Achievements and Lessons Learned During GTP I Agricultural<br />
Transformation Agenda Implementation<br />
Overall Performance of Deliverables<br />
The performance of the 84 deliverables in the<br />
Transformation Agenda was regularly assessed<br />
throughout GTP I and reported to the Prime<br />
Minister and the Transformation Council based on<br />
a rigorous performance management framework.<br />
While the ultimate goal of the Agricultural<br />
Transformation Agenda is to deliver impact at<br />
the smallholder farmer level, each deliverable<br />
has been prioritized and designed to address a<br />
particular systemic bottleneck in the agriculture<br />
sector. As such, many deliverables are several<br />
steps removed from directly working with<br />
smallholder farmers and it becomes difficult to<br />
quantify the direct impact of each deliverableon<br />
a specific number of farmers. For example,<br />
deliverables such as updating the seed sector<br />
proclamation or improving the career path and<br />
incentive structure of agricultural researchers<br />
are expected to make major contributions to the<br />
performance of the agriculture sector as a whole<br />
and to ultimately benefit smallholder farmers.<br />
However, the immediate and direct contribution<br />
of these two deliverables, and many similar ones,<br />
on the production and productivity of a specific<br />
number of smallholder farmers is impossible to<br />
quantify.<br />
Nevertheless, a concerted effort has been made<br />
to quantify and analyze the specific contributions<br />
that each deliverable has had on the agriculture<br />
sector during GTP I. As such, all 84 deliverables<br />
in the Transformation Agenda for GTP I have been<br />
measured based on the outputs generated across<br />
five broad thematic areas: Policies/Strategies/<br />
Regulations, Institutional Structures/Processes/<br />
Systems, Introduction of Innovative Ideas,<br />
Capacity Building, and Direct Engagement with<br />
Smallholders.<br />
As of July 31, 2015, 53% of deliverables (45 of<br />
84) were deemed to be “On Track,” while 35%<br />
(29 deliverables) were considered “Slightly<br />
Delayed” and 12% (10 deliverables) were<br />
considered “Significantly Delayed.”<br />

All deliverables have also reported outputs in<br />
each of the five thematic areas, tracking two<br />
major indicators for each thematic area. Results<br />
and data have been collected, verified and<br />
reported by deliverable owners and government<br />
bodies at local, regional and federal levels.<br />
Internal verification of the outputs in each<br />
thematic area has also been undertaken by the<br />
ATA’s Performance Management Unit in most<br />
(but not all) cases.<br />
Key outputs achieved by Transformation Agenda<br />
deliverables during GTP I include: the revision of<br />
three policies/proclamations; the development<br />
of 23 new strategies/guidelines/regulations,<br />
the introduction and scale-up of 23 innovative<br />
concepts, and the engagement of over 4.4 million<br />
farmers using new technologies introduced<br />
through the Transformation Agenda deliverables<br />
on over two million hectares of land. (Specific<br />
contributions by each deliverable and each<br />
program to these overall figures are provided in<br />
the Program Summary section of this report).<br />
Although most deliverables have made<br />
contributions toward outputs in more than one<br />
thematic area, each deliverable has also been<br />
classified as having one primary thematic focus<br />
area. Common, measurable targets have been<br />
utilized to track and assess achievements in<br />
each thematic area, in order to determine the<br />
“On Track,” “Slightly Delayed,” and “Significantly<br />
Delayed” status. Relevant additional factors,<br />
such as the deliverable start date and complexity<br />
of the task, are also factored into these status<br />
ratings for certain deliverables.<br />
The counterfactual of how the Transformation<br />
Agenda, and more specifically the ATA, have<br />
contributed to overall agricultural development<br />
during GTP I may be difficult to capture given<br />
that the objective of most Transformation Agenda<br />
deliverables is to improve the pace and quality of<br />
existing institutional arrangements.<br />
In the following sections, the performance of<br />
Transformation Agenda deliverables is analyzed<br />
based on the five broad thematic areas that all<br />
deliverables fall into. In addition, the final part<br />
of this section provides the results of a survey<br />
undertaken with all deliverable owners and key<br />
partners working on the Transformation Agenda<br />
during GTP I. A more detailed program-byprogram<br />
review of deliverables is provided in the<br />
next section of the Progress Report.
