In a February survey of 736 street children in Jakarta and Depok by the Min<strong>is</strong>try of<br />
Social Affairs, 14 children admitted they have been victims of sexual abuse, 31 had<br />
been raped, and 175 suffered physical abuse. The min<strong>is</strong>try believed that at least in<br />
some areas, the percentage of girls among street children seemed to be growing.<br />

Persons with D<strong>is</strong>abilities<br />
The law prohibits d<strong>is</strong>crimination against persons with physical and mental<br />
d<strong>is</strong>abilities in employment, education, access to health care, or prov<strong>is</strong>ion of other<br />
state services. The law also mandates accessibility to public facilities for persons<br />
with d<strong>is</strong>abilities; however, the government did not enforce th<strong>is</strong> prov<strong>is</strong>ion. The<br />
government classifies persons with d<strong>is</strong>abilities into three categories: physically<br />
d<strong>is</strong>abled, intellectually d<strong>is</strong>abled, and physically and intellectually d<strong>is</strong>abled. These<br />
categories are further divided for schooling. The government estimated that<br />
approximately 3.7 percent of the population had a d<strong>is</strong>ability. However, one NGO<br />
found 16.8 percent of the population in West Java had a significant hearing<br />
deficiency.<br />
The government restricts the rights of persons to vote or participate in civil affairs<br />
by not enforcing accessibility laws.<br />
