FROM THE EDITOR
January opens every year with a flurry of boat shows in the northern
hemisphere, each of which hopes to outstrip statistics from previous events.
Over just a four-day period (6-9 January), doors opened for shows in New York,
Phuket, London and Toronto. Events in cities such as Atlanta, Chicago, Minneapolis,
Düsseldorf, Baltimore and Seattle followed before the end of the month. The San
Francisco Boat Show was sadly cancelled due to the impact of El Nino weather.
The ‘openers’ of the month reported growth and strong sales. The 58 th annual
Toronto International Boat Show recorded 70,643 attendees; a 1% increase on 2015.
The Toronto show is the largest indoor boat show in North America, covering more
than 1,000,000ft² (92,903m²) and is home to the world’s largest indoor lake. It is
viewed as an economic barometer of the Canadian marine industry and exhibitors
reported strong sales in most categories despite a declining Canadian dollar.
The 62 nd London Boat Show closed on 17 January after clocking 90,328 visitors
and reporting strong sales for boats and equipment, and the much smaller luxury
lifestyle-centric 13 th Phuket International Boat Show reported good growth for an
emerging regional market. The event featured over 60 international boat brands
and saw a 35% increase in the number of sailing yachts and multihulls exhibited.
Superyachts were also a strong focus in response to indications that the Thai
Government is looking to open up the superyacht charter market. Of the 5,500
visitors, 45% were international – primarily European and Asian – but ‘robust growth’
was reported for the number of Thai national attendees.
The show to steal all shows was boot Düsseldorf, Germany, which welcomed
1,800 exhibitors and 247,000 visitors from 52 countries; a 2.8% increase on 2015.
There were over 1,800 boats on display and plenty for watersports enthusiasts in
the kitesurfing, diving, fishing and canoeing sectors. At the other end of the price
spectrum, a stronger interest in luxury yachts was noted.
February heralded further shows in Kuwait, Sweden, the USA (Miami), Thailand,
the Netherlands, Finland and more. The Helsinki Boat Show – the largest of its kind
in the region – recorded 76,816 visitors - and Boot Holland described its 25 th event
as a ‘major success’ despite worrying weather on opening day. It attracted over
37,000 visitors including a higher number of overseas attendees, especially from
Germany and Switzerland.
On 12 January the Miami International Boat Show was one day into its 75 th
anniversary event. In a new home at the Miami Marine Stadium Park and Basin and
with an impressive floating marina, it welcomed 100,279 attendees from around
35 different countries. This was a 4% increase over 2015 and made a massive
economic impact on the local economy. Thom Dammrich, president of show
organiser the National Marine Manufacturers’ Association (NMMA), said the new
Miami venue was “the ideal location for the best boat show we have hosted to date.”
There is still caution in most markets but this level of interest in boating makes for
a positive start to 2016.
Safe Harbor makes
debut as largest marina
owner in United States
USA: Safe Harbor Marinas, a company formed in 2015 and backed by American
Infrastructure MLP (AIM) funds, made its formal debut as the largest owner
and operator of marinas in the United States at the International Marina &
Boatyard Conference (IMBC) in January.
The company recently completed
acquisitions from four separate marina
owners and operators and has plans
to aggressively grow through future
acquisitions.
The Safe Harbor Marinas
management team comprises industry
veterans with an average of 30 years
of marina experience. The company
currently owns/manages 31 marinas
across 12 US states, which collectively
offer over 20,000 wet and dry slips.
Safe Harbor is currently processing
additional acquisitions and looking
to selectively buy coastal and inland
marinas, either through the purchase
of whole portfolios or select individual
properties. The company expects to
deploy over $500 million of capital in
acquisitions through its equity and debt
commitments and, in certain situations,
will consider bringing in marina owners
as equity partners.
“We have created a brand and
strategy that will benefit marina
owners, operators and the boating
community in both the short term and
the long term,” said Safe Harbor CEO,
Marshall Funk. “As a result of our
scale, all of our properties will benefit
from additional revenue and cost
saving opportunities.”
Consultants appointed
for Northfleet
UK: MDL Marina Consultancy, a division of MDL Marinas Group, has been
commissioned to carry out an outline development plan and feasibility study
at the historic Northfleet Harbour site on the lower Thames. The harbour is cut
off from the river by modern flood defences and has become derelict.
Selected for the project by Ebbsfleet
Development Corporation (EDC) and
the Northfleet Harbour Restoration
Trust, MDL has been tasked to look at
the technical and commercial viability
of reopening Northfleet as a community
harbour and marina. MDL will give
specialist advice on the marine leisure
market, marina design and financial
viability.
The company is well placed to carry
out the study due to its operational
experience, having completed
numerous similar projects for its own
portfolio and for other clients.
Alex Beere, head of consultancy
and technical services at MDL
Marinas, described the opportunity
WORLD NEWS
as exciting. “It will see us explore the
viability of re-opening the harbour to
develop a marina that will create value
for the surrounding community, whilst
bringing the heritage of the site to life,”
he said.
MDL Marina Consultancy will work
alongside Peter Brett Associates (PBA)
and Land Water Services (LAWS)
who will provide the engineering
and contractor input needed to
assess the overall technical viability
and cost of construction. PBA will
also be supporting with advice on
environmental considerations to be
addressed as the project moves
forward, as well as analysing the wider
benefit of a marina in this location.
The most important marina
construction decision lays
beneath the surface
SEAFLEX CAN HANDLE PRACTICALLY ANY TIDE, ANY WAVE, ANY DEPTH, ANY BOTTOM TYPE & HURRICANE STRENGTH FORCES.
Make a mooring decision worthy of
your entire marina investment
You spend a lot of time researching options for your marina build or upgrade. Since the
anchoring is what is going to hold your marina investment in place it is arguably the
most crucial components you will decide on. Seaflex is an elastic mooring solution that
expands and retracts with each tide and wave, taking on and dampening the forces
year after year. It does this while being invisible from the surface, creating some
of the most modern, sleek, state of the art marinas of the world.
With 45 years of research and development Seaflex is the
most technologically advanced mooring option in the
world, anchoring thousands of marinas, wave
attenuators and buoys worldwide.
Research your options, give
your marina the mooring
solution it deserves!
Marina Park wins
early awards
USA: Newport Beach Marina Park in Newport Beach, California, has already
won awards despite officially opening to the public as recently as December
2015.
The American Society of Civil
Engineers Orange County Chapter
recognised Marina Park with two
‘Project of the Year’ awards – one under
its Airports & Ports category and the
other in the Architectural Engineering
sector.
Newport Beach residents have
long dreamed of a public space in the
harbour that would bring together the
beach, the park, boats and events. The
new Marina Park accomplishes this
with a 24,000ft² (2,230m²) sailing and
community centre and a 23-slip marina
for visiting boaters. Future plans also
call for the construction of a new Girl
Scout Leadership Center.
The US$35 million project was first
conceived over 30 years ago. The City’s
vision for the site was not, however, set
in motion until 2013 and work did not
commence until February 2014.
Moffatt & Nichol was responsible for
the seawall and marina docks design
and also undertook dredging of over
36,000yd³ (27,524m³) of sand for beach
replenishment. Bellingham Marine
also had significant design input and
manufactured and installed the marina
system.
The marina comprises two distinct
areas – one for transient and day
use and another for boating classes
and storage of sailing dinghies. “We
were able to tailor the design and
construction of the docks to meet the
unique use requirements and desired
amenities in each specific area,”
explained Eric Noegel, manager of
project development for Bellingham
Marine.
The marina’s u-shaped basin
includes 23 slips for visiting boats up to
55ft (16.8m) with dinghy storage on the
docks and space for in-water mooring
of small boats along the walkways. A
200ft (61m) long t-head provides sidetie
mooring for boats above 60ft (18m)
in length. A 3-ton jib is also on site for
launching and retrieving small trailer
boats.
The west side of the marina is
dedicated to instructional classes and
for launching sailing dinghies and
other small watercraft. This area is
characterised by low freeboard docks,
extra wide walkways and floating
platforms to handle large groups and
classes.
Moffatt & Nichol project manager,
Joseph Litchfield, attributes the
project’s success to the cooperation of
city staff, the contractors, construction
management and designers who
worked together for the common
goal of creating a wonderful and
unique destination. “The project team
worked exceptionally well together,
with everyone bringing their individual
expertise to the table to solve the
inevitable issues that would periodically
arise,” he said.
BoatUS
celebrates
50 years
USA: The Boat Owners
Association of the United States
(BoatUS) celebrates its 50th
anniversary this year.
When it was founded by Richard
Schwartz in 1966, boaters could buy
a new mid-sized cruiser for about
$7,000, outboard engines had just
surpassed 100hp and recreational
boating was growing on a large
scale across America.
Schwartz’s vision of offering
representation, improving safety,
providing quality services at
competitive prices and saving
boaters money was all rolled up
into the “service, savings and
representation” motto that remains
at the core of the organisation
today. Membership has climbed
year on year and currently exceeds
half a million, making it the largest
organisation of recreational boaters
in the USA.
“BoatUS has always been there
for boaters and always will be,” said
BoatUS president Margaret Podlich.
“Whether it’s helping boaters have
a safe day on the water, ensuring
that boating taxes go to boating
programmes, offering competitive
boat insurance coverage, or having
the largest on water towing fleet in
the nation, BoatUS is proudly the
single source of exceptional service
and savings. We’re steadfast in our
commitment to protect boaters and
their rights, making boating safe,
more affordable and accessible.”
Derwent expansion
maximises Club potential
AUSTRALIA: Derwent Sailing Squadron in Hobart, Tasmania, has completed a
AU$6.5 million marina expansion. It is now able to host a variety of new sailing
events and accommodate larger yachts wanting to stay in the area.
Bellingham Marine worked closely
with the Squadron for over a year to
develop the optimal berth configuration
and wave protection for the marina.
“The goal was to provide the Squadron
with a pontoon system that would allow
the club to maximise its full potential,”
said Mark Carney, area manager for
Bellingham Marine Australia.
“The pontoons and related
infrastructure needed to be of high
quality, yet affordable, be long lasting
and easy to maintain, be able to handle
the ongoing trend of bigger boats
entering the market, and serve the
club’s desire to operate as a venue for
race events.”
The result added 145 berths for
vessels of 10 to 30m (33 to 98ft) with
an option to convert 15m (49ft) berths
to 18m (59ft) berths in the future with
minimal modification. All berths have
metered power and water.
The marina extension, which has
650m (2,132ft) of new concrete floating
walkways, was the first in Australia to
fully utilise Bellingham’s FRP throughrod
system. “We have done several
retrofit projects but this is the first
new construction project in Australia,”
Carney confirmed. “We noticed a
reduction in installation time with the
new rods and are confident the rods
will increase the system’s lifespan and
reduce required maintenance.”
The extension brings capacity at
Derwent Sailing Squadron to 280
berths, which significantly helps meet a
pent-up demand for berths in the area.
PPP sought for Dana Point
USA: The County of Orange, California, is soliciting Statements of
Qualification from property development companies or teams for a
Public Private Partnership (PPP) opportunity to revitalise Dana Point
Harbor (see p. 30).
Terms are offered on a 50-year
lease and qualified respondents
will be selected to participate in an
upcoming Request for Proposal
process. The selected finalist will
be responsible for the design,
permitting, funding, construction,
renovation, operation and
maintenance of specific land and
water areas.
Highlights of the PPP include
demolition and reconstruction
of certain areas of the 46-yearold
harbour; reconstruction and
expansion of its commercial area;
renovation of the east and west
basin marinas and guest slips;
and expansion of the Marina Inn
Hotel. The marinas currently have
approximately 2,400 slips with an
average length of just under 30ft
(9m). CDP approvals are required for
some elements.
Dana Point Harbor is a 276-acre
Port Takola to
open in May
THAILAND: Port Takola Marina and Yard in Krabi, Phuket, will soft open in May
providing much needed berths close to the international tourist destinations of
Ao Nang and Phang Nga Bay.
Set within a 450,000m² (110-acre)
development within a private estate
owned by Suriya na Nagara, Port
Takola will be the focal point of a lowdensity,
low-rise resort with residences,
hotel and nature trails. Over time, it will
expand to offer 260 berths, boast an
architect-designed capitainerie, and
host offices and shops for yachtingrelated
businesses.
The marina basin has been designed
by independent consultant, Simon
Arrol, and Marinetek has been selected
to build the marina in phases. For
phase one, it is supplying a 225m
(738ft) long Heavy Duty pontoon that
WORLD NEWS
CGI of Port Takola Marina, which is
well sheltered and surrounded by green
landscape.
measures 4m (13ft) wide. This will
accommodate up to 50 vessels of 12 to
40m (39 to 131ft) in length in a stern-to
mooring arrangement. The berths have
water and single phase power up to
63amps. Boaters have access to diesel
and petrol at a separate fuel dock, high
quality showers and toilets, and a café.
The associated boatyard area will offer
services for minor boat repairs and
maintenance, will have space for up to
50 yachts, and be equipped with a 38-
tonne capacity boat lift.
Suriya na Nagara’s eldest son,
Matthew na Nagara, is overseeing the
development and ensuring that, while
Port Takola may be the most modern
marina in Thailand, it will not become
an urban marina. Marinetek has fully
supported this vision and is especially
aware of the considerable merits of
the site. “I love the landscape and
atmosphere here,” says Kristian Rame,
director Asia for Marinetek Group. “Port
Takola is a perfectly sheltered marina
with lots of green space around and we
are very proud to have been chosen to
build it.”
The Port Takola contract is the
second Marinetek has secured in
Thailand within a short space of time.
Last year, the company completed a
superyacht extension at Phuket Yacht
Haven.
RAK contracts ART for Lagoon Marina
UAE: RAK Properties PJSC, the biggest property developer in Ras Al Khaimah, has signed an agreement with marina
management company ART Marine. ART Marine will operate the newly constructed Lagoon Marina, which is located at
the heart of Mina Al Arab – an eco-themed mixed-use coastal waterfront community.
The initial phase of Lagoon Marina
accommodates 56 berths for all types
of boats up to 30m (98ft) in length and
complements the dynamic neighbourhood of
Lagoon Walk, a 1.2km (0.74 mile) waterfront
promenade lined with restaurants and cafés
that enjoys unobstructed sea views and
stunning sunsets.
Toby Haws, head of marina management
at ART Marine, commented: “ART Marine
is committed to operating the Lagoon Walk
Marina as an integral part of one of the most
distinguished real estate developments
in the Northern Emirates. We will not just
be managing a place for berthing marine
vessels but a genuine travel destination that
adds to the appeal of the community and
Mina Al Arab as a whole.”
Tourist island to host destination marina
MALDIVES: Leading yacht agency Asia Pacific Superyachts Maldives (APSM) is overseeing plans for a new 300-berth
marina on a manmade island to the west coast of Hulhumalé.
Now entering a second phase, the
Hulhumalé Yacht Marina project team
is reclaiming land for the marina and an
associated cruise ship dock. Phase one
comprised reclamation of 180ha (444.8
acres) of land for a substantial housing
project.
When complete, the development will
feature retail shops, food and beverage
outlets, a yacht club with exhibition
space, dry berth facilities and a modern
fully-equipped cruise ship terminal with
a covered boarding bridge. It has been
designed to serve the biggest cruise
liners in the world.
The Housing Development
Corporation has reported that all
necessary materials have been
collected for the land reclamation and
that revetment work is scheduled to be
completed within the next three months.
New Port chain welcomes ninth marina
FINLAND: New Port Imatra, an extensive but run-down 700-berth marina on Finland’s Lake Saimaa, has become the ninth
marina in Marinetek’s New Port marina chain. Marinetek has joined forces with state owned company Meritaito Ltd to
offer the city of Imatra a complete package to operate, renovate and finally rebuild the marina.
New Port Imatra enjoys a prime
location on the fourth biggest lake in
Europe. “New Port Imatra has many
advantages,” says Imatra City Director,
Topiantti Äikäs. “It sits just in front of
the best boating routes in Saimaa and
is easy to reach by road or via the
Saimaa Channel from the sea.” The
Russian border is just 10km (6.2 miles)
way and the city of St Petersburg within
a two hour drive. The marina catchment
thus covers local boat owners, visitors
and foreign boaters and has big
future potential.
The new agreement, which
lasts for 25 years, was signed
in November 2015 and
Marinetek assumed operational
responsibility in February.
The New Port chain is
playing an increasingly
important part in Marinetek
activities, and plans are afoot
to market the operate-rebuildregenerate
concept to other
cities. In this way, ageing
marinas can be rebuilt in line
with modern requirements,
the tourist island
will be linked by
road bridges, and
various investment
opportunities are
available for tourismrelated
property. The
proposed marina will
be vitally important for
the development of
the Maldivian tourist
industry as more
than 80% of all ocean
safaris operating in
the Maldives anchor
in the adjacent
lagoon.
APSM director, Mohamed Hameed,
told Marina World : “The impressive
Hulhumalé facility, spanning over
240ha [593 acres], reflects the growing
commitment to yachting in the region
and services such as winter storage
implemented without cost to the tax
payer. The trend in Finland, as in other
countries, reveals a reluctance on the
part of municipal authorities to use tax
money for leisure boating.
Scope for the concept is significant
as there are approximately 850,000
boats in Finland, 250,000 of which are
in marinas that are primarily owned by
cities or boat clubs. “Marinetek works
worldwide and offers services for all
and, with the natural beauty of its
surroundings, the marina will surely
make the Maldives yachting destination
all the more exceptional. Final
completion is now projected for late
2017/2018.”
requirements but it’s always essential to
focus on the specific needs of individual
markets,” says Marinetek chairman,
Ilkka Seppälä. “In Finland, the boats
are small, the season is short and the
quality of marinas is pretty low. It took
quite some time to develop a suitable
business concept within this business
climate. The cooperation with the city
works well and the boaters understand
the price increase. With this concept,
the city can secure safe boating for
years to come.”
The first New Port marina
was built in 2001 in Espoo, just
5km (3.1miles) from Helsinki’s
city centre, and remains one
of the most modern marinas in
Scandinavia. Over the years, the
business portfolio has expanded to
include other marinas in key towns
in Finland including Tampere, Oulu
and Lappeenranta.
By 2026, 700-berth New Port
Imatra will be fully rebuilt with new
breakwaters, pontoons, electricity and
water supplies, a car park and winter
storage.
Amalfi coast marina
adds 400 berths
ITALY: Marina d’Arechi, the 560-berth marina in Salerno on the Amalfi coast,
has significantly increased its mooring capacity further to completion of a
final phase extension.
Milan-based engineering group,
Ingemar, finalised the project at the
end of December adding 400 berths
for vessels of 20 to 36m (65.6 to 118ft).
The completed layout now includes
four 3m(9.8ft)-wide floating pontoons in
lengths of 96 to 108m (315 to 354ft).
Ingemar used all-concrete
unsinkable modules of 12 x 3m
(39 x 9.8ft) to create the pontoons,
which are anchored to the seabed
using fixed pilings with special
sliding devices. In order to integrate
the new elements with the existing
infrastructure and surrounding
environment, wood plastic composite
decking was used for all walkways.
All modules were designed and built
to precise specifications to satisfy a
design with demanding installation
and mooring requirements.
Ingemar Group president, Lorenzo
Isalberti, was particularly happy with
the project. “After many pressing
obligations overseas, we were
especially happy to celebrate the
start of 2016 by finishing an important
project which further develops our
national coastline,” he said. “Yet again
our bespoke floating solutions complete
and distinguish a prestigious marina
and this augurs well for the growth of
yachting in our country.”
Marina d’Arechi president, Agostino
Gallozzi, was equally positive,
commenting: “We are ready to take
on 2016 having completed all the
moorings of our amazing project – just
under 1,000 berths with all the finest
characteristics to attract a wide variety
of clients with vessels from 10 to 100m
[33 to 328ft].”
Attracting bigger
boats to Oban
UK: Dunstaffnage Marina near Oban, Scotland, has contracted
Gael Force Engineering to undertake a significant expansion of its
pontoon system.
Standard yacht berthing
pontoons are being provided along
with 200m (656ft) of heavy-duty
concrete pontoons. The aim is not
only to accommodate a greater
number of boats but also offer
berths for vessels of 24m (80ft)
and above.
“Apart from providing berthing,
the extra facility will, by its
innovative design, add strength
to the existing marina structure,”
explained Gale Force production
director Stephen Offord. “It will
also provide some much needed
additional wave protection from the
north.”
Marina manager, Ranulph
McLauchlan, described
Dunstaffnage as a wonderful
location for sailors. He said it has
been growing in popularity for many
years and is now recognised by
superyachts as a destination. “Many
see us as a convenient northern
marina, which is ideally suited as
a setting off point for exploring the
Western Isles,” he said.
Waiheke
plans rejected
NEW ZEALAND: An Environment Court
judgement has ruled against the proposed
development of a 112-berth marina in
Matiatia Bay on the western side of
Auckland’s Waiheke Island.
Opposition to the plan, proposed by
developer Waiheke Marinas who wanted
to build the marina alongside a much used
existing ferry terminal, met with ongoing local
opposition. This included the formation of
Direction Matiatia, a community group that
spent hundreds of thousands of dollars for
expert opinions and in legal fees.
Judge Laurie Newhook ruled that the
development would fail to protect the natural
character of the area.
Rushcutters Bay has 107 berths and is
described as the jewel in the d’Albora
crown.
Brett Bolton
Adding value and
adapting to trends
Brett Bolton, CEO of d’Albora Marinas, heads up the largest marina group in
Australia. Speaking to Robert Wilkes from his office at d’Albora headquarters
in Sydney, Bolton discusses innovation, strategy, customer service and
branding.
Brett Bolton has held a number
of high profile management roles in
some of the largest recreation and
marina companies in Australia and
New Zealand. He started in the marine
sector 15 years ago in reef tourism as
operations manager with Sun Lover
Cruises in Cairns. Sun Lover takes as
many as 600 tourists at a time on large,
high-speed catamarans to the Great
Barrier Reef for snorkeling adventures.
In 2003 Bolton was named manager
of the marina serving tourism in Cairns.
The facility had just completed a major
redevelopment. “It was like a startup,”
said Bolton. “We had to hire and train
the staff and plan operations and
maintenance for a new, larger facility.
Daily traffic included 50 tour boats and
3,000 tourist passengers. We attracted
many superyachts in the 50m (164ft)
to 75m (246ft) range, some up to 120m
(394ft).”
Bolton moved in 2007 to a new post
at publicly-listed Ariadne Australia,
Just one hour north of central Sydney,
d’Albora’s Akuna Bay marina is located in
the picturesque Ku-ring-gai
Chase National Park.
headquartered in Brisbane. Ariadne
owned four marinas in Queensland,
New South Wales and New Zealand,
including Orams Marine Village in
Auckland. Bolton was responsible
for master planning, redevelopment
and operation of the marinas and
for acquisition programmes that
tendered offers on new properties.
In 2011 Bolton was engaged
by McGrathNicol to take Horizon
Shores in Queensland, one of the
largest marinas in Australia, out of
receivership. “The marina has 500
wet, 350 dry slips, 200-trailer storage
and a haul out facility,” said Bolton. “It
was a business with many moving parts
and new challenges on a daily basis.”
In July, 2014, he began his current
role as CEO of d’Albora Marinas.
D’Albora operates seven sites in and
around Sydney and Melbourne. The
company founder, Jeff d’Albora, sold
the property in 2000 to what was then
Macquarie Leisure and is now Ardent
Leisure Ltd, a billion dollar multifaceted
recreation company listed on the
Australia Stock Exchange. In addition
to marinas, the company operates
theme parks, health clubs and bowling
facilities.
The Spit in Mosman, Sydney, underwent
a multi-million dollar transformation in
September 2015.
D’Albora Marinas is the largest
marina group in Australia and with
Bolton at the helm is defying the logic
that large companies become risk
averse, complacent and behind the
times. d’Albora Marinas is one of the
most innovative operators in Australia
and in any part of the world.
Robert Wilkes (RW): What are the
advantages of a large, seven marina
system?
Brett Bolton (BB): There are definite
advantages. Each member (d’Albora
refers to its customers as members)
has reciprocal privileges at any
d’Albora marina and can stay as long
as a month at no additional charge. As
a member stays longer with us over the
years their reciprocal rights increase.
Our marinas are in great locations and
they provide a wide range of boating
experiences from inner harbour sites in
Sydney and Melbourne to destination
marinas in cruising grounds.
RW: How has your policy of
reciprocal privileges changed the
social climate of the marinas?
BB: Members make friends and form
groups. They’ll cruise with ten to 20
boats to a rendezvous at another
marina. They create a vibrant social
network within the marina that we love
to see, a society. When you have that,
your marina is well beyond the old
notion of a parking lot for boats.
RW: What else adds value to
your products and services to
help d’Albora stand out from its
competition?
BB: We have three key selling features.
Reciprocal berthing is one of them.
Next, we guarantee the lowest fuel
prices to our members when they
buy fuel at our marinas. Our third key
feature is Dockmaster Assist. When a
member is leaving his slip or returning,
an employee is there to help, to make
things easier. He’ll handle lines, load
provisions, whatever is needed.
RW: You have a renovation
programme. Tell us about it.
BB: d’Albora is making significant
investments in all our assets. We just
completed a AU$6 million refurbishment
programme for The Spit on Sydney’s
lower North Shore. The renovation
included the latest Bellingham Marine
floating concrete docks with wide
pontoons. We increased the number
of berths to 200, and of course, they
are much larger slips than were
needed 30 years ago. We have a new
premium berthing arm and we can
handle superyachts to 40m (131ft). We
improved access and egress, installed
faster fuelling, extensive CCTV and
added new leisure spaces.
We’re committed to enhancing our
infrastructure and to being the industry
leader in facilities and in services. We
have long range refurbishment plans at
all our sites. We plan to renovate three
additional marinas in the next two to
three years.
RW: What is your strategy
going forward as you renovate
marinas? How do you lead in new
technologies and adapt to new
trends?
BB: This is another advantage that
d’Albora has as a large, multi-marina
operation. We have had a programme
of biannual customer surveys for
several years now, and we just
completed a strategic branding exercise
that included a significant market
research component. The results
of that work are just now going into
implementation.
In terms of specific programmes,
we’re about halfway through an
of the State (CE, 15 December 2006, no. 298618, “Corsica
Ferries”).
The bid submitted no later than the deadline for receipt of
tenders specified in section IV.4 “Deadline” is an initial bid.
This bid will then be freely negotiated according to the proceedings
stipulated in articles L 1411-1 and subsequent articles of
the CGCT.
II.3) Purpose of the delegation:
The purpose of the hereby public service delegation is to
assign operation, maintenance and management of the Port
Gallice marina public service to a delegatee, including execution
of works and their financing.
The ambition asserted through the launch of this public service
delegation procedure is to make Port Gallice a leading marina.
In view of its strategic importance for JUAN-LES-PINS, Port
Gallice will therefore combine a very high level of service
capable of contributing to running and developing the marina,
with new information technologies and state-of-the-art ecological
and environmental standards.
For this purpose, applicants are expected to propose their
vision of such a facility, notably the new marina services and
equipment making it possible to improve the operations of the
marina with respect to the level of requirements defined by the
Municipality.
Consequently, it will be the applicant’s responsibility to propose
engineering structures, buildings and facilities relating to operation
of the marina, or capable of contributing to running and
developing the marina, according to the geographical perimeter
of the future public service delegation, at least one of which will
be the minimum perimeter (at least one bid must be presented
for this perimeter). The applicants shall be given the possibility
(not obligatory) to propose extended perimeters.
As a minimum they will therefore propose:
– renovation of existing buildings through redesign and
operational improvement;
– optimisation of the use of the premises through economic
valorisation;
– access to very high speed broadband at all berths.
Duration:
The duration of delegation envisaged is between 12 and 15
years, from 1st January 2018.
Financial terms and conditions:
Article L. 1411-1 of the CGCT stipulates that the delegatee’s
remuneration is substantially linked to the results of operation
of the assigned public service, according to the principle of
operation being at the risks and perils of the delegatee. Details
of the delegatee’s remuneration are specified in the document
defining the service characteristics.
Since an important asset belonging to the Municipality of
ANTIBES JUAN-LES-PINS and the inhabitants of Antibes is
at stake, the Municipality intends to enhance the value of this
asset to the maximum extent with regard to the advantages of
all and any types benefiting the future operator who will occupy
the public port domain, by requiring the payment of fees, in
City of Antibes Tender
particular those stipulated in article L 2125-3 of the General
Code for Public Entity Ownership.
These fees will originate from the bids made by the applicants.
The applicants must include all the revenues resulting in particular
from the occupation fees collected by the delegatee, from
the income derived by virtue of transfers of ownership authorised
in application of applicable legislation, and on the turnover
from contractual operations in any form whatsoever.
These modalities are specified in the document defining the
service quantities and qualities.
For information purposes, the income generated in 2014 by this
port under the current operating conditions was 1,381,229 €.
Main site of implementation: 06600 Antibes.
NUTS code: FR823.
II.4) Other characteristics and information about the type
and purpose of the agreement:
The 486 berths currently available at PORT GALLICE are
currently broken down as follows:
– 334 leased berths;
– 152 public berths;
II.5) CPV classification:
63721000-9 “Services to operate ports and navigable waterways,
and related services”.
SECTION III: PARTICIPATION
REQUIREMENTS
The list of applicants, whose bids will be examined, shall be
drawn up following analysis of their business and financial guarantees,
their compliance with the obligation to employ disabled
personnel stipulated in articles L.5212-1 to L.5212-4 of the
Labour Code, and their capacity to ensure continuity of public
service and equal treatment of users of the public service.
For this purpose, the applicants must present the application
documents indicated in sections III.1, III.2, III.3 and III.4 or the
equivalent documents.
If foreign applicants not established in France are not given
a certificate by the administrations and organisations of the relevant
country upon payment of taxes, duties and social security
contributions, they must produce an affidavit performed before
a judicial or administrative authority of the said country.
III.1) Specific situation of economic operators, including
requirements with regard to registration on the trade or
business registry:
– A letter of application (applicants must indicate their name
and company name, the address of their head office, the
company history).
– A DC1 form, duly completed and signed.
– A DC2 form, duly completed.
– Power of attorney for the person or persons authorised to
act in the name of the company or group.
– An “extrait Kbis” or equivalent document dated less than 3
months previously for physical persons or legal entities that
started their business less than a year ago, a receipt from a
business creation centre for registration of a business.
– A declaration by the individual applicant or member of the
group completed in all its sections obligatorily providing all
the information concerning the judicial situation of the business.
If the business is in receivership, a copy of the rulings
pronounced to this effect.
III.2) Economic and financial capacity:
– For economic operators for whom it is obligatory to draw
up balance sheets: the balance sheets, income statements
and certified appendices (CERFA no. 2050 to 2059-G) or
equivalent documents, from the last three financial periods
(or solely the terminated financial periods if the business
was created less than three years ago). If the applicant is
a subsidiary company, the financial information (balance
sheets and income statements) must also be provided by
the parent company.
– For economic operators for whom it is not obligatory to
draw up balance sheets: any document making it possible
to establish the financial and economic capacities.
– The insurance certificates in particular as far as concerns
insurance covering civil and professional liability (specifying
the amount of cover in euros), that the applicant or
each member of the group benefits from.
III.3) Technical and professional capacities:
– A sworn statement concerning the applicant’s workforce
and the number of supervisory personnel for each of the
last three years, or since the date the business was created
if the business was created less than three years ago, as
well as the material means and technical equipment at the
applicant’s disposal to perform services of the same type.
– A memorandum (written document) presenting the
applicant’s technical capacities including its references
acquired in the domain concerned by the delegation or in
a comparable domain and/or any and all other references
or information capable of demonstrating its capacity to
accept the public service delegation concerned by the
hereby notice (comprising the list of the main services
performed over the last 3 years or since the date on which
the business was created, indicating the amount, date and
the private or public sector recipient), to provide continuity
of the public service, equal treatment of users of the public
service, reception of the public during the operation period,
as well as preservation of the domain.
III.4) Combat against illegal employment
In addition, in order to comply with the provisions of article 8 of
decree no.97-638 of 31 May 1997 in application of law no.97-
210 of 11 March 1997 relating to strengthening of the combat
against illegal employment, the applicants must also present:
– A duly completed NOTI2 form.
Businesses in the process of being incorporated or newly
created can submit a tender in the same way as existing
companies. However, although a company in the process of
being incorporated is permitted to be an applicant, the business
creation project must be sufficiently well advanced to
make it possible to establish the characteristics of the future
company, as well as its professional and financial guarantees.
It must therefore provide its signed articles of association. It is
also required to provide the required fiscal and social security
certificates. The attestations to be provided by all shareholders
of the company in the process of incorporation must
be provided by all shareholders of the future company, whether
they are legal entities or physical persons. In the latter case,
the fiscal attestation to provide relates to income tax. Finally,
notwithstanding communication of the fiscal and social security
attestations (if necessary also the income tax attestation), the
company in the process of incorporation must communicate the
information relating to the financial guarantees and capacities
that it will be endowed with for performance of the contract.
Group candidacies are permitted. The group proxy and its
co-contractors must be joint and several. A single business
cannot simultaneously present an individual application and
one or more group candidacies. Groups must remain intangible
throughout the duration of the consultation. In the event of a
response in the form of a group, all of the above-mentioned
documents must be provided for each business in the group.
The letter of application will specify the identity of the group’s
proxy. The powers of attorney given to the proxy to represent its
co-contractors will be attached to it.
Businesses who wish to present their application in the form of
a group of economic operators must each take responsibility for
completing and signing the DC1. The other required documents
City of Antibes Tender
will be supplied by each member of the group. Businesses that
have decided to constitute a group of candidacies must choose
one of the companies in the group, designated in the DC1 as
the proxy, to represent them before the delegating authority and
also to coordinate the services performed by group members.
The imposed form, after the award, will be the solidarity group.
Provided it is authorised to do so by its co-contractors in the
DC1, the proxy can sign the public service delegation agreement
in the name of all the grouped businesses. According
to competition law, the group of businesses must not violate
the rules for transparency and free competition. This requirement
prohibits the concerned businesses from presenting bids
in several guises, acting both as individual applicants and
members of one or more groups.
To provide proof of the professional, technical and financial
capacities of other economic operators on which it is relying to
present its application, the applicant presents the same documents
relating to this economic operator as those it is required
to produce by the awarding authority. In addition, to prove that
the capacities of this economic operator are at its disposal
to perform the services, the applicant must provide a written
undertaking from the economic operator.
Any additional document can be sent at the applicant’s
discretion, enabling the municipality to better appreciate the
applicant’s professional and technical capacities.
Before proceeding with analysis of the candidacies, if the
municipality observes that documents the presentation of which
is required are missing or incomplete, it may require all the relevant
applicants to complete their application within an identical
period for all. It may require applicants that have not given proof
of their legal capacity enabling them to submit their application
to regularise their application in the same conditions. It will
then inform the other applicants of this requirement, who will be
entitled to complete their application within the same period.
TALKING SHOP
Located in the popular holiday destination
of Port Stephens, d’Albora Marina Nelson
Bay has 200 berths and offers wide ranging
dining, retail and entertainment options.
upgrade of the Wi-Fi systems in our
marinas. Wi-Fi is important as people
spend more time in the marina. We
are installing additional television
monitoring for security and safety. We
are implementing monitoring of electric
power so if there is a power outage
we get an alert. We can address the
problem and notify the owner. Often we
can rescue the situation on the spot.
We’ve developed a mobile phone
app for our marina system. It’s just
been launched in January. You can
book reciprocal berthing at any of our
marinas, see a list of services, check
fuel prices and get weather updates.
We have incorporated a great deal of
visual information and it will get even
better over time.
And we’re enhancing the leisure
attractiveness of the marina. We want
to create a comfortable and fun “marina
experience.” We are installing breakout
areas, leisure sites with BBQ facilities,
lounges and other spaces to enhance
leisure activities. We’ve seen the shift
to where boaters want to be part of a
community, and we’re helping to make
that happen.
Building environmentally responsible
marinas is another commitment.
All our marinas are in the Green
Offering the largest drystack in the
southern hemisphere in addition to 77 wet
berths, d’Albora Marina Pier 35 is a full
service marina in Melbourne, Victoria.
Marina Programme, and we build for
sustainability from a green perspective.
We’re replacing old lighting with highefficiency
LED lighting and investigating
use of solar panels as well.
RW: How have you integrated your
facilities with the communities in
which you’re located?
BB: We welcome non-boating people
to experience the sites, look at the
boats and enjoy the environment. We
provided access for paddle boarding,
all the craze right now, and kayaking.
Our marinas are open and we welcome
the public. We’re not a closed club;
our vision is to create a series of
vibrant boating and social hubs. In
support of that vision we are focusing
on implementation of diverse quality
dining options and exploring the idea of
lodgings for visitors to our marinas.
RW: d’Albora prides itself on higher
levels of service, for example your
Dockmaster Assist services. Doesn’t
that require a larger staff and a
higher price point for your slips?
BB: Yes, we do have a larger staff.
However, we still maintain an extremely
competitive price point within the
marketplace. We work hard to provide
value for the price by providing a higher
level of facilities and service.
RW: Let’s return to the strategic
branding programme you mentioned
earlier. Talk about that.
BB: We engaged a research company
and a branding consultant. The
research gave us deep insights into
what our members want in their
facilities. We talked to current members
and members who are no longer with
us to determine what motivated them to
leave, which is important to know. The
research gave us great insights, very
detailed insights. We get information on
our sites and services, and we learn
how we can do a better job of member
retention.
In the brand strategy programme we
took out a clean sheet of paper to see
how we could best communicate to our
members, potential members and the
community at large. Our objective is
to be the brand leader. We worked on
brand messaging and design issues.
We have finished our planning and are
just now moving into implementation.
Industrial Rail Marine Landscaping Architectural
TRAINING, EDUCATION & CERTIFICATION
Oscar Siches
A mighty triad to
acknowledge
by Oscar Siches
Sometimes the notion of world marina associations recommending marina
training, education and certification comes across like a door to door medical
insurance salesman. People know that what is offered is good and right, but
think “we do not need it”.
It is well known that the world marina
industry, including more developed
markets like Australia, the UK and USA,
trail behind the pace and innovations
of the nautical world in general. The
first fact we must accept is that there is
plenty of room for innovation and that
keeping things as they are because
“they have worked okay for the last 20
years” is only justifying the old Spanish
adage “bread for today, hunger for
tomorrow”.
Education
Let’s look at society. An educated
person is automatically respected.
A university graduate not only has
social status but is assumed to have
knowledge and a kind of superiority
and, in most cases, this is true. Why is
this not applied to marina operations?
Marinas today are as they were many
years ago; islands of knowledge and
experience rarely shared. Over the
last 20 years, we have seen the growth
of companies owning two or more
marinas, of larger size and sometimes
in different countries. They realised that
it was necessary to create a standard
for operations, as it was going to be
advantageous for their corporate
image, for personnel management
and logistics, and to help them
capitalise on experiences learned.
It is not just a marina director
who needs to keep up with new
trends, learn about other markets
or seize on best profit ideas.
Harbour captains, dock masters,
maintenance operatives and office
personnel also need and deserve
to be instructed on how to improve
performance and deliver what the
investor and the client expect, or better.
The other strong reason for education
is that it helps you deal with external
professionals, such as engineers or
lawyers. Any of these arriving at a
marina to justify a recently signed
contract with the board can ruin a day,
or many, of any experienced marina
manager. And it is reciprocal.
Marina workers see the marina world
through different coloured lenses. The
specific logic of a marina business
does not stand on the same pillars of
wisdom as everyday life. Timings are
different. Excel sheets are used - and
interpreted - in different ways. When
your task is to spoil people rotten
but keep them safe, you have to use
psychological techniques to succeed
Above: putting out a controlled fire
imparts valuable lessons. Below: the local
fire brigade is usually happy to become
involved and give advice.
TRAINING, EDUCATION & CERTIFICATION
in explaining to an engineer that
the result of his calculations must
achieve just that. That people will
not admire a high breakwater
protecting them from hurricanes if
that wall blocks the view, because
tens of thousands of Margaritas
or Daiquiris will mean nothing
without a sunset. But if you know
why the wall must be there, how
the necessary height is calculated
and which type of breakwater
will work better in each situation,
finding a compromise will be much
easier. Of course, this level of
knowledge is only needed by a
manager or director, but there is
useful knowledge for all employee
levels, like safety procedures,
first aid practices, recycling or
communication skills.
The same applies to accounting.
The main purpose of a business
is to make money. When providing a
social service and having to deal with
very subjective factors, intangible costs
such as a child care area, underwater
illumination or free newspapers could
seem superfluous but will make the
difference between outstanding marina
service and average service. A marina
loses its good name much faster
than it takes to climb back to the right
standards, and usually it is many small
details that generate bad feeling among
customers and bring down the marina’s
good name.
When marina operators (at all levels)
are trained in the core subjects of
the business, they can assess every
situation faster and better. And by
receiving a homogeneous level of
attention, the customers will not only
feel helped but also protected. They will
not prefer to be helped by employee
A or B or F as everybody is good.
This makes them feel comfortable and
valued, and at home away from home.
Training
This is missing in most organisations.
Courses are given. People are
educated. But the missing link is how
to get that new knowledge out in the
field.
Here’s a simple analogy: can you
imagine doing only the theory lessons
in order to get your driving licence? At
a higher level, newly qualified doctors
must help experienced doctors before
they can treat patients themselves.
Pilots must fly accompanied by an
instructor, then undertake some hours
solo but instructor controlled, before
they can fly with passengers. Marinas
are full of potential situations when
personnel must act almost on mental
autopilot. People falling in the water,
customer medical emergencies,
fire and handling bad weather, are
situations that do not often announce
themselves and follow Murphy’s law: if
it can go wrong at the worst moment,
it will.
The only way of preparing personnel
(and sometimes customers) is by
training. Drills can be organised for
almost any situation. Customers can
participate (e.g. evacuating a building).
A fire drill acquires real status
with the help of propane burners,
which will make the participant
feel real heat and choke on the
gases if trying to extinguish the
fire when approaching it from
downwind. These are lessons one
does not forget. Other situations
include getting a person who is
temporarily disabled from a boat.
You can stage a fuel spill both on
land and in the water (in the water
this is done by spreading popcorn
on the surface). You can jump in
the water fully clothed and bring a
shocked person to safety. You can
pump out a sinking boat.
Most fire brigades are willing
to assist with such drills as they
would probably be involved if a
real situation arose. This adds
the knowledge of how long it
In the EU, drills involving the EU
and sometimes compulsory.
Certification
There are different levels of certification.
Some are local, some nationwide and
others are international.
All certifications offer instant
acknowledgement of a level of quality,
safety and experience. When you
see the ISO 9001 logo, you know
that the bearer follows a procedure
of controls and training that is
logged and kept for reference.
In the marina world there are
regional certifications (e.g. the
USA Clean Marinas), national
ones (e.g. Ports Propres in France)
and internationally recognised
ones like Gold Anchors, which
have a good reputation and have
been accepted by marinas all over
the world.
But Gold Anchor relies on
subjective valuations and a
system of points. Much of the
judgement is left to the auditor,
who sometimes lacks a true “black
or white” reference base. All
decisions left to human judgement
are like that. This does not mean
that the certification is wrong, it means
that is was created and runs on less
specific bases and definitions, and it is
recognised at a smaller group level.
ISO certifications on the other hand
are recognised as devoid of any human
input. This sounds mechanical but
it has great strength as well defined
references generate trust. British
Standards (BS), USA and international
UL and ASTM are other certifications
that are adopted worldwide. They are
specified in exactly the same way for
the whole world. All bodies certified
under ISO 14001 fulfil exactly the same
conditions in environmental control,
for example, be it in Alaska, India or
Argentina. And it is recognised by
all governments.
If you read on a label ‘Made in
DE’, AU or DK, you know that it
means a product was made in
Germany, Australia or Denmark
respectively. That’s thanks to ISO
3166, Codes for the representation
of names of countries and their
subdivisions. ISO was set up
in 1945 as an association of
25 countries. Its first standard
was for units of measure. Today
ISO covers 162 countries and
has issued more than 19,000
standards, one of the latest being
the ISO 13687 Yacht Harbours
- minimum requirements. Three
follow-ups are in the offing.
The triad
The important message is that the
three topics under discussion –
education, training and certification
- are not isolated, but complement
each other. But they do not have to
be taken to extremes. On the contrary,
a good strategy is to start with basic
education supported by training, and try
a self-audit of a certification with which
you think you can be comfortable. Not
every university graduate becomes
a doctor or wins a Nobel Prize.
Everything should be approached
with appropriate measure and speed
according to the needs of each specific
marina.
GMI and PIANC sign
collaboration agreement
The Global Marina Institute (GMI) and PIANC, the World Association
for Waterborne Transport Infrastructure, have signed an agreement of
cooperation to enhance the training of marina managers, designers and other
marina professionals for best practice. The agreement was signed by Mick
Bettesworth, GMI chairman, and Louis Van Schel, PIANC secretary-general.
GMI and PIANC will specifically be
working together to ensure greater
alignment of the GMI Intermediate
and Advanced marina management
courses and the PIANC Marina
Designer training programme. GMI
will look to use PIANC guidance and
expertise in the continued development
of its courses.
Commenting on the agreement, Mick
Bettesworth said: “The opportunity
to work more closely with PIANC will
enable GMI to continue to provide
internationally relevant marina training
and certification across the world.”
Louis Van Schel added: “This MoU
follows others signed by PIANC with
the main organisations of professionals
interested in the marina market. This is
Hands-on training for fire
and pollution emergencies
As part of its safety policy and the process of putting its Plan for Emergencies
in place, STP Shipyard Palma carried out an emergency drill in February that
included a toxic spillage into the sea, a fire on board a moored boat and the
rescue of an injured person. The drill brought staff up to date with current
knowledge and enabled them to practice coordination, speed of response and
fire-extinguishing techniques.
During the drill, STP pioneered a
new digital communications system,
which made it possible to alert all
departments via an alarm signal and
establish a channel for coordinating the
emergency.
Prior to the day, staff from various
departments who work
every day on the shipyard
hard standing, reviewed
the Plan for Emergencies
in order to receive
theoretical training and
also had practical training
in how to care for injured
people in emergencies
and how to use
emergency resources.
While the theory
centred on reviewing past
drills and going through
the guidelines in the
self-protection manuals
for the various teams of
staff, the practical work
trained them in the use
of equipment such as the fire engine to
deal with an emergency. Finally, the drill
gave all staff members an opportunity
to demonstrate their reaction and
coordinating abilities and to assess the
effectiveness of the exercise by logging
timings.
Mick Bettesworth (left) and Louis
Van Schel sign the MoU on The Yacht
Harbour Association stand at the London
International Boat Show.
and environmental awareness points
of view. In this regard, the MoU aims
to enforce a truly educative network
programme to enhance best practice
in developing safe and sustainable
infrastructure, avoiding substandard
results to the final users.”
Also important was the work done to
coordinate with external organisations:
the Balearic Islands Ports Authority;
Palma Fire Brigade; Harbourmaster;
Civil Guard; and Balearic Islands
Emergency Service - 112, all of which
took part.
At the end of the drill, the
participants discussed all that had
taken place with Andreu Munar,
the training manager of Palma
Fire Brigade, and his team. It was
illuminating for those present to
observe how, in response to an
emergency, an organised chain of
action takes place: from putting out
the fire, to keeping the boats on the
water safe, to protecting bystanders
from harm, and also looking after
staff members who
are responding to
the emergency, with
constant support from
the Occupational Risk
Prevention team to avoid
accidents.
One of STP Shipyard
Palma’s priorities is to keep
its staff and facilities safe,
and as a result it is one
of the safest shipyards in
Europe. It is certified by
TÜV Rheinland to ISO
9001 (Quality), ISO 14001
(Environment) and OHSAS
18001 (Occupational
Health and Safety), and
strives to maintain the
highest standards.
Foundation launched to boost
boating and employment
A not-for-profit marine industry initiative - The Marine Industry Foundation
(MIF) - has been established to broaden community access to the benefits of
recreational boating and to assist employment within the marine industry.
First discussed in 2014 by prominent
marina industry businessman and
former Marine Industries Association
(MIA) chairman and director Jeff
d’Albora, it has received unanimous
support from the boards of the MIA and
the Boating Industry Alliance Australia
(BIAA).
MIF is registered by the Australian
Charities and Not for Profit Commission
and is a joint venture initiative of the
MIA and the BIAA. Its activities are
directed by a board comprising Jeff
d’Albora, MIF chairman; the MIA
president; and the BIAA chairman.
The public officer is the MIA executive
officer.
An initial AU$50,000 in funding
to establish the Foundation was
provided by Jeff d’Albora with a further
AU$200,000 available to be matched by
other donors on a dollar for dollar basis.
BIAA chairman Darren Vaux said
the Foundation will be seeking support
from both the marine industry and
the boating community. “Industry and
boaters appreciate the economic, social
and recreational benefits of boating.
Donations to the Foundation will flow
into programmes and scholarships
enabling more people to benefit from
boating.”
Committees are being established
to carry out designated tasks. A
Fund Raising Committee is charged
with implementing strategies to
attract donations and funding. A
Classics to Poole...
A selection of Rolec’s ever popular Classic pedestals has been installed at
West Quay Pontoons (above) in Poole, Dorset, UK, to provide services for
Sunseeker vessels.
The installation comprised 750mm
Rolec blue Classic pedestals with a
mixture of 16amp, 32amp and 63amp
sockets, 1/2in and 11/2in water taps
and LED illumination. They will service
over 20 Sunseeker boats that have
been sold and are awaiting collection
by their new owners.
West Quay Pontoons also chose to
install further Rolec products in addition
to the pedestals. These include mains
and shore isolation panels, distribution
units and low level emergency cabinets.
Sunseeker, which was purchased in
2013 by the Chinese Wanda Group,
remains a British company proud
of its heritage. It has been building
luxury yachts in Poole since 1969
and is committing to major expansion
this year. “All of us at Rolec, a fellow
British company that has been in
business for over 25 years, are proud
to have supplied products which will be
regularly used by Sunseeker vessels,”
said Rolec sales director Martin
Georgeson.
Cost-conscious lighting
Recognising the increasing popularity of LED lights, Rolec is now offering LED kits
in four-way, six-way, eight-way and ten-way versions. All can include LED drivers,
driver enclosures and leads for each light.
The company
recommends LED
combination lighting for
marina decking, access
bridges and quaysides and
cites a host of advantages:
longer life and hence
better economy; lower
maintenance; and a wide
range of colour options.
According to Rolec, LED
lighting offers up to ten
times the life expectancy
of conventional lighting
and purchase costs have
reduced dramatically in
recent years.
Installation to start
at Panama resort
Spanish marina builder Ronautica Marinas has selected
HyPower dockside pedestals for a project currently under
way at Vista Mar Golf and Beach Resort in Panama.
Located in Coronado, an
hour away from Panama
Esmeralda Coast, Vista Mar
covers an area of 300ha
(741.3 acres) and features
a golf course, beach resort,
clubhouse, condominiums,
townhouses, apartments and
a marina with 206 slips for
vessels of 40 to 120 feet (12
to 36.5m).
The design comprises
four rows of aluminium
framed, composite decked
floating pontoons moored by
steel piles. Ronautica was
awarded the turnkey project
and piling contract and
has worked on the marina
with its regional agent
Tecnopuertos.
Two of the four pontoon
arms were ready to be
fitted with power and water
services as Marina World
went to press working to an
electrical design provided
by HyPower, which is
The Vista Mar pontoon system, built
and installed by Ronautica and its agent
Tecnopuertos, is now ready
for HyPower pedestals.
supplying everything from
the substations and wire
to pedestals and dock fire
protection.
“For Ronautica this
seamless approach makes
it easier to plan and manage
the entire process,” said Eric
Farley, director of sales for
HyPower. “And for us it is an
honour to work with them
and their project manager.”
Ronautica is currently
using HyPower power
pedestals on several
projects. The patented
PowerSnap technology
found in the PowerPort
Money-making
modules
The Leonardo pedestal, launched last year by Italian
company MGA, has been further refined and patented.
Key features include low maintenance, system versatility
and the opportunity for marina operators to generate
income beyond the usual charges for electricity and
water.
As Leonardo is a modular
system, the types of
electrical sockets – two or
four from 16amp to 250amp
– can be changed at will
without having to move
or replace the pedestal.
Electrical boxes can be
replaced and repositioned
with the pedestal angled
backwards but in situ.
Empty electrical boxes
can be inserted during the
winter and thus protect the
pedestals from wear and
tear, theft and vandalism.
When faulty boxes are
removed and sent for
repair, new boxes can be
inserted to ensure that the
pedestal remains in service.
The Leonardo monitor
runs via Sea Wolf software,
which allows boaters and
marina guests to access
useful information. It is
also a vehicle for revenuegenerating
advertising. The
graphics software is easy
to use and customers can
enter pictures, text or small
commercials independently
without any guidance from
MGA.
All units are also
designed to accommodate
an air conditioning system.
This comprises
an external
condensing
unit, which is
positioned inside
the pedestal; an
interior unit that
is delivered to
the yacht; and
a 10 to 15m
(32.8 to 49.2ft)
long connecting
sheathed pipe. This contains
two pipes of the refrigerant
gas and a low-voltage cable
for temperature regulation.
The same module runs on
all pedestals and AC units
can be bought according to
customer demand.
Built using solid 316 L
stainless steel and coated
with wood plastic composite
slats that resemble marina
decking, Leonardo is
environmentally friendly.
The chosen tendering procedure is an open procedure, i.e. the
Municipality will send the document defining the characteristics of
the services to all applicants making known their intention to submit
a bid in accordance with jurisprudence of the Council of the State
(CE, 15 December 2006, no. 298618, “Corsica Ferries”).
The bid submitted no later than the deadline for receipt of tenders
specified in section IV.4 “Deadline” is an initial bid.
This bid will then be freely negotiated according to the proceedings
stipulated in articles L 1411-1 and subsequent articles of the CGCT.
II.3) Purpose of the delegation:
The purpose of the hereby public service delegation is to assign
operation, maintenance and management of the Port Vauban marina
public service to a delegatee, including execution of works and their
financing.
At present, the 1,642 berths at PORT VAUBAN, over an area of
460,000 m2 (320,000 m2 of water surface and 140,000 m2 of earth
platforms and quays), are allocated as follows:
– 749 leased berths, of which 19 are for very large yachts and
were built in the framework of an establishment concession by
IYCA and 104 berths built in the framework of an establishment
concession with SAPA;
– 337 public berths;
– 556 berths assigned to general interest missions related to the
sea.
At present the 19 berths for very large yachts are operated within
the framework of an agreement by the IYCA company. This agreement
will terminate when the public service delegation concluded
upon completion of the procedure takes effect, and the berths will
therefore be operated by the future delegatee.
The ambition asserted through the launch of this public service
delegation procedure is to make Port Vauban the worldwide leader
in terms of marinas.
Port Vauban will be the coastline for the SOPHIA ANTIPOLIS science
and technology park and its natural outlet onto the Mediterranean
Sea. It will also incorporate a sustainable development aspect,
bearing in mind Port Vauban has already been awarded the “Clean
Port” label.
It will therefore combine a very high level of service capable of
contributing to running and developing the marina, with new information
technologies and state-of-the-art ecological and environmental
standards.
For this purpose applicants are expected to propose their vision
of a marina for the 3rd millennium, and particularly the new marina
services and facilities making it possible to improve operation of
the marina, with respect to the level of requirement defined by the
Municipality (therefore concerning architecture, urbanism, functionality,
ecology, the latest technologies in particular NICTs, and a high
level of service for users).
As a minimum they will therefore propose:
– renewal of the careening zone;
– creation of a yacht club;
– strengthening of the ramparts;
– updating of the parking facilities;
– overhaul of the current IT architecture and interconnections.
Consequently, it will be the applicant’s responsibility to propose
engineering structures, buildings and facilities relating to operation
of the marina, or capable of contributing to running and developing
the marina, according to the geographical perimeter of the future
public service delegation, at least one of which will be the minimum
perimeter (at least one bid must be presented for this perimeter).
The applicants shall be given the possibility (not obligatory) to
propose extended perimeters.
In addition this project will also include consideration of the launch
of a costed analysis for extension of the infrastructures for very large
yachts in the context of decision support provided to the delegating
authority for the future prospects of the marina’s development.
If the feasibility study demonstrates it is possible to carry out such
an extension, and provided the administrative authorisations are
City of Antibes Tender
obtained and that the Municipality decides to carry it out, an amendment
allowing construction of the said extension may be agreed
upon.
This project shall not generate an increase of more than 10 % in
the number of berths in the marina, and the duration of public
delegation shall not exceed the maximum period indicated in article
R5314-30 of the Transport Code.
Duration:
The delegation’s duration is between 20 and 25 years, as from the
date the agreement comes into effect, corresponding to an envisaged
date of 1st January 2017.
Financial terms and conditions:
Article L. 1411-1 of the CGCT stipulates that the delegatee’s
remuneration is substantially linked to the results of operation of
the assigned public service, according to the principle of operation
being at the risks and perils of the delegatee. Details of the
delegatee’s remuneration are specified in the document defining the
service characteristics.
Since an important asset belonging to the Municipality of ANTIBES
JUAN-LES-PINS and the inhabitants of Antibes is at stake, the
Municipality intends to enhance the value of this asset to the
maximum extent with regard to the advantages of all and any
types benefiting the future operator who will occupy the public
port domain, by requiring the payment of fees, in particular those
stipulated in article L 2125-3 of the General Code for Public Entity
Ownership.
These fees will originate from the bids made by the applicants. The
applicants must include all the revenues resulting in particular from
the occupation fees collected by the delegatee, from the income
derived by virtue of transfers of ownership authorised in application
of applicable legislation, and on the turnover from contractual operations
in any form whatsoever.
The operator will also pay entry fees for purchase of the management
concession between the Municipality and SAEM, and early
termination of the establishment concession between the Municipality
and the IYCA company, as well as all the non amortized
investments concerning the delegated perimeter.
These modalities are specified in the document defining the service
quantities and qualities.
It is specified in the present operating conditions that the turnover
emerging exclusively from the SAEM income statement for Port
Vauban is € 7,374,405 in 2014 and for that of the IYCA company this
figure is € 2,294,277.
It should be specified that if the conditions are fulfilled, the applicant
may offer use guarantees, while specifying in its bid whether in this
case it intends to limit the duration of these use guarantees to that of
the public service delegation, and the modalities for implementation
of these guarantees.
Main site of implementation: 06600 Antibes.
NUTS code: FR823.
II.4) Other characteristics and information about the type and
purpose of the agreement:
II.5) CPV classification: 63721000-9 “Services to operate ports and
navigable waterways, and related services”.
SECTION III: PARTICIPATION
REQUIREMENTS
The list of applicants, whose bids will be examined, shall be drawn
up following analysis of their business and financial guarantees, their
compliance with the obligation to employ disabled personnel stipulated
in articles L.5212-1 to L.5212-4 of the Labour Code, and their
capacity to ensure continuity of public service and equal treatment
of users of the public service.
For this purpose, the applicants must present the application documents
indicated in sections III.1, III.2, III.3 and III.4 or the equivalent
documents.
If foreign applicants not established in France are not given a certificate
by the administrations and organisations of the relevant country
upon payment of taxes, duties and social security contributions, they
must produce an affidavit performed before a judicial or administrative
authority of the said country.
III.1) Specific situation of economic operators, including requirements
with regard to registration on the trade or business
registry:
– A letter of application (applicants must indicate their name and
company name, the address of their head office, the company
history).
– A DC1 form, duly completed and signed.
– A DC2 form, duly completed.
– Power of attorney for the person or persons authorised to act in
the name of the company or group.
– For economic operators for whom it is obligatory to draw up
balance sheets: the balance sheets, income statements and
certified appendices (CERFA no. 2050 to 2059-G) or equivalent
documents, from the last three financial periods (or solely the
terminated financial periods if the business was created less
than three years ago). If the applicant is a subsidiary company,
the financial information (balance sheets and income statements)
must also be provided by the parent company.
– For economic operators for whom it is not obligatory to draw up
balance sheets: any document making it possible to establish
the financial and economic capacities.
– The insurance certificates in particular as far as concerns
insurance covering civil and professional liability (specifying the
amount of cover in euros), that the applicant or each member of
the group benefits from.
III.3) Technical and professional capacities:
– A sworn statement concerning the applicant’s workforce and
the number of supervisory personnel for each of the last three
years, or since the date the business was created if the business
was created less than three years ago, as well as the
material means and technical equipment at the applicant’s
disposal to perform services of the same type.
– A memorandum (written document) presenting the applicant’s
technical capacities including its references acquired in the
domain concerned by the delegation or in a comparable
domain and/or any and all other references or information
capable of demonstrating its capacity to accept the public
service delegation concerned by the hereby notice (comprising
the list of the main services performed over the last 3 years or
since the date on which the business was created, indicating
the amount, date and the private or public sector recipient), to
provide continuity of the public service, equal treatment of users
of the public service, reception of the public during the operation
period, as well as preservation of the domain.
III.4) Combat against illegal employment
In addition, in order to comply with the provisions of article 8 of
decree no.97-638 of 31 May 1997 in application of law no.97-210 of
11 March 1997 relating to strengthening of the combat against illegal
employment, the applicants must also present:
– A duly completed NOTI2 form.
Businesses in the process of being incorporated or newly created
can submit a tender in the same way as existing companies.
However, although a company in the process of being incorporated
is permitted to be an applicant, the business creation project must
be sufficiently well advanced to make it possible to establish the
characteristics of the future company, as well as its professional and
financial guarantees. It must therefore provide its signed articles
of association. It is also required to provide the required fiscal and
social security certificates. The attestations to be provided by all
shareholders of the company in the process of incorporation must
be provided by all shareholders of the future company, whether they
are legal entities or physical persons. In the latter case, the fiscal
City of Antibes Tender
attestation to provide relates to income tax. Finally, notwithstanding
communication of the fiscal and social security attestations (if necessary
also the income tax attestation), the company in the process
of incorporation must communicate the information relating to the
financial guarantees and capacities that it will be endowed with for
performance of the contract.
Group candidacies are permitted. The group proxy and its
co-contractors must be joint and several. A single business cannot
simultaneously present an individual application and one or more
group candidacies. Groups must remain intangible throughout the
duration of the consultation. In the event of a response in the form of
a group, all of the above-mentioned documents must be provided
for each business in the group. The letter of application will specify
the identity of the group’s proxy. The powers of attorney given to the
proxy to represent its co-contractors will be attached to it.
Businesses who wish to present their application in the form of
a group of economic operators must each take responsibility for
completing and signing the DC1. The other required documents will
be supplied by each member of the group. Businesses that have
decided to constitute a group of candidacies must choose one of
the companies in the group, designated in the DC1 as the proxy, to
represent them before the delegating authority and also to coordinate
the services performed by group members. The imposed form,
after the award, will be the solidarity group. Provided it is authorised
to do so by its co-contractors in the DC1, the proxy can sign the
public service delegation agreement in the name of all the grouped
businesses. According to competition law, the group of businesses
must not violate the rules for transparency and free competition. This
requirement prohibits the concerned businesses from presenting
bids in several guises, acting both as individual applicants and
members of one or more groups.
To provide proof of the professional, technical and financial capacities
of other economic operators on which it is relying to present its
application, the applicant presents the same documents relating
to this economic operator as those it is required to produce by the
awarding authority. In addition, to prove that the capacities of this
economic operator are at its disposal to perform the services, the
applicant must provide a written undertaking from the economic
operator.
Any additional document can be sent at the applicant’s discretion,
enabling the municipality to better appreciate the applicant’s professional
and technical capacities.
Before proceeding with analysis of the candidacies, if the municipality
observes that documents the presentation of which is required
are missing or incomplete, it may require all the relevant applicants
to complete their application within an identical period for all. It may
require applicants that have not given proof of their legal capacity
enabling them to submit their application to regularise their application
in the same conditions. It will then inform the other applicants of
this requirement, who will be entitled to complete their application
within the same period.
HydroHoist Boat Lifts has introduced a
new boat and dock protection package
that includes bow guide, corner bumpers,
HydroFender and UltraFender.
Each product is specifically designed to
offer security when entering and leaving
the dock and is manufactured from durable
polyethylene, the same material used to
make HydroHoist boat lift tanks. It is strong
yet flexible and will hold up in salt and
freshwater conditions. Hollow units are
designed to absorb energy and drastically
reduce heavy vessel damage.
The bow guide aligns the boat or personal
watercraft in the slip while offering protection
to the keel. The corner bumpers offer peace
of mind when pulling into the slip, protecting
the vessel from contact with the dock. They
Phased refurbishment
The Vrancken brothers, owners of two marinas on the River Maas near the
Belgian border in the southern part of the Netherlands, have completed
renovations and expansion.
Dock accessory products from HydroHoist
include the bow guide (top), and corner bumpers
and UltraFenders made of a durable, flexible
polyethylene material that is suitable for use in
both salt and freshwater.
The HydroFender – a high quality
dock edge bumper designed to replace
a traditional rub rail provides yet further
protection – and the UltraFender is ideal for
fuel docks and premium slips.
The project, covering 600 berths,
is being undertaken in stages. “We
have just completed two new jetties
and upgraded two others,” Rob
Vrancken confirms.
From 2016 onwards, the owners
will work on four further new jetties
offering 350 berths. These will be
completed in four stages over a four
year period. The remaining jetties
will then also receive an upgrade.
As the power network as well
as the original dock facilities date
back to the 1970s, upgrades are
essential. Vrancken selected
Seijsener’s Harbour In product
(right). “We chose Harbour In
because it is minimalistic and sleek,”
he says. “Furthermore, this in-deck
system creates fewer obstacles on
the jetties.”
And, as a sleek new system
needs to be efficiently managed,
the owners have also purchased
Seijsener’s Kick 3000 power
distribution cabinets. “Measuring
and managing power consumption
via Kick 3000 is a godsend for us
when we need to keep over 600
connections in place. Not only can
we turn all connections on and off
from the harbour office but we can
also take the meter readings. We can
set the desired amperage at each
berth.”
The Vrancken brothers went to
much effort when planning the marina
upgrades and included customer
feedback in their final decisions.
“Before starting the work, we set up a
trial jetty. You can talk a lot about what
you want to do in terms of innovation
but with a trial jetty guests could
immediately see and feel what the
docks would be like in the future.”
Seijsener
is proving to
be a valuable
partner. “It is
an absolute
joy working
with them
on this huge
project,”
Vrancken
notes. “The
thought process always takes longer
than you expect and they have
participated fully and enthusiastically.
Seijsener works to reach our perceived
goal and understands how we want to
achieve it.”
Italian fenders and
US pedestals for
Panama Pearl project
Equipment Company supplied
Dolphin Capital and investor group Verdeazul Eleta have teamed up to create
an exclusive private island resort on Pedro Gonzalez, the third largest island of
the Pearl Islands in the Pacific sector of Panama.
Pontoons with
Inmare fendering
create an
impressive private
marina as part of
the Pearl Island
development.
The first phase of the 400ha (988.4
acre) site includes a private marina,
luxury beach club, residences and
airport. A second marina with capacity
for over 300 boats is planned in a
second phase of construction. This will
also see the development of an urban
centre that is expected to be the hub of
island life, with boulevards, restaurants
and small shops.
The project has generated more than
2,000 jobs and will contribute to the
development of this part of Panama.
The contribution to the local economy
is expected to continue over the next
30 years, during the operation of the
current development as well as the
planned future expansion.
Ronautica Marinas, via
Tecnopuertos – its representative in
Central America and the Caribbean
– and in collaboration with Aquatica
Engineering was chosen as the prime
contractor for the private resort marina.
The company was also granted the
piling contract for which it mobilised its
RO-800 pilot floating pontoon and 13
specialist staff.
In order to minimise transport costs,
all Ronautica pontoon structures
were shipped
in sections
and gangway
and bridge
structures
shipped in 12m
(39ft) lengths.
The assembly of
pontoons mainly
involved the fitting of floats but also
included fitting fenders and pontoon
connector units.
The assembly tasks were undertaken
on the mainland as there was
insufficient space on Pedro Gonzales
Island to put the components together.
Assembled products were moved by
lorry to the port and loaded onto barges
provided by the Pearl Island ferry
service.
Ronautica selected Inmare dock
fenders for the project on the basis
that they offered maximum protection
whilst helping to retain the good
overall appearance of the system. Two
versions were chosen – 144 Big Fender
and 234 Doppio Zero – both designed
and made in Italy.
Inmare fenders are manufactured
using a special ethylene vinyl acetate
(EVA) compound that is non-toxic and
eco-friendly. They are durable and UVresistant
and do not stain or scratch
hulls. This is the second ‘Pearl’ contract
for Inmare as the company supplied
fenders in 2011 for another exclusive
project – the Pearl in Qatar.
When the fully protected pontoons
were in place, US-based Accmar
Accmar
launches
Ikatere
Ikatere is the latest power
pedestal to be launched by US
company Accmar. It is named
for a fish god in Polynesian
mythology who is father to all sea
creatures including mermaids.
Available in marine grade
aluminium or stainless steel grade
304 or 314, the pedestal comes in
either white or bronze as standard
with custom colours available.
Electrical sockets are IP44 and
IP67 from 30amps single phase up
to 200amps three-phase and adhere
strictly to the UL 231 standards
guideline. All receptacles have LED
lights, which are offered in amber,
blue and green.
Pedestals for Hamilton,
pump-out for Denarau
M-Tech Marine Technologies has supplied 36 of its 1100mm XL marina service
pedestals for recently expanded Hamilton Island Marina (above) near the Great
Barrier Reef, Australia.
The pedestals were manufactured
with outlets ranging from 15amp single
phase to 63amp three-phase but, with
the near future in mind, are internally
wired for the introduction of 125amp
three-phase outlets.
All of the electricity and water outlets
are monitored by M-Tech approved
meters for primary and sub-billing
purposes within Australia. They also
feature the new M-Tech 42 Chip 360°
LED lamp.
In association with Keco, the
company also completed manufacture
and supply of a phase one state of the
art pump-out facility (below) for awardwinning
Port Denarau Marina in Fiji.
The first batch of units comprises 900
Series 2hp peristaltic dockside pumpouts.
Each has a minimum capacity of
30 galls/min, super-efficient motors,
stainless steel frames and fasteners,
and electronic variable speed drives.
M-Tech will continue to expand and
perfect its product range throughout
2016 and will be introducing a new
department solely dedicated to
industrial pumping equipment. Existing
products include a cutting edge
diagnostic web-based dashboard.
The MS1 synchronises data with the
M-Tech secure web-based software
application. This allows subscribers
to monitor and manage equipment
from any web-enabled computer or
device. Subscribers can manage
multiple pumping locations, tanks,
floating toilets, or other equipment via
a single web page. Integrated Mapping
MS1 locations are overlaid using an
integrated mapping feature, which
provides real-time equipment status.
Details and site information can be
obtained by mousing over the map or
by using the navigation bar.
Two years after UK company Maricer
completed delivery of a batch of
Europa service pedestals to the
Banana Island project in Qatar, it has
received a follow-up order.
The original contract was for mixed
specifications, ranging from 16amp
single phase outlets through to 250amp
three-phase units. All featured antisurge
protection and powder coated
stainless steel housing.
Maricer believes the second order is
due to the reliability and durability of the
products supplied. Not a single spare
part has been requested during two
years of continuous service.
Production of the new pedestals,
ordered as part of a marina expansion
phase, is under way and shipment is
expected before the end of April.
Marina Punat in Croatia has expanded and
refurbished over the past ten years and has
Plus pedestals for its 1,400 berths.
Cooperation and partnership
Italian dockside equipment specialist Plus Marine has further reinforced
its presence on the market in Puglia, Italy, by delivering over 70 Smart K
pedestals for the newly completed Porto Turistico di Otranto.
The 417-berth facility, completed
by Urbaning Srl as a sub-contractor
to Rossi Renzo Costruzioni, was
the result of a long battle between
the Municipality of Otranto and local
government regarding approvals and
permissions. It has created over 100
new job opportunities.
Plus Marine has previously installed
pedestals at a range of facilities in
the Puglia region including 700-berth
Marina di Manfredonia, 400-berth
Marina di Polignano and 600-berth
Marina di Brindisi.
The company has also completed
several recent contracts in Turkey,
and in Croatia it continued a 10 year
Over 70 Smart K pedestals have been
installed at Porto Turistico di Otranto.
strong cooperation with Marina Punat
in January by delivering 50 pedestals
for its new shipyard area and ‘Brodica’
project.
The partnership started in 2007 when
Marina Punat first decided to upgrade
its 1,250 berths. In the first refit, over
220 pedestals were supplied and follow
up orders were placed virtually every
year as refurbishment and expansion
plans progressed. The marina now
has 1,400 berths and welcomes over
3,000 transient vessels in the summer
months.
“Enjoying almost ten years of
cooperation with one of the most
important marinas in Croatia is what we
call a big success here at Plus Marine,”
says sales manager Franco Ceroici.
Projects in Turkey also owe much to
previous success. Plus Marine won a
contract to supply pedestals for a new
marina project in Güllük as a direct
result of its 60-pedestal delivery to Port
Iasos in Kiyilislacik. Both projects are
being undertaken by Egesu Marina,
an investment firm set up by three
brothers who are all keen yachtsmen.
They have been actively involved in
tour operations in the UK and property
development in Turkey.
Smart pedestals with integrated
remote metering systems were ordered
for both marinas and delivery for Güllük
Marina is scheduled for the end of this
month (March) when Plus will also ship
out a total of 550 S700L pedestals
for the new Atakoy Megayacht
Marina Project and Atakoy Marina
refurbishment in Istanbul.
The Atakoy pedestals are of stainless
steel, with Plus Marine’s integrated
A new Turkish contract for a project
in Güllük was won as a result of this
installation in Port Iasos, completed in
remote metering software and Smart
total control of the pedestals from
the marina office where an automatic
transponder recharging machine with
integrated credit card reader will be
installed close to each of the front
offices.
Atakoy Marina also asked for an
automatic heating system at each
pedestal to avoid freezing water
pipes during the winter. This system
will be automatically activated when
temperatures drop below 5°C (41°F).
Glen Cove: Upcycling for success
Located at a strategic crossroads in San Francisco Bay, California, Glen Cove Marina has access to windy sailing
adventures in the west, and warm, leisurely cruising in the delta to the east. Glen Cove’s unique charm owes much to an
ongoing mission to mix new and old. Charlotte Niemiec spoke to harbourmaster Rachael O’Keefe, to find out more
If your Victorian-style lighthouse –
purchased for a dollar – isn’t in quite
the right place to take centre stage at
a new marina, why not shift it? Over 60
years ago, that’s exactly what Robert
Hubert did. He bought the Carquinez
Strait Lighthouse; a white lighthouse
building built in 1909 and located
off Mare Island Strait in Vallejo, San
Francisco. It was a 28-room structure,
originally housing three keepers and
their families, that eventually became
redundant when the US Coast Guard
automated the light and fog horn
mechanisms. Hubert’s vision was to
take this building and re-use it as the
central focus of a new marina at Glen
Cove.
With hard work and creativity
– an ethos that has endured over
subsequent decades - the lighthouse
was transported by barge to its current
location. While the tower and lantern
were sadly destroyed during the move,
most of the original building remains
intact. This contemporary “recycling”
approach typifies the marina’s past,
present and doubtless its future as it
has been creatively modernised and
landscaped to seamlessly meld old and
new.
Recycling and repurposing
“We have always felt that landscaping
was the best way to enhance the
ambience of the marina to create a
welcoming impression for everyone
who visits,” says O’Keefe. “We
Small in size but brimming with natural
charm, Glen Cove Marine offers a warm
welcome to boaters in the San Francisco
Bay area.
prioritised this from day one. Whether
it was moving ten of our mature canary
palms with cranes or landscaping the
walkways to the water, our goal has
been to make the marina look and feel
like a five-star resort.”
In the spirit of reclamation, the
entrance boasts a garden built into a
boat, purchased from a local junk yard.
Shortly after this, the Solano Rowing
Club approached staff at the marina
to make use of a 100-year-old rowing
boat that was set to be scrapped. It was
turned into a rose garden, which sits
adjacent to the east garden.
The marina has also built a brand
new wooden deck that joins the east
car park to the waterfront. “It has
become a favourite outdoor area, a rest
and relaxation spot,” O’Keefe says. “The
deck is adjacent to the re-landscaped
east lawn, with flowers blooming
from end to end. The deck was also
designed with a built-in garden and
benches to take in the view.”
The original docks were man-made
in 1955. They have withstood the tests
of time, weather and ageing. O’Keefe
explains: “We have had to reinforce,
reinstall and maintain them at times, but
the sturdiness of the original docks has
truly endured.”
Minimum year-to-year maintenance
has allowed O’Keefe to focus on
landscaping and building. Last year,
the office, café and extra storage
space were fully renovated. The
older and unused portions of the
Victorian house were turned into a
contemporary banquet room aptly
called The Lighthouse. The 20-month
renovation involved knocking out old
walls, retrofitting the building, adding
several structural beams, new electrics,
plumbing, lighting and more. New
hardwood floors were added throughout
and a catering kitchen was installed.
Moving the lighthouse 60 years ago from
Mare Island Strait to its new home, where it
has become a focal point
of the marina development.
TALKING SHOP
“As a finishing touch, we researched
the historic colours of the building and
re-painted to match. Then we added
exterior lighting and new sconces to
fulfil the new image,” O’Keefe reveals.
Since opening last July, The
Lighthouse has proved to be a popular
location for reunions, birthday parties
and weddings. Over 20 weddings were
already booked for 2016 when Marina
World went to press.
A holiday building, available for
hire, was also remodelled last year.
Originally the harbourmaster’s quarters
inside the marina building, it has been
refurbished into a two-storey, fourbedroom
house with two bathrooms,
a formal dining room and full kitchen.
Offering 2,400ft² (223m²) and sleeping
up to ten, it is ideal for large families –
or a single person looking for a quiet,
peaceful getaway – and has received
steady bookings.
Modern services
A relatively small marina, Glen Cove
has 225 berths with sizes ranging from
25 to 55ft (7.6 to 16.7m) – up to 70ft
(21m) with side-ties. The majority of
visiting vessels are sailboats, ranging
from 34 to 40ft (10 to 12m). Occupancy
during the summer months is 90% and
dips only slightly to 80% during the
winter. There is a waiting list for various
different sized berths.
The marina has utility pedestals at
each end of the dock entrances and in
the middle of walkways, and all berths
have their own, separate individual
meters. The marina has a 24/7 pumpout
system available to both visitors
and transient boats for free. Each
berth comes with a free, fresh water
spigot and a lockable dock box. The
marina offers free WiFi and mailboxes
with delivery services for live-aboard
tenants. Shower facilities are available
for all, along with a laundry room. Dry
storage is available to house boats and
trailers.
There are very few security issues,
as the marina has implemented a Dock
Watch Programme with boaters and
hires a professional patrol company. In
addition to staff on-site to assist guests,
“we have an excellent rapport with
the Vallejo Police Department, Coast
Guard and the Solano County Sheriff’s
Department,” O’Keefe explains.
Off the beaten path
In the local area, there are two other,
larger marinas, approximately ten
nautical miles from Glen Cove. “We
have a good relationship with these
marinas,” O’Keefe says, “and we share
Magnificently and sympathetically restored,
the multi-use lighthouse building is now
a popular venue for all kinds of special
events including weddings.
mutual goals.” But Glen Cove is set
apart from the competition by its rental
facilities and unique landscaping.
A “hidden gem”, Glen Cove is off
the beaten path and surrounded by
residential neighbourhoods. “I still
become excited with the awe from
visitors who never knew we existed and
can’t help but be taken aback by the
natural charm of the marina,” she says.
Over the next decade, O’Keefe
is aiming for Glen Cove to become
the best small marina in the San
Francisco Bay area. She is currently
in the process of developing a charter
business for 2016 and is excited to get
this off the ground.
O’Keefe started working at Glen
Cove as the office manager six years
ago. A year in, she took over the reins
as harbourmaster. “This has been one
of the most challenging and rewarding
opportunities of my professional life; all
the while learning about nautical rules,
regulations, laws and the vast varieties
of people every single day. I truly believe
in Glen Cove Marina and I feel that has
made all the difference in being able to
invite and welcome people here.”
Global sales for
mooring solution
Following its launch in late 2015 and introduction to the international market
via Marina World, Pile Ring has received a great many enquiries from marina
operators all over the globe confirms Pile Ring managing director, Tony
Trueman. One of the most notable new customers is the American Naval Base
Sailing Center in Norfolk, Virginia.
Pile Ring is a clever, cost-effective
mooring solution that really comes
into its own at sites that are subject to
ever changing tides or storm induced
tidal surges, squalls or freak weather
systems.
Developed in New Zealand as an
industry first, Pile Ring is a one-piece
flotation device that provides monitorfree
mooring with permanently tight
lines. It thus protects boats and dock
systems in all conditions and also
reduces maintenance by alleviating the
chafing of mooring lines on pilings and
reducing the build up of marine growth.
The solution is already being adopted
for many southern hemisphere marinas
and sales are now building elsewhere.
“We are delighted with the response
and positive feedback we have received
since introducing Pile Ring to a wider
international market,”
Trueman says. “We were
confident that more
marina operators would
see the added value and
operational benefits.”
One customer summed
up the purchase rationale
as follows:
“Our purpose for the
rings was to provide
added value for our slip
holders as an additional
amenity as well as to
protect our investment in
the dock systems. Our slips are double
slips, meaning that a pile separates the
space between two concrete floating
finger piers, with a boat on either side of
(and sharing) that piling. One side of the
boat is secured alongside the pier but
boats are almost always also secured
to the piling to breast off from the dock
a little.
“During storms and tidal surges,
invariably huge strains come on the
piling lines as they are not adjusted. The
owners often cannot get to the marina
in time to fix the situation and our staff
often have to take corrective action
before a line parts and docks and
boats get damaged. [Pile Ring] provides
added security for the boat owner and
the marina.”
Pile Ring has recently appointed two
distributors to service the US and UK
markets.
Forklift with
hydrostatic
drive
Marine Travelift officially launched
its new M2000 marine forklift with
hydrostatic drive at the 2016 Miami
International Boat Show in mid-
February.
According to Jason Johnson,
Marine Travelift’s North American
director of sales, the new forklift is
unique to Marine Travelift. “It enables
the operator to have precise and
variable control in forward and
reverse, which is critical in tight
quarters,” he said.
The forward-reverse drive selection
and speed control is located at the
operator’s foot. This means the
operator’s hands are free to attend
to other operations and, when he or
she presses the pedal, the machine
responds accordingly.
“It’s much more immediate than if
you needed to move your foot from
the gas pedal to the brake on every
manoeuvre,” Johnson explained. “This
provides superior load control and
speed control, and it’s more simplified
than traditional systems.”
“We have extensive experience
with hydrostatic drive through our
Marine Travelift mobile boat hoists
and our Shuttlelift mobile gantry
cranes,” he continued. “It is important
to us that we are able to offer it in
the Marine Travelift forklifts also,
so we can provide machines to our
customers that will enhance ease of
operations at their facilities. We’re
determined to revolutionise the forklift
industry.”
The M2000 is available with an
upgraded wireless remote for the mast
control along with an impressive array
of standard features and options, all
of which include the latest in marine
forklift technology. The company also
offers larger capacity marine forklifts,
which are currently in operation at
facilities around the country.
Rock-free board and launch
US company Cellofoam is receiving good reviews for its newly introduced ‘float on, float
off’ kayak launching innovation ‘permalaunch’. A customised cradle design that can be
mounted to fixed or floating docks, permalaunch takes up minimal water space while
enabling easy, safe and stable boarding and launching of canoes, kayaks and stand up
paddle boats.
The vessel, which is
partially submerged, sits
on three central underwater
supports that ensure stability
for boarding while providing
buoyancy for launch or
retrieval. Custom designed
hand rails allow the boater to
use a paddle to
pull the vessel
off the
launch or guide it in. Two
outside underwater braces
are set lower in the water to
allow the vessel to launch or
float back on with minimal
effort from the paddler.
Available in two colours,
tan or grey granite,
permalaunch features
slip-resistant surfaces
and virtually eliminates
the rocking back and forth
that is the norm when a
user is trying to centre in
or on the vessel. The open
space between the floats is
adjustable at installation to
allow additional side to side
stability based on the widest
vessel. Mounting hardware is
easy to install and features
quiet components.
The base unit comes
with one set of hand rails
so paddlers may leave
and return from the same
direction. Optional additional
hand rails allow paddlers to
leave and return from either
direction. Optional vertical
hand rails are also available
for additional stability in
boarding or disembarking
and to give stand up paddle
boarders additional balance.
Portable dock
system wins
innovation award
An innovative new portable floating dock system,
developed and manufactured by Bellingham Marine, not
only made an impressive debut at the Miami International
Boat Show but also secured an Innovation Award from the
National Marine Manufacturers’ Association (NMMA) and
Boat Writers International (BWI).
Bellingham’s portable dock
system includes a number of
innovative features that make
the docks easy to install,
anchor, run utilities through,
remove, transport and store.
“Having the new temporary
Bellingham docks for our
inaugural show at Miami
Marine Stadium Park and
Basin, added to the enhanced
consumer and exhibitor
experience we delivered
while bringing a clean, easy
to install and remove system
to our new in-water space,”
noted Larry Berryman,
assistant show manager and
sales director for the NMMA.
“One of the best features of
these docks is that they’re
100% EPA compliant and
completely encapsulated.
They not only look good
and function perfectly, but
they help us ensure we’re
meeting all environmental
requirements - something
that’s critical to NMMA.”
Bellingham worked closely
with the NMMA to develop
the new docks. “This portable
system is the perfect choice
for individuals looking for a
temporary/portable system,
infrastructure for overwater
venues, or a dock system
that can be easily removed
from the water during the
off-season,” said Bellingham
Marine general manager,
Mark Johnson.
The docks are designed
with a high live load
capacity and are rated for
commercial use. The system
is designed around five
primary components that
allow the dock modules to
be connected and arranged
in an infinite number of
configurations much like a set
of Lego. Movable and flexible
anchorage points allow the
docks to be anchored by
pile or chain in a variety of
locations. Purposeful use
and placement of cleats,
lifting hardware and other
components make the docks
easy to install, remove and
stack for storage.
“It is an honour to
be presented with this
prestigious award,” said
Bellingham Marine president
Steve Ryder, manager product
development SE Division,
receives the Innovation Award
on behalf of Bellingham Marine
at the Miami International Boat
Show in February.
and CEO, Everett Babbitt. “A
great deal of effort by some
extraordinary individuals on
both the Bellingham and
the NMMA side went into
the development of this
innovative product.”
The Miami International
Boat Show Innovation Award
was developed in partnership
by the NMMA and BWI to
recognise exceptionally
innovative new consumer
marine products. The judging
committee comprised BWI
members who performed
product testing throughout
the year and who have
specific expertise in marine
products and equipment. 77
products were entered; 17
winners were selected in 16
categories.
New lift in all
sizes and shapes
WPC decking
revives ‘first’ marina
After over 30 years of service life, the marina system at
Marina Uno on the north-east Italian coast in Lignano
Sabbiadoro was subjected to a thorough inspection by
Walcon Italy. All, aside from the ageing appearance of the
timber decking, was deemed to be in very good condition.
Golden Boat Lifts has introduced a custom-built
product called Golden Deck Lift that offers dual
benefits; secure 360°access to a floating vessel and
above-water boat storage.
Boaters simply follow the
guide posts into the slip
and press a button to raise
the lift. The lift then secures
the boat or PWC between
custom-fitted bunks. Water
instantly drains through the
grated material.
In addition to
making boarding and
disembarkation easier
and safer, the Deck Lift
improves the overall
aesthetics of the waterfront
as it blends seamlessly
with the surroundings.
Stairs can easily be
added for boats with taller
gunwales.
Available in various
colours, the product
features rot and insect
resistant polymer decking
that will not shrink or swell
and requires no chemical
treatment. The entire
surface has a knurled,
slip-resistant finish and the
grating allows sunlight to
penetrate down to aquatic
vegetation.
All units are tailor-made
to meet a wide range of
lift capacities and can be
manufactured in an almost
unlimited selection of sizes
and shapes. Every lift
utilises Golden Boat Lifts’
ultra reliable Sea-Drive
gearbox. The company says
that over 18,000 Sea-Drives
have been sold to date and
none have failed.
First built in 1960, Marina
Uno (‘First Marina’) was
the first tourist harbour on
the Italian Adriatic. It was
radically transformed in
1982 into a proper marina
with 435 berths, a 4 star
hotel, apartments, shops
and fine fish restaurants.
The resort founder, Renzo
Ardito, selected Walcon’s
Waliflote pontoon system
and commissioned architect
Ferdinando Anichini to
design an exclusive dockside
pedestal design. The
resulting Lucciola module,
manufactured in colourful
glass fibre, became an
award-winner.
Having set the pace
during the 1980s as an
example of how best to
merge technology with
good aesthetics, from 1990
onwards Marina Uno also
earned environmental
acclaim with a Blue Flag
award every year.
In its recent refurbishment,
Ardito and his son opted to
replace the timber pontoon
decking with Novowood
Marine; a Wood Polymer
Composite (WPC) that
resembles natural timber.
The chemical formula for
Novowood has been specially
designed for use in marinas
by professionals who have
over 30 years of experience
in the maritime sector. Since
2008, the product has been
used in various parts of the
world decking pontoons for
over 5,000 berths.
Marina Uno required
1,000m² (10,764ft²) of
Novowood to give the
Waliflote pontoons a new
lease of life.
Cleat-free option is
safe and smart
A stylish in-deck alternative to deck cleats will soon be available from US
company CleatlessDock. The product is easily installed in new or existing
decked pontoons/docks to sit flush with the decking.
Manufactured from solid stainless
steel polished trim with nylon deck
boards, the product contains 15ft
(4.5m) of premium nylon dock line and
an internal line lock mechanism, and is
bolted to three deck boards with eight
stainless steel bolts. The user lifts the
line lock latch, pulls out the line, ties off
and closes the latch.
In addition to offering a neat
appearance, CleatlessDock is safer
than cleats and lines on the dock
surface and there is always a line
available. There is no tripping hazard
and, as the product is installed in
the pontoon or dock and not on it, it
lasts longer and is stronger than a
Removing algae
reduced insurance costs at marinas
and fuel docks.
Killing algae with environmentally damaging hypochlorites and bleaches could
be a thing of the past thanks to newly released Oleonix Marine Algae Cleaner,
a non-biocide that complies with HSE and Environment Agency guidelines.
Marine Algae Cleaner works by
breaking the bond between the growth
and the surface of the infected material.
The waste can then be rinsed away
safely without damaging any plant life.
Applications are normally effective
for far longer periods than standard
products and the cleaner also helps to
prevent regrowth.
A pristine slipway (right) after application
of Marine Algae Cleaner.
Application is easy and cost-effective.
The affected area is sprayed, lightly
brushed and left to clean naturally over
a tidal range or 24-hour period. Algae
are normally removed by the action of
the cleaner alone without the need for
pressure washing or scrubbing.
Available in 5 litre, 20 litre and 1,000
litre containers (for dilution at a 1:20
ratio with tap water), the product is ideal
for concrete and wood-clad slipways,
quaysides, harbour
steps, pontoons, tidal
structures and aids to
navigation, mooring
structures and semiwet
shady areas.
