<str<strong>on</strong>g>Socio</str<strong>on</strong>g>-<str<strong>on</strong>g>ec<strong>on</strong>omic</str<strong>on</strong>g> <str<strong>on</strong>g>assessment</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>feasibility</str<strong>on</strong>g> <str<strong>on</strong>g>study</str<strong>on</strong>g><br />
<strong>on</strong> sustainable e-waste management in Ghana<br />

Workshop Owners Associati<strong>on</strong> (UNDP 2009c). Generally, it seems unlikely that<br />
c<strong>on</strong>sumers <str<strong>on</strong>g>and</str<strong>on</strong>g> businesses can be c<strong>on</strong>vinced to routinely deliver their waste<br />
refrigerators to collecti<strong>on</strong> points themselves. It seems more likely that the informal<br />
sector will c<strong>on</strong>tinue collecting refrigerators <str<strong>on</strong>g>and</str<strong>on</strong>g> will offer the service of delivering old<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> obsolete refrigerators to the dedicated collecti<strong>on</strong> points <str<strong>on</strong>g>and</str<strong>on</strong>g> to h<str<strong>on</strong>g>and</str<strong>on</strong>g>le all<br />
administrative procedures. As this does not have any implicati<strong>on</strong>s for the success of<br />
the project – <str<strong>on</strong>g>and</str<strong>on</strong>g> additi<strong>on</strong>ally helps to secure many low-skilled jobs in waste collecti<strong>on</strong><br />
– such informal sector engagement should be tolerated. In particular, it should be<br />
tolerated that individuals with no registered residential address <str<strong>on</strong>g>and</str<strong>on</strong>g> teleph<strong>on</strong>e number<br />
can acquire coup<strong>on</strong>s by h<str<strong>on</strong>g>and</str<strong>on</strong>g>ing in old <str<strong>on</strong>g>and</str<strong>on</strong>g> obsolete refrigerators. Additi<strong>on</strong>ally, no limit<br />
for the number of devices <str<strong>on</strong>g>and</str<strong>on</strong>g> coup<strong>on</strong>s per pers<strong>on</strong> should be applied.<br />
� In order to prove an effective instrument to channel refrigerators away from the<br />
currently practiced informal recycling, the coup<strong>on</strong>s given out for each obsolete<br />
refrigerator must have a m<strong>on</strong>etary value that is clearly above the refrigerator’s net<br />
material value (see Table 12). If this is not the case, refrigerators will c<strong>on</strong>tinue to be<br />
recycled with the presently applied technologies.<br />
� In order to ensure sound transport <str<strong>on</strong>g>and</str<strong>on</strong>g> h<str<strong>on</strong>g>and</str<strong>on</strong>g>ling of refrigerators, full-value coup<strong>on</strong>s<br />
should <strong>on</strong>ly be granted for devices that arrive with intact cooling circuit. For devices<br />
with leakages or missing comp<strong>on</strong>ents, <strong>on</strong>ly coup<strong>on</strong>s with a minor m<strong>on</strong>etary value<br />
should be distributed. Nevertheless, these devices should not be rejected as they<br />
mostly still c<strong>on</strong>tain significant amounts of CFCs in the foams.<br />
� The dismantling of refrigerators should – as far as possible – make use of manual<br />
labour <str<strong>on</strong>g>and</str<strong>on</strong>g> avoid the use of mechanical shredding <str<strong>on</strong>g>and</str<strong>on</strong>g> sorting machinery. Although<br />
machinery is necessary for step 1 <str<strong>on</strong>g>and</str<strong>on</strong>g> step 2 CFC-recovery, all other process steps,<br />
including the dismantling <str<strong>on</strong>g>and</str<strong>on</strong>g> sorting of the metal <str<strong>on</strong>g>and</str<strong>on</strong>g> plastic fracti<strong>on</strong>s should be<br />
carried out manually. This measure is aimed to maximise the project’s job creati<strong>on</strong>.<br />
� In order to ensure the project’s acceptance in the current refurbishing <str<strong>on</strong>g>and</str<strong>on</strong>g> recycling<br />
industries <str<strong>on</strong>g>and</str<strong>on</strong>g> to provide a nucleus for improved recycling businesses, it is recommended<br />
to install the CFC-recovery <str<strong>on</strong>g>and</str<strong>on</strong>g> destructi<strong>on</strong> facilities within or close to the<br />
current refurbishing or recycling clusters. Drawing from the findings of the socio<str<strong>on</strong>g>ec<strong>on</strong>omic</str<strong>on</strong>g><br />
survey <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>sidering experiences from other ec<strong>on</strong>omies, these clusters do<br />
have significant development potentials, which could be stimulated by such pilot<br />
projects. In particular, the CFC-recovery <str<strong>on</strong>g>and</str<strong>on</strong>g> destructi<strong>on</strong> facilities should make use of<br />
the present labour force to create decent employment <str<strong>on</strong>g>and</str<strong>on</strong>g> to upgrade skills <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
knowledge. Furthermore, some n<strong>on</strong>-hazardous process steps like the dismantling of<br />
steel <str<strong>on</strong>g>and</str<strong>on</strong>g> copper parts could be outsourced to existing informal recycling enterprises.<br />
� Final soluti<strong>on</strong>s for foams <str<strong>on</strong>g>and</str<strong>on</strong>g> hazardous refrigerator comp<strong>on</strong>ents (e.g. mercury<br />
switches, PCB-capacitors) must be identified <str<strong>on</strong>g>and</str<strong>on</strong>g> implemented. This could also include
