GOVERNMENT PROCUREMENT GUIDELINES 59(i) of the selection of the successful bidder and the intention toaward the contract to such bidder.(ii) to make their representations, (if any) to him/her against thedetermination of the MPC within one week of being sonotified. Such representations should be self-contained.(b) If any representations are received within the said one weekperiod, the Secretary to the Line Ministry in consultation withthe Chairperson of MPC and TEC shall organize a joint meetingof the MPC and TEC to consider such representations.(c) The joint committee so appointed shall adopt its own procedurefor expeditious inquiry and disposal.(d) The findings/recommendations of the joint committee will beforwarded to the Secretary of the Line Ministry no later thanfourteen (14) days of appointment of such committee and theSecretary shall act in accordance with such findings/recommendations.8.5.2 If no such representations are received, the Secretary to the LineMinistry shall promptly award the contract to the successful bidder.8.6 Contract Award in Relation to Cabinet Appointed ProcurementCommittee (CAPC)(a) After the Secretary to the Line Ministry has duly informed thebidders of the intention to award the contract, to the successfulbidder within two (02) weeks of being informed of therecommendation of the contract award pursuant to Guideline8.1(a) above, the Secretary to the Line Ministry in consultationwith the Minister is required to submit a Memorandum to theCabinet of Ministers, with copy to NPA, informing the Cabinetof the CAPC recommendation together with his/her observations,if any.(b) Secretary to the Cabinet of Ministers would communicate thedecision of the Cabinet to the Secretary of the Line Ministrywith copy to NPA.
