GOVERNMENT <strong>PROCUREMENT</strong> <strong>GUIDELINES</strong> 59(i) <strong>of</strong> the selection <strong>of</strong> the successful bidder <strong>and</strong> the intention toaward the contract to such bidder.(ii) to make their representations, (if any) to him/her against thedetermination <strong>of</strong> the MPC within one week <strong>of</strong> being sonotified. Such representations should be self-contained.(b) If any representations are received within the said one weekperiod, the Secretary to the Line <strong>Ministry</strong> in consultation withthe Chairperson <strong>of</strong> MPC <strong>and</strong> TEC shall organize a joint meeting<strong>of</strong> the MPC <strong>and</strong> TEC to consider such representations.(c) The joint committee so appointed shall adopt its own procedurefor expeditious inquiry <strong>and</strong> disposal.(d) The findings/recommendations <strong>of</strong> the joint committee will beforwarded to the Secretary <strong>of</strong> the Line <strong>Ministry</strong> no later thanfourteen (14) days <strong>of</strong> appointment <strong>of</strong> such committee <strong>and</strong> theSecretary shall act in accordance with such findings/recommendations.8.5.2 If no such representations are received, the Secretary to the Line<strong>Ministry</strong> shall promptly award the contract to the successful bidder.8.6 Contract Award in Relation to Cabinet Appointed ProcurementCommittee (CAPC)(a) After the Secretary to the Line <strong>Ministry</strong> has duly informed thebidders <strong>of</strong> the intention to award the contract, to the successfulbidder within two (02) weeks <strong>of</strong> being informed <strong>of</strong> therecommendation <strong>of</strong> the contract award pursuant to Guideline8.1(a) above, the Secretary to the Line <strong>Ministry</strong> in consultationwith the Minister is required to submit a Memor<strong>and</strong>um to theCabinet <strong>of</strong> Ministers, with copy to NPA, informing the Cabinet<strong>of</strong> the CAPC recommendation together with his/her observations,if any.(b) Secretary to the Cabinet <strong>of</strong> Ministers would communicate thedecision <strong>of</strong> the Cabinet to the Secretary <strong>of</strong> the Line <strong>Ministry</strong>with copy to NPA.
