42 • <strong>December</strong> <strong>15</strong>-<strong>31</strong>, 20<strong>15</strong> Technology b ELD from page 41 b An estimated 3.1 million trucks and 3.4 million drivers are expected to be affected by the mandate, according to FMCSA data. <strong>The</strong> white paper outlines various areas of the mandate, including a list of what it establishes: • “Minimum performance and design standards for recording HOS through ELDs • “Rules for the mandatory use of ELDs by drivers currently required to prepare HOS as a part of RODS • “Requirements concerning HOS supporting documents, and • “Measures to address concerns about harassment resulting from the mandatory use of ELDs.” “<strong>The</strong>re’s a huge opportunity to continue educating,” Chanielli said, adding that some carriers have taken the attitude of waiting to learn more about it once it is officially a final rule. “People know it will impact their business and now they need to understand what that means.” Companies have until 2017 to become compliant, but companies already equipped with what was then called automatic on-board recording devices (AOBRDs) will have until 2019. Find us on Facebook search: <strong>The</strong> <strong>Trucker</strong> While the terms AOBRD, Electronic Onboard Recorder (EOBR, now also not used) and ELD might be confusing, the white paper explains specifically that ELD’s are meant to “sync with a truck’s engine to capture additional data points such as power status, motion status, miles driven and engine hours to ensure compliance.” <strong>The</strong> mandate requires all of this information, not just HOS compliance, should be readily available to safety officials during inspections or reviews. According to the paper, ELDs save drivers about 20 to 40 minutes per day wasted filling out a paper log, which equates to 50 hours per year, citing a study published by iTech around 2005. Besides saving time, it outlines other ways ELDs can benefit the driver, including accurately tracking detention time, providing a place to store vehicle inspection reports and other data and earning a driver more money by cutting down wasted time and driver tickets. “<strong>The</strong>re are a lot of drivers out there when they hear their carrier is going to implement an ELD, they think ‘big brother’; they feel skeptical,” Chanielli said, but added that once it’s installed, “<strong>The</strong>y really start to understand the efficiencies of the system … you can be focused on your deliveries, you don’t have to fill out paper logs and you avoid spending money by avoiding citations. That’s money back in their pockets.” Among the facts and statistics, the paper includes a “perfect match” guide for selecting an ELD, which asks if a company is seeking the ELD just to remain compliant or if they are seeking more safety features. It also suggests having several people accountable for the ELD program at a company, including management, finance, technology, maintenance, operations and driver manager representatives. “<strong>The</strong>re’s a plethora of different types of solutions,” Chanielli said, adding that some companies want the “bells and whistles” which can justify a larger purchase if a company wants an extra feature the ELD can provide, whether it’s better fuel saving strategies or improved navigation. At the end of the white paper, a graph shows the efficiency of PeopleNet eDriver Logs for the trucking company Coastal Pacific Xpress, out of Canada.
