Alignment of the Agricultural Transformation Agenda with GTP I<br />
From its inception, the Transformation Agenda<br />
was intended to support the fulfillment of<br />
agricultural goals already identified by the GoE.<br />
As a result, separate impact targets have not<br />
been defined for the Transformation Agenda.<br />
Rather, the Transformation Agenda over the past<br />
four years has been expected to support the<br />
achievement of the agriculture targets in the fiveyear<br />
GTP.<br />
Furthermore, the 84 deliverables in the<br />
Transformation Agenda during GTP I do not aim<br />
to address all of the objectives in the GTP. They<br />
were designed to contribute to the achievement<br />
of specific GTP I objectives by unlocking specific<br />
bottlenecks. In particular, the deliverables in the<br />
Transformation Agenda have been expected to<br />
address the following agricultural objectives in<br />
the GTP I:<br />
• Increase crop productivity by applying good<br />
agricultural practices<br />
• Improve agricultural production and<br />
productivity by improving extension service<br />
utilization and agricultural inputs<br />
• Strengthen the agricultural marketing<br />
strategy and increase foreign market<br />
earnings<br />
• Enhance agricultural research<br />
• Strengthen natural resource conservation<br />
Transformation Agenda deliverables have been<br />
grouped into four program verticals: Value Chains,<br />
Systems, Crosscutting Initiatives and Special<br />
Projects.<br />
Value Chain programs strengthen the entire<br />
product cycle of commodities with the highest<br />
potential to impact smallholder farmer production<br />
and well-being. Commodities prioritized within<br />
this vertical represent the vast majority of<br />
agricultural production in Ethiopia. Value Chain<br />
programs in the Transformation Agenda during<br />
GTP I include:<br />
• Tef & Rice<br />
• Wheat & Barley<br />
• Maize & Sorghum<br />
• Pulses & Oilseeds<br />
• Livestock (initiated in last year of GTP I)<br />
Systems are the key building blocks of<br />
agricultural value chains. Systems programs<br />
prioritized in the Transformation Agenda seek<br />
to address each part of the value chain in an<br />
interconnected manner. These include:<br />
• Seed<br />
• Soil Health & Fertility Management<br />
• Cooperatives<br />
• Input & Output Markets<br />
• Research & Extension<br />
• Household Irrigation<br />
• Mechanization<br />
• Rural Financial Services<br />
Crosscutting Initiatives address key issues that<br />
intersect with and strengthen the interventions<br />
in all Value Chain and Systems program areas.<br />
They aim to ensure that interventions are socially,<br />
environmentally, and economically sustainable,<br />
and minimize unintended consequences. In<br />
particular, Crosscutting Initiatives focus on:<br />
• Gender Mainstreaming<br />
• Climate Change & Environmental<br />
Sustainability<br />
• Monitoring, Learning & Evaluation<br />
Finally, a narrow set of Special Projects that<br />
have the potential to contribute significantly to<br />
agricultural transformation, but which do not fit<br />
neatly into one of the other verticals, have been<br />
identified for focus during GTP I.<br />
A mapping of each Transformation Agenda deliverable against GTP objectives is outlined below.<br />
