GOVERNMENT <strong>PROCUREMENT</strong> <strong>GUIDELINES</strong> 52.5 Responsibilities <strong>and</strong> Duties <strong>of</strong> Procurement Committees2.5.1 The members <strong>of</strong> the PCs are jointly <strong>and</strong> severally responsible for thefollowing:(a) ensuring that the funds are available for the Procurement Actionunder consideration;(b) reviewing <strong>and</strong> agreeing upon the PTS in order to award thecontract as planned;(c) at the first meeting determining the dates <strong>and</strong> manner <strong>of</strong>advertising the Procurement, sale <strong>of</strong> bidding documents, <strong>and</strong>closing <strong>and</strong> opening <strong>of</strong> Bids;(d) agreeing with the TEC on the type <strong>and</strong> nature <strong>of</strong> bidding <strong>and</strong>contract documents to be used;(e) participating <strong>and</strong> directing the TEC in providing/requestingclarifications where deemed appropriate; <strong>and</strong>(f) reviewing the evaluation report <strong>and</strong> recommendation <strong>of</strong> TEC<strong>and</strong> making determinations/recommendations in accordance withGuideline 8.1.2.6 Responsibilities <strong>and</strong> Duties <strong>of</strong> Technical EvaluationCommittees (TEC)2.6.1 (a) The members <strong>of</strong> the TECs are jointly <strong>and</strong> severally responsiblefor the following activities:(i) to recommend <strong>and</strong> agree with the PC, the PTS in order toaward the contract within the minimum time period possible;See alsoProcurementManual 2.4(ii) to review <strong>and</strong> approve <strong>of</strong> specifications to ensure that thespecifications are generic in nature <strong>and</strong> competitiveness couldbe promoted on an equal level;(iii) in the case <strong>of</strong> Procurements h<strong>and</strong>led by Cabinet AppointedProcurement Committees <strong>and</strong> <strong>Ministry</strong> ProcurementCommittees, to revisit specifications if objections are receivedfrom any bidder 10 days prior to closing <strong>of</strong> Bids, the PEshall convey its decision to all the bidders who have purchasedthe bidding documents;
