Goods for 20%contracts funded by the GoSL(twenty percent)(a) Application <strong>of</strong> the margins <strong>of</strong> preference stated above wouldapply only to manufactured Goods, if the bidder establishes tothe satisfaction <strong>of</strong> the PC that -(i) labour, raw material, components from within Sri Lanka willaccount to thirty percent (30%) <strong>of</strong> EXW (Ex.Works) price<strong>of</strong> the product <strong>of</strong>fered; <strong>and</strong>(ii) the production facility in which those Goods would bemanufactured or assembled has been engaged inmanufacturing/assembling such Goods at least since the time<strong>of</strong> Bid submission.(b) In addition to the above, in GoSL funded projects, the biddershould satisfy the following:(i) For an individual/sole proprietorship the bidder shall bea Sri Lankan.(ii) For partnerships fifty percent (50%) <strong>of</strong> members <strong>of</strong> thepartnership shall be Sri Lankans.(iii) For an individual firm:* such firm shall be registered in Sri Lanka; <strong>and</strong>* should have more than fifty percent (50%) ownership bySri Lankans
