54GOVERNMENT PROCUREMENT GUIDELINESsuch items/perform the Works/provide the Services as per thequoted rates, for such purposes the bidder may be asked toprovide a rate analysis.(b) If the TEC is of the view that the justification/explanation providedby the bidder is unacceptable, and hence the bidder would fail inthe performance of his obligations within the quoted rates, suchBid may be rejected.(c) If the justification/explanation of the bidder is acceptable, theTEC should proceed with the evaluation.(d) If the TEC continues to entertain some doubt about thecontractor’s/supplier’s ability to procure such items/perform theWorks/provide the Services as per the quoted rates despiteexplanation/justification provided, a higher performance securitymay be requested to mitigate such risks.(e) If the bidder refuses to provide such additional performancesecurity, his Bid shall be rejected.The details ofpostqualificationare given inProcurementManual 7.10.17.10 Post Qualification7.10.1 (a) Post-qualification of bidders serves as a safety measure to ensurethat the lowest evaluated bid has been submitted by a responsibleand trustworthy bidder.(b) Prior to the award of contract, it is necessary to determine thatthe bidder who has submitted the lowest evaluated bid has therequired capacity and resources to carry out the contracteffectively.7.10.2 Even if pre-qualification was done, if there is a considerable timefrom the date of pre-qualification up to the time bids were invited, itmay be necessary to update the information furnished with the prequalificationapplication to ascertain whether there are materialchanges.7.10.3 A bidder not complying substantially with the post-qualification criteriadisclosed in the bidding document may be rejected at this stage. Ifso, post-qualification is carried out with the next lowest evaluatedbidder.
