GOVERNMENT PROCUREMENT GUIDELINES 67CHAPTER 9SPECIAL PROCUREMENTS9.1 Procurement of Commodities9.1.1 Procurement of commodities often involve multiple awards for partialquantities to assure continuity of supply and multiple purchases overa period of time to take advantage of favorable market conditions.9.1.2 (a) A list of pre-qualified bidders may be drawn up to whom periodicinvitations are issued.(b) Bidders may be invited to quote prices linked to the marketprice at the time of or prior to the shipments.(c) Bid validities shall be as short as possible.(d) A single currency, in which the commodity is usually priced inthe market, may be used for bidding and payment. The currencyshall be specified in the bidding document.(e) Bidding documents may permit electronic, telexed or faxed bids,if there is no requirement for bid security, or if standing bidsecurities valid over a specified period of time have been submittedby pre-qualified bidders.(f) Standard contract conditions and forms consistent with marketpractices shall be used.9.2 Procurement of Spare parts9.2.1 PEs may purchase spare parts from the original manufacturer ofequipment, or their authorized local agent or independentmanufacturers of spare parts, or spare part dealers.9.3 Repairs to Motor Vehicles and Equipment9.3.1 (a) Repairs to motor vehicles and other equipment may be carriedout through the local accredited agents of the manufacturerprovided that the PE is satisfied that the quotation is reasonable,having taken into account the economy of the repair cost, theage and condition of the vehicles.
