10. No delegate shall speak more than twice to the same questions on the same day. The second opportunity<br />
may be granted only after every other delegate desiring the floor has spoken.<br />
11. Debate shall be limited to three minutes per person. Extension of time may be granted by a majority vote<br />
of the House.<br />
12. Any member of MNA who is not a delegate may be granted the privilege of the floor, but shall speak only<br />
once to a question and only after all delegates wishing to speak have had the opportunity to speak. When<br />
giving name and district, such member shall indicate that he or she is not a delegate.<br />
13. Business interrupted by an adjournment of the meeting of the House of Delegates shall be resumed at the<br />
next meeting of the House of Delegates at the point where it was interrupted.<br />
14. To minimize disruption of the work of the House of Delegates and all related meetings, all electronic<br />
devices shall be set to vibrate.<br />
15. These <strong>Convention</strong> Rules shall be amended or suspended by a two-thirds vote of the House.<br />
