Cost-sharing principle<br />
Recommendations for protected area exchanges in East Asia<br />
Cost-sharing refers to an arrangement between the partners whereby each partner agrees<br />
to share the costs of the exchange programme or components of an exchange programme.<br />
Such is the case of the US-China Sister Marine Reserve Agreements. The host<br />
country pays all in-country expenses during a partner’s visit, while the visiting partner<br />
agrees to pay all expenses to and from the site. Even if the protected area agencies have<br />
limited funds to finance the exchange, the cost-sharing principle is an important aspect<br />
of any exchange.<br />
3.3 An action agenda for the WCPA in East Asia<br />
The guidance in this publication is intended to be used by a whole range of organisations<br />
and individuals with responsibilities for, or an interest in, the planning and management<br />
of protected areas in East Asia. However, the work arises directly from the <strong>IUCN</strong>/<br />
WCPA East Asia Action Plan and WCPA in East Asia has a special interest in ensuring<br />
that action is taken on its recommendations.<br />
We conclude therefore with a short action agenda for WCPA in this region. We<br />
recommend that WCPA East Asia should:<br />
� devote a full session at its next meeting to the formal consideration of the advice in<br />
this report;<br />
� consider the setting up of a regional task force to progress this work;<br />
� encourage all national protected area agencies to make statements or adopt policy<br />
positions in support of exchanges;<br />
� encourage the development of a region-wide programme of exchanges between<br />
protected areas in the region, and beyond, including defining a regional coordinator<br />
post to lead this work;<br />
� open discussion with potential funders of what aspects of the regional exchange<br />
programme they would be ready to support;<br />
� secure support to have the text of this report (and its three sister volumes)<br />
translated into the languages of the region and have them widely distributed;<br />
� develop information systems in support of the exchange programme (web site and<br />
published data).<br />
