lights<br />

FROM THE EDITOR<br />

January opens every year with a flurry of boat shows in the northern<br />

hemisphere, each of which hopes to outstrip statistics from previous events.<br />

Over just a four-day period (6-9 January), doors opened for shows in New York,<br />

Phuket, London and Toronto. Events in cities such as Atlanta, Chicago, Minneapolis,<br />

Düsseldorf, Baltimore and Seattle followed before the end of the month. The San<br />

Francisco Boat Show was sadly cancelled due to the impact of El Nino weather.<br />

The ‘openers’ of the month reported growth and strong sales. The 58 th annual<br />

Toronto International Boat Show recorded 70,643 attendees; a 1% increase on 2015.<br />

The Toronto show is the largest indoor boat show in North America, covering more<br />

than 1,000,000ft² (92,903m²) and is home to the world’s largest indoor lake. It is<br />

viewed as an economic barometer of the Canadian marine industry and exhibitors<br />

reported strong sales in most categories despite a declining Canadian dollar.<br />

The 62 nd London Boat Show closed on 17 January after clocking 90,328 visitors<br />

and reporting strong sales for boats and equipment, and the much smaller luxury<br />

lifestyle-centric 13 th Phuket International Boat Show reported good growth for an<br />

emerging regional market. The event featured over 60 international boat brands<br />

and saw a 35% increase in the number of sailing yachts and multihulls exhibited.<br />

Superyachts were also a strong focus in response to indications that the Thai<br />

Government is looking to open up the superyacht charter market. Of the 5,500<br />

visitors, 45% were international – primarily European and Asian – but ‘robust growth’<br />

was reported for the number of Thai national attendees.<br />

The show to steal all shows was boot Düsseldorf, Germany, which welcomed<br />

1,800 exhibitors and 247,000 visitors from 52 countries; a 2.8% increase on 2015.<br />

There were over 1,800 boats on display and plenty for watersports enthusiasts in<br />

the kitesurfing, diving, fishing and canoeing sectors. At the other end of the price<br />

spectrum, a stronger interest in luxury yachts was noted.<br />

February heralded further shows in Kuwait, Sweden, the USA (Miami), Thailand,<br />

the Netherlands, Finland and more. The Helsinki Boat Show – the largest of its kind<br />

in the region – recorded 76,816 visitors - and Boot Holland described its 25 th event<br />

as a ‘major success’ despite worrying weather on opening day. It attracted over<br />

37,000 visitors including a higher number of overseas attendees, especially from<br />

Germany and Switzerland.<br />

On 12 January the Miami International Boat Show was one day into its 75 th<br />

anniversary event. In a new home at the Miami <strong>Mar</strong>ine Stadium Park and Basin and<br />

with an impressive floating marina, it welcomed 100,279 attendees from around<br />

35 different countries. This was a 4% increase over 2015 and made a massive<br />

economic impact on the local economy. Thom Dammrich, president of show<br />

organiser the National <strong>Mar</strong>ine Manufacturers’ Association (NMMA), said the new<br />

Miami venue was “the ideal location for the best boat show we have hosted to date.”<br />

There is still caution in most markets but this level of interest in boating makes for<br />

a positive start to <strong>2016</strong>.<br />

Safe Harbor makes<br />

debut as largest marina<br />

owner in United States<br />

USA: Safe Harbor <strong>Mar</strong>inas, a company formed in 2015 and backed by American<br />

Infrastructure MLP (AIM) funds, made its formal debut as the largest owner<br />

and operator of marinas in the United States at the International <strong>Mar</strong>ina &<br />

Boatyard Conference (IMBC) in January.<br />

The company recently completed<br />

acquisitions from four separate marina<br />

owners and operators and has plans<br />

to aggressively grow through future<br />

acquisitions.<br />

The Safe Harbor <strong>Mar</strong>inas<br />

management team comprises industry<br />

veterans with an average of 30 years<br />

of marina experience. The company<br />

currently owns/manages 31 marinas<br />

across 12 US states, which collectively<br />

offer over 20,000 wet and dry slips.<br />

Safe Harbor is currently processing<br />

additional acquisitions and looking<br />

to selectively buy coastal and inland<br />

marinas, either through the purchase<br />

of whole portfolios or select individual<br />

properties. The company expects to<br />

deploy over $500 million of capital in<br />

acquisitions through its equity and debt<br />

commitments and, in certain situations,<br />

will consider bringing in marina owners<br />

as equity partners.<br />

“We have created a brand and<br />

strategy that will benefit marina<br />

owners, operators and the boating<br />

community in both the short term and<br />

the long term,” said Safe Harbor CEO,<br />

<strong>Mar</strong>shall Funk. “As a result of our<br />

scale, all of our properties will benefit<br />

from additional revenue and cost<br />

saving opportunities.”<br />

Consultants appointed<br />

for Northfleet<br />

UK: MDL <strong>Mar</strong>ina Consultancy, a division of MDL <strong>Mar</strong>inas Group, has been<br />

commissioned to carry out an outline development plan and feasibility study<br />

at the historic Northfleet Harbour site on the lower Thames. The harbour is cut<br />

off from the river by modern flood defences and has become derelict.<br />

Selected for the project by Ebbsfleet<br />

Development Corporation (EDC) and<br />

the Northfleet Harbour Restoration<br />

Trust, MDL has been tasked to look at<br />

the technical and commercial viability<br />

of reopening Northfleet as a community<br />

harbour and marina. MDL will give<br />

specialist advice on the marine leisure<br />

market, marina design and financial<br />

viability.<br />

The company is well placed to carry<br />

out the study due to its operational<br />

experience, having completed<br />

numerous similar projects for its own<br />

portfolio and for other clients.<br />

Alex Beere, head of consultancy<br />

and technical services at MDL<br />

<strong>Mar</strong>inas, described the opportunity<br />

as exciting. “It will see us explore the<br />

viability of re-opening the harbour to<br />

develop a marina that will create value<br />

for the surrounding community, whilst<br />

bringing the heritage of the site to life,”<br />

he said.<br />

MDL <strong>Mar</strong>ina Consultancy will work<br />

alongside Peter Brett Associates (PBA)<br />

and Land Water Services (LAWS)<br />

who will provide the engineering<br />

and contractor input needed to<br />

assess the overall technical viability<br />

and cost of construction. PBA will<br />

also be supporting with advice on<br />

environmental considerations to be<br />

addressed as the project moves<br />

forward, as well as analysing the wider<br />

benefit of a marina in this location.<br />

<strong>Mar</strong>ina Park wins<br />

early awards<br />

USA: Newport Beach <strong>Mar</strong>ina Park in Newport Beach, California, has already<br />

won awards despite officially opening to the public as recently as December<br />

2015.<br />

The American Society of Civil<br />

Engineers Orange County Chapter<br />

recognised <strong>Mar</strong>ina Park with two<br />

‘Project of the Year’ awards – one under<br />

its Airports & Ports category and the<br />

other in the Architectural Engineering<br />

sector.<br />

Newport Beach residents have<br />

long dreamed of a public space in the<br />

harbour that would bring together the<br />

beach, the park, boats and events. The<br />

new <strong>Mar</strong>ina Park accomplishes this<br />

with a 24,000ft² (2,230m²) sailing and<br />

community centre and a 23-slip marina<br />

for visiting boaters. Future plans also<br />

call for the construction of a new Girl<br />

Scout Leadership Center.<br />

The US$35 million project was first<br />

conceived over 30 years ago. The City’s<br />

vision for the site was not, however, set<br />

in motion until 2013 and work did not<br />

commence until February 2014.<br />

Moffatt & Nichol was responsible for<br />

the seawall and marina docks design<br />

and also undertook dredging of over<br />

36,000yd³ (27,524m³) of sand for beach<br />

replenishment. Bellingham <strong>Mar</strong>ine<br />

also had significant design input and<br />

manufactured and installed the marina<br />

system.<br />

The marina comprises two distinct<br />

areas – one for transient and day<br />

use and another for boating classes<br />

and storage of sailing dinghies. “We<br />

were able to tailor the design and<br />

construction of the docks to meet the<br />

unique use requirements and desired<br />

amenities in each specific area,”<br />

explained Eric Noegel, manager of<br />

project development for Bellingham<br />

<strong>Mar</strong>ine.<br />

The marina’s u-shaped basin<br />

includes 23 slips for visiting boats up to<br />

55ft (16.8m) with dinghy storage on the<br />

docks and space for in-water mooring<br />

of small boats along the walkways. A<br />

200ft (61m) long t-head provides sidetie<br />

mooring for boats above 60ft (18m)<br />

in length. A 3-ton jib is also on site for<br />

launching and retrieving small trailer<br />

boats.<br />

The west side of the marina is<br />

dedicated to instructional classes and<br />

for launching sailing dinghies and<br />

other small watercraft. This area is<br />

characterised by low freeboard docks,<br />

extra wide walkways and floating<br />

platforms to handle large groups and<br />

classes.<br />

Moffatt & Nichol project manager,<br />

Joseph Litchfield, attributes the<br />

project’s success to the cooperation of<br />

city staff, the contractors, construction<br />

management and designers who<br />

worked together for the common<br />

goal of creating a wonderful and<br />

unique destination. “The project team<br />

worked exceptionally well together,<br />

with everyone bringing their individual<br />

expertise to the table to solve the<br />

inevitable issues that would periodically<br />

arise,” he said.<br />

celebrates<br />

50 years<br />

USA: The Boat Owners<br />

Association of the United States<br />

(BoatUS) celebrates its 50th<br />

anniversary this year.<br />

When it was founded by Richard<br />

Schwartz in 1966, boaters could buy<br />

a new mid-sized cruiser for about<br />

$7,000, outboard engines had just<br />

surpassed 100hp and recreational<br />

boating was growing on a large<br />

scale across America.<br />

Derwent expansion<br />

maximises Club potential<br />

AUSTRALIA: Derwent Sailing Squadron in Hobart, Tasmania, has completed a<br />

AU$6.5 million marina expansion. It is now able to host a variety of new sailing<br />

events and accommodate larger yachts wanting to stay in the area.<br />

Bellingham <strong>Mar</strong>ine worked closely<br />

with the Squadron for over a year to<br />

develop the optimal berth configuration<br />

and wave protection for the marina.<br />

“The goal was to provide the Squadron<br />

with a pontoon system that would allow<br />

the club to maximise its full potential,”<br />

said <strong>Mar</strong>k Carney, area manager for<br />

Bellingham <strong>Mar</strong>ine Australia.<br />

“The pontoons and related<br />

infrastructure needed to be of high<br />

quality, yet affordable, be long lasting<br />

and easy to maintain, be able to handle<br />

the ongoing trend of bigger boats<br />

entering the market, and serve the<br />

club’s desire to operate as a venue for<br />

race events.”<br />

The result added 145 berths for<br />

vessels of 10 to 30m (33 to 98ft) with<br />

an option to convert 15m (49ft) berths<br />

to 18m (59ft) berths in the future with<br />

minimal modification. All berths have<br />

metered power and water.<br />

The marina extension, which has<br />

650m (2,132ft) of new concrete floating<br />

walkways, was the first in Australia to<br />

fully utilise Bellingham’s FRP throughrod<br />

system. “We have done several<br />

retrofit projects but this is the first<br />

new construction project in Australia,”<br />

Carney confirmed. “We noticed a<br />

reduction in installation time with the<br />

new rods and are confident the rods<br />

will increase the system’s lifespan and<br />

reduce required maintenance.”<br />

The extension brings capacity at<br />

Derwent Sailing Squadron to 280<br />

berths, which significantly helps meet a<br />

pent-up demand for berths in the area.<br />

PPP sought for Dana Point<br />

USA: The County of Orange, California, is soliciting Statements of<br />

Qualification from property development companies or teams for a<br />

Public Private Partnership (PPP) opportunity to revitalise Dana Point<br />

Harbor (see p. 30).<br />

Terms are offered on a 50-year<br />

lease and qualified respondents<br />

will be selected to participate in an<br />

upcoming Request for Proposal<br />

process. The selected finalist will<br />

be responsible for the design,<br />

permitting, funding, construction,<br />

renovation, operation and<br />

maintenance of specific land and<br />

water areas.<br />

Highlights of the PPP include<br />

demolition and reconstruction<br />

of certain areas of the 46-yearold<br />

harbour; reconstruction and<br />

Port Takola to<br />

open in May<br />

THAILAND: Port Takola <strong>Mar</strong>ina and Yard in Krabi, Phuket, will soft open in May<br />

providing much needed berths close to the international tourist destinations of<br />

Ao Nang and Phang Nga Bay.<br />

Set within a 450,000m² (110-acre)<br />

development within a private estate<br />

owned by Suriya na Nagara, Port<br />

Takola will be the focal point of a lowdensity,<br />

low-rise resort with residences,<br />

hotel and nature trails. Over time, it will<br />

expand to offer 260 berths, boast an<br />

architect-designed capitainerie, and<br />

host offices and shops for yachtingrelated<br />

businesses.<br />

The marina basin has been designed<br />

by independent consultant, Simon<br />

Arrol, and <strong>Mar</strong>inetek has been selected<br />

to build the marina in phases. For<br />

phase one, it is supplying a 225m<br />

(738ft) long Heavy Duty pontoon that<br />

measures 4m (13ft) wide. This will<br />

accommodate up to 50 vessels of 12 to<br />

40m (39 to 131ft) in length in a stern-to<br />

mooring arrangement. The berths have<br />

water and single phase power up to<br />

63amps. Boaters have access to diesel<br />

and petrol at a separate fuel dock, high<br />

quality showers and toilets, and a café.<br />

The associated boatyard area will offer<br />

services for minor boat repairs and<br />

maintenance, will have space for up to<br />

50 yachts, and be equipped with a 38-<br />

tonne capacity boat lift.<br />

Suriya na Nagara’s eldest son,<br />

Matthew na Nagara, is overseeing the<br />

development and ensuring that, while<br />

Port Takola may be the most modern<br />

marina in Thailand, it will not become<br />

an urban marina. <strong>Mar</strong>inetek has fully<br />

supported this vision and is especially<br />

aware of the considerable merits of<br />

the site. “I love the landscape and<br />

atmosphere here,” says Kristian Rame,<br />

director Asia for <strong>Mar</strong>inetek Group. “Port<br />

Takola is a perfectly sheltered marina<br />

with lots of green space around and we<br />

are very proud to have been chosen to<br />

build it.”<br />

The Port Takola contract is the<br />

second <strong>Mar</strong>inetek has secured in<br />

Thailand within a short space of time.<br />

Last year, the company completed a<br />

superyacht extension at Phuket Yacht<br />

Haven.<br />

RAK contracts ART for Lagoon <strong>Mar</strong>ina<br />

UAE: RAK Properties PJSC, the biggest property developer in Ras Al Khaimah, has signed an agreement with marina<br />

management company ART <strong>Mar</strong>ine. ART <strong>Mar</strong>ine will operate the newly constructed Lagoon <strong>Mar</strong>ina, which is located at<br />

the heart of Mina Al Arab – an eco-themed mixed-use coastal waterfront community.<br />

Tourist island to host destination marina<br />

MALDIVES: Leading yacht agency Asia Pacific Superyachts Maldives (APSM) is overseeing plans for a new 300-berth<br />

marina on a manmade island to the west coast of Hulhumalé.<br />

Now entering a second phase, the<br />

Hulhumalé Yacht <strong>Mar</strong>ina project team<br />

is reclaiming land for the marina and an<br />

associated cruise ship dock. Phase one<br />

comprised reclamation of 180ha (444.8<br />

acres) of land for a substantial housing<br />

project.<br />

When complete, the development will<br />

feature retail shops, food and beverage<br />

outlets, a yacht club with exhibition<br />

space, dry berth facilities and a modern<br />

fully-equipped cruise ship terminal with<br />

a covered boarding bridge. It has been<br />

designed to serve the biggest cruise<br />

liners in the world.<br />

The Housing Development<br />

Corporation has reported that all<br />

necessary materials have been<br />

collected for the land reclamation and<br />

that revetment work is scheduled to be<br />

completed within the next three months.<br />

Located to the north of the mainland,<br />

New Port chain welcomes ninth marina<br />

FINLAND: New Port Imatra, an extensive but run-down 700-berth marina on Finland’s Lake Saimaa, has become the ninth<br />

marina in <strong>Mar</strong>inetek’s New Port marina chain. <strong>Mar</strong>inetek has joined forces with state owned company Meritaito Ltd to<br />

offer the city of Imatra a complete package to operate, renovate and finally rebuild the marina.<br />

New Port Imatra enjoys a prime<br />

location on the fourth biggest lake in<br />

Europe. “New Port Imatra has many<br />

advantages,” says Imatra City Director,<br />

Topiantti Äikäs. “It sits just in front of<br />

the best boating routes in Saimaa and<br />

is easy to reach by road or via the<br />

Saimaa Channel from the sea.” The<br />

Russian border is just 10km (6.2 miles)<br />

way and the city of St Petersburg within<br />

a two hour drive. The marina catchment<br />

thus covers local boat owners, visitors<br />

and foreign boaters and has big<br />

future potential.<br />

The new agreement, which<br />

lasts for 25 years, was signed<br />

in November 2015 and<br />

<strong>Mar</strong>inetek assumed operational<br />

responsibility in February.<br />

The New Port chain is<br />

playing an increasingly<br />

important part in <strong>Mar</strong>inetek<br />

activities, and plans are afoot<br />

to market the operate-rebuildregenerate<br />

concept to other<br />

cities. In this way, ageing<br />

marinas can be rebuilt in line<br />

with modern requirements,<br />

the tourist island<br />

will be linked by<br />

road bridges, and<br />

various investment<br />

opportunities are<br />

available for tourismrelated<br />

property. The<br />

proposed marina will<br />

be vitally important for<br />

the development of<br />

the Maldivian tourist<br />

industry as more<br />

than 80% of all ocean<br />

safaris operating in<br />

the Maldives anchor<br />

in the adjacent<br />

lagoon.<br />

APSM director, Mohamed Hameed,<br />

told <strong>Mar</strong>ina <strong>World</strong> : “The impressive<br />

Hulhumalé facility, spanning over<br />

240ha [593 acres], reflects the growing<br />

commitment to yachting in the region<br />

and services such as winter storage<br />

implemented without cost to the tax<br />

payer. The trend in Finland, as in other<br />

countries, reveals a reluctance on the<br />

part of municipal authorities to use tax<br />

money for leisure boating.<br />

Scope for the concept is significant<br />

as there are approximately 850,000<br />

boats in Finland, 250,000 of which are<br />

in marinas that are primarily owned by<br />

cities or boat clubs. “<strong>Mar</strong>inetek works<br />

worldwide and offers services for all<br />

and, with the natural beauty of its<br />

surroundings, the marina will surely<br />

make the Maldives yachting destination<br />

all the more exceptional. Final<br />

completion is now projected for late<br />

2017/2018.”<br />

focus on the specific needs of individual<br />

Ilkka Seppälä. “In Finland, the boats<br />

are small, the season is short and the<br />

quality of marinas is pretty low. It took<br />

quite some time to develop a suitable<br />

business concept within this business<br />

climate. The cooperation with the city<br />

works well and the boaters understand<br />

the price increase. With this concept,<br />

the city can secure safe boating for<br />

years to come.”<br />

The first New Port marina<br />

was built in 2001 in Espoo, just<br />

5km (3.1miles) from Helsinki’s<br />

city centre, and remains one<br />

of the most modern marinas in<br />

Scandinavia. Over the years, the<br />

business portfolio has expanded to<br />

include other marinas in key towns<br />

in Finland including Tampere, Oulu<br />

and Lappeenranta.<br />

By 2026, 700-berth New Port<br />

Imatra will be fully rebuilt with new<br />

breakwaters, pontoons, electricity and<br />

water supplies, a car park and winter<br />

storage.<br />

Amalfi coast marina<br />

adds 400 berths<br />

ITALY: <strong>Mar</strong>ina d’Arechi, the 560-berth marina in Salerno on the Amalfi coast,<br />

has significantly increased its mooring capacity further to completion of a<br />

final phase extension.<br />

Milan-based engineering group,<br />

Ingemar, finalised the project at the<br />

end of December adding 400 berths<br />

for vessels of 20 to 36m (65.6 to 118ft).<br />

The completed layout now includes<br />

four 3m(9.8ft)-wide floating pontoons in<br />

lengths of 96 to 108m (315 to 354ft).<br />

Ingemar used all-concrete<br />

unsinkable modules of 12 x 3m<br />

(39 x 9.8ft) to create the pontoons,<br />

which are anchored to the seabed<br />

using fixed pilings with special<br />

sliding devices. In order to integrate<br />

the new elements with the existing<br />

infrastructure and surrounding<br />

environment, wood plastic composite<br />

decking was used for all walkways.<br />

All modules were designed and built<br />

to precise specifications to satisfy a<br />

design with demanding installation<br />

and mooring requirements.<br />

Ingemar Group president, Lorenzo<br />

Isalberti, was particularly happy with<br />

the project. “After many pressing<br />

obligations overseas, we were<br />

especially happy to celebrate the<br />

start of <strong>2016</strong> by finishing an important<br />

project which further develops our<br />

national coastline,” he said. “Yet again<br />

our bespoke floating solutions complete<br />

and distinguish a prestigious marina<br />

and this augurs well for the growth of<br />

yachting in our country.”<br />

<strong>Mar</strong>ina d’Arechi president, Agostino<br />

Gallozzi, was equally positive,<br />

commenting: “We are ready to take<br />

on <strong>2016</strong> having completed all the<br />

moorings of our amazing project – just<br />

under 1,000 berths with all the finest<br />

characteristics to attract a wide variety<br />

of clients with vessels from 10 to 100m<br />

[33 to 328ft].”<br />

Attracting bigger<br />

boats to Oban<br />

UK: Dunstaffnage <strong>Mar</strong>ina near Oban, Scotland, has contracted<br />

Gael Force Engineering to undertake a significant expansion of its<br />

pontoon system.<br />

Standard yacht berthing<br />

pontoons are being provided along<br />

with 200m (656ft) of heavy-duty<br />

concrete pontoons. The aim is not<br />

only to accommodate a greater<br />

number of boats but also offer<br />

berths for vessels of 24m (80ft)<br />

and above.<br />

“Apart from providing berthing,<br />

the extra facility will, by its<br />

innovative design, add strength<br />

to the existing marina structure,”<br />

explained Gale Force production<br />

director Stephen Offord. “It will<br />

also provide some much needed<br />

additional wave protection from the<br />

north.”<br />

<strong>Mar</strong>ina manager, Ranulph<br />

McLauchlan, described<br />

Dunstaffnage as a wonderful<br />

location for sailors. He said it has<br />

been growing in popularity for many<br />

years and is now recognised by<br />

superyachts as a destination. “Many<br />

see us as a convenient northern<br />

marina, which is ideally suited as<br />

a setting off point for exploring the<br />

Western Isles,” he said.<br />

Waiheke<br />

plans rejected<br />

NEW ZEALAND: An Environment Court<br />

judgement has ruled against the proposed<br />

development of a 112-berth marina in<br />

Matiatia Bay on the western side of<br />

Auckland’s Waiheke Island.<br />

Opposition to the plan, proposed by<br />

developer Waiheke <strong>Mar</strong>inas who wanted<br />

to build the marina alongside a much used<br />

existing ferry terminal, met with ongoing local<br />

opposition. This included the formation of<br />

Direction Matiatia, a community group that<br />

spent hundreds of thousands of dollars for<br />

expert opinions and in legal fees.<br />

Judge Laurie Newhook ruled that the<br />

development would fail to protect the natural<br />

character of the area.<br />

adapting to trends<br />

Brett Bolton, CEO of d’Albora <strong>Mar</strong>inas, heads up the largest marina group in<br />

Australia. Speaking to Robert Wilkes from his office at d’Albora headquarters<br />

in Sydney, Bolton discusses innovation, strategy, customer service and<br />

branding.<br />

Brett Bolton has held a number<br />

of high profile management roles in<br />

some of the largest recreation and<br />

marina companies in Australia and<br />

New Zealand. He started in the marine<br />

sector 15 years ago in reef tourism as<br />

operations manager with Sun Lover<br />

Cruises in Cairns. Sun Lover takes as<br />

many as 600 tourists at a time on large,<br />

high-speed catamarans to the Great<br />

Barrier Reef for snorkeling adventures.<br />

In 2003 Bolton was named manager<br />

of the marina serving tourism in Cairns.<br />

The facility had just completed a major<br />

redevelopment. “It was like a startup,”<br />

said Bolton. “We had to hire and train<br />

the staff and plan operations and<br />

maintenance for a new, larger facility.<br />

Daily traffic included 50 tour boats and<br />

3,000 tourist passengers. We attracted<br />

many superyachts in the 50m (164ft)<br />

to 75m (246ft) range, some up to 120m<br />

(394ft).”<br />

Bolton moved in 2007 to a new post<br />

at publicly-listed Ariadne Australia,<br />

headquartered in Brisbane. Ariadne<br />

owned four marinas in Queensland,<br />

New South Wales and New Zealand,<br />

including Orams <strong>Mar</strong>ine Village in<br />

Auckland. Bolton was responsible<br />

for master planning, redevelopment<br />

and operation of the marinas and<br />

for acquisition programmes that<br />

tendered offers on new properties.<br />

In 2011 Bolton was engaged<br />

by McGrathNicol to take Horizon<br />

Shores in Queensland, one of the<br />

largest marinas in Australia, out of<br />

receivership. “The marina has 500<br />

wet, 350 dry slips, 200-trailer storage<br />

and a haul out facility,” said Bolton. “It<br />

was a business with many moving parts<br />

and new challenges on a daily basis.”<br />

In July, 2014, he began his current<br />

role as CEO of d’Albora <strong>Mar</strong>inas.<br />

D’Albora operates seven sites in and<br />

around Sydney and Melbourne. The<br />

company founder, Jeff d’Albora, sold<br />

the property in 2000 to what was then<br />

Macquarie Leisure and is now Ardent<br />

Leisure Ltd, a billion dollar multifaceted<br />

recreation company listed on the<br />

Australia Stock Exchange. In addition<br />

to marinas, the company operates<br />

theme parks, health clubs and bowling<br />

facilities.<br />

advantages of a large, seven marina<br />

system?<br />

Brett Bolton (BB): There are definite<br />

advantages. Each member (d’Albora<br />

refers to its customers as members)<br />

has reciprocal privileges at any<br />

d’Albora marina and can stay as long<br />

as a month at no additional charge. As<br />

a member stays longer with us over the<br />

years their reciprocal rights increase.<br />

Our marinas are in great locations and<br />

experiences from inner harbour sites in<br />

Sydney and Melbourne to destination<br />

RW: How has your policy of<br />

reciprocal privileges changed the<br />

groups. They’ll cruise with ten to 20<br />

boats to a rendezvous at another<br />

marina. They create a vibrant social<br />

network within the marina that we love<br />

to see, a society. When you have that,<br />

your marina is well beyond the old<br />

notion of a parking lot for boats.<br />

RW: What else adds value to<br />

your products and services to<br />

help d’Albora stand out from its<br />

competition?<br />

BB: We have three key selling features.<br />

Reciprocal berthing is one of them.<br />

Next, we guarantee the lowest fuel<br />

prices to our members when they<br />

buy fuel at our marinas. Our third key<br />

feature is Dockmaster Assist. When a<br />

member is leaving his slip or returning,<br />

an employee is there to help, to make<br />

things easier. He’ll handle lines, load<br />

provisions, whatever is needed.<br />

RW: You have a renovation<br />

programme. Tell us about it.<br />

BB: d’Albora is making significant<br />

investments in all our assets. We just<br />

completed a AU$6 million refurbishment<br />

programme for The Spit on Sydney’s<br />

lower North Shore. The renovation<br />

included the latest Bellingham <strong>Mar</strong>ine<br />

floating concrete docks with wide<br />

pontoons. We increased the number<br />

of berths to 200, and of course, they<br />

are much larger slips than were<br />

needed 30 years ago. We have a new<br />

premium berthing arm and we can<br />

handle superyachts to 40m (131ft). We<br />

improved access and egress, installed<br />

faster fuelling, extensive CCTV and<br />

added new leisure spaces.<br />

We’re committed to enhancing our<br />

infrastructure and to being the industry<br />

leader in facilities and in services. We<br />

have long range refurbishment plans at<br />

all our sites. We plan to renovate three<br />

additional marinas in the next two to<br />

three years.<br />

RW: What is your strategy<br />

going forward as you renovate<br />

marinas? How do you lead in new<br />

technologies and adapt to new<br />

SECTION II: PURPOSE OF PUBLIC SERVICE<br />

DELEGATION<br />

II.1) Title of public service delegation<br />

Operation, maintenance and management of the Gallice<br />

marina, including execution and financing of works, the main<br />

aspects of which are described in the document defining the<br />

service quantities and qualities.<br />

II.2) Text in application of which the agreement is concluded:<br />

The hereby public service delegation procedure is governed by<br />

articles L.1411-1 and subsequent articles, and article R.1411-1<br />

and subsequent articles of the general territorial authority code<br />

(CGCT).<br />

The chosen tendering procedure is an open procedure, i.e. the<br />

Municipality will send the document defining the characteristics<br />

of the services to all applicants making known their intention to<br />

submit a bid in accordance with jurisprudence of the Council<br />

of the State (CE, 15 December 2006, no. 298618, “Corsica<br />

Ferries”).<br />

The bid submitted no later than the deadline for receipt of<br />

tenders specified in section IV.4 “Deadline” is an initial bid.<br />

This bid will then be freely negotiated according to the proceedings<br />

stipulated in articles L 1411-1 and subsequent articles of<br />

the CGCT.<br />

II.3) Purpose of the delegation:<br />

The purpose of the hereby public service delegation is to<br />

assign operation, maintenance and management of the Port<br />

Gallice marina public service to a delegatee, including execution<br />

of works and their financing.<br />

The ambition asserted through the launch of this public service<br />

delegation procedure is to make Port Gallice a leading marina.<br />

In view of its strategic importance for JUAN-LES-PINS, Port<br />

Gallice will therefore combine a very high level of service<br />

capable of contributing to running and developing the marina,<br />

with new information technologies and state-of-the-art ecological<br />

and environmental standards.<br />

For this purpose, applicants are expected to propose their<br />

vision of such a facility, notably the new marina services and<br />

equipment making it possible to improve the operations of the<br />

marina with respect to the level of requirements defined by the<br />

Municipality.<br />

Consequently, it will be the applicant’s responsibility to propose<br />

engineering structures, buildings and facilities relating to operation<br />

of the marina, or capable of contributing to running and<br />

developing the marina, according to the geographical perimeter<br />

of the future public service delegation, at least one of which will<br />

be the minimum perimeter (at least one bid must be presented<br />

for this perimeter). The applicants shall be given the possibility<br />

(not obligatory) to propose extended perimeters.<br />

As a minimum they will therefore propose:<br />

– renovation of existing buildings through redesign and<br />

operational improvement;<br />

– optimisation of the use of the premises through economic<br />

valorisation;<br />

– access to very high speed broadband at all berths.<br />

Duration:<br />

The duration of delegation envisaged is between 12 and 15<br />

years, from 1st January 2018.<br />

Financial terms and conditions:<br />

Article L. 1411-1 of the CGCT stipulates that the delegatee’s<br />

remuneration is substantially linked to the results of operation<br />

of the assigned public service, according to the principle of<br />

operation being at the risks and perils of the delegatee. Details<br />

of the delegatee’s remuneration are specified in the document<br />

defining the service characteristics.<br />

Since an important asset belonging to the Municipality of<br />

ANTIBES JUAN-LES-PINS and the inhabitants of Antibes is<br />

at stake, the Municipality intends to enhance the value of this<br />

asset to the maximum extent with regard to the advantages of<br />

all and any types benefiting the future operator who will occupy<br />

the public port domain, by requiring the payment of fees, in

particular those stipulated in article L 2125-3 of the General<br />

Code for Public Entity Ownership.<br />

These fees will originate from the bids made by the applicants.<br />

The applicants must include all the revenues resulting in particular<br />

from the occupation fees collected by the delegatee, from<br />

the income derived by virtue of transfers of ownership authorised<br />

in application of applicable legislation, and on the turnover<br />

from contractual operations in any form whatsoever.<br />

These modalities are specified in the document defining the<br />

service quantities and qualities.<br />

For information purposes, the income generated in 2014 by this<br />

port under the current operating conditions was 1,381,229 €.<br />

The 486 berths currently available at PORT GALLICE are<br />

currently broken down as follows:<br />

– 334 leased berths;<br />

– 152 public berths;<br />

and related services”.<br />

SECTION III: PARTICIPATION<br />

REQUIREMENTS<br />

The list of applicants, whose bids will be examined, shall be<br />

drawn up following analysis of their business and financial guarantees,<br />

their compliance with the obligation to employ disabled<br />

personnel stipulated in articles L.5212-1 to L.5212-4 of the<br />

Labour Code, and their capacity to ensure continuity of public<br />

service and equal treatment of users of the public service.<br />

For this purpose, the applicants must present the application<br />

documents indicated in sections III.1, III.2, III.3 and III.4 or the<br />

equivalent documents.<br />

If foreign applicants not established in France are not given<br />

a certificate by the administrations and organisations of the relevant<br />

country upon payment of taxes, duties and social security<br />

contributions, they must produce an affidavit performed before<br />

a judicial or administrative authority of the said country.<br />

III.1) Specific situation of economic operators, including<br />

requirements with regard to registration on the trade or<br />

business registry:<br />

– A letter of application (applicants must indicate their name<br />

and company name, the address of their head office, the<br />

company history).<br />

– A DC1 form, duly completed and signed.<br />

– A DC2 form, duly completed.<br />

– Power of attorney for the person or persons authorised to<br />

act in the name of the company or group.<br />

– An “extrait Kbis” or equivalent document dated less than 3<br />

months previously for physical persons or legal entities that<br />

started their business less than a year ago, a receipt from a<br />

business creation centre for registration of a business.<br />

– A declaration by the individual applicant or member of the<br />

group completed in all its sections obligatorily providing all<br />

the information concerning the judicial situation of the business.<br />

If the business is in receivership, a copy of the rulings<br />

pronounced to this effect.<br />

III.2) Economic and financial capacity:<br />

– For economic operators for whom it is obligatory to draw<br />

up balance sheets: the balance sheets, income statements<br />

and certified appendices (CERFA no. 2050 to 2059-G) or<br />

equivalent documents, from the last three financial periods<br />

(or solely the terminated financial periods if the business<br />

was created less than three years ago). If the applicant is<br />

a subsidiary company, the financial information (balance<br />

sheets and income statements) must also be provided by<br />

the parent company.<br />

– For economic operators for whom it is not obligatory to<br />

draw up balance sheets: any document making it possible<br />

to establish the financial and economic capacities.<br />

– The insurance certificates in particular as far as concerns<br />

insurance covering civil and professional liability (specifying<br />

the amount of cover in euros), that the applicant or<br />

each member of the group benefits from.<br />

III.3) Technical and professional capacities:<br />

– A sworn statement concerning the applicant’s workforce<br />

and the number of supervisory personnel for each of the<br />

last three years, or since the date the business was created<br />

if the business was created less than three years ago, as<br />

well as the material means and technical equipment at the<br />

applicant’s disposal to perform services of the same type.<br />

– A memorandum (written document) presenting the<br />

applicant’s technical capacities including its references<br />

acquired in the domain concerned by the delegation or in<br />

a comparable domain and/or any and all other references<br />

or information capable of demonstrating its capacity to<br />

accept the public service delegation concerned by the<br />

hereby notice (comprising the list of the main services<br />

performed over the last 3 years or since the date on which<br />

the business was created, indicating the amount, date and<br />

the private or public sector recipient), to provide continuity<br />

of the public service, equal treatment of users of the public<br />

service, reception of the public during the operation period,<br />

as well as preservation of the domain.<br />

III.4) Combat against illegal employment<br />

In addition, in order to comply with the provisions of article 8 of<br />

decree no.97-638 of 31 May 1997 in application of law no.97-<br />

210 of 11 <strong>Mar</strong>ch 1997 relating to strengthening of the combat<br />

against illegal employment, the applicants must also present:<br />

– A duly completed NOTI2 form.<br />

Businesses in the process of being incorporated or newly<br />

created can submit a tender in the same way as existing<br />

companies. However, although a company in the process of<br />

being incorporated is permitted to be an applicant, the business<br />

creation project must be sufficiently well advanced to<br />

make it possible to establish the characteristics of the future<br />

company, as well as its professional and financial guarantees.<br />

It must therefore provide its signed articles of association. It is<br />

also required to provide the required fiscal and social security<br />

certificates. The attestations to be provided by all shareholders<br />

of the company in the process of incorporation must<br />

be provided by all shareholders of the future company, whether<br />

they are legal entities or physical persons. In the latter case,<br />

the fiscal attestation to provide relates to income tax. Finally,<br />

notwithstanding communication of the fiscal and social security<br />

attestations (if necessary also the income tax attestation), the<br />

company in the process of incorporation must communicate the<br />

information relating to the financial guarantees and capacities<br />

that it will be endowed with for performance of the contract.<br />

Group candidacies are permitted. The group proxy and its<br />

co-contractors must be joint and several. A single business<br />

cannot simultaneously present an individual application and<br />

one or more group candidacies. Groups must remain intangible<br />

throughout the duration of the consultation. In the event of a<br />

response in the form of a group, all of the above-mentioned<br />

documents must be provided for each business in the group.<br />

The letter of application will specify the identity of the group’s<br />

proxy. The powers of attorney given to the proxy to represent its<br />

co-contractors will be attached to it.<br />

Businesses who wish to present their application in the form of<br />

a group of economic operators must each take responsibility for<br />

completing and signing the DC1. The other required documents

will be supplied by each member of the group. Businesses that<br />

have decided to constitute a group of candidacies must choose<br />

one of the companies in the group, designated in the DC1 as<br />

the proxy, to represent them before the delegating authority and<br />

also to coordinate the services performed by group members.<br />

The imposed form, after the award, will be the solidarity group.<br />

Provided it is authorised to do so by its co-contractors in the<br />

DC1, the proxy can sign the public service delegation agreement<br />

in the name of all the grouped businesses. According<br />

to competition law, the group of businesses must not violate<br />

the rules for transparency and free competition. This requirement<br />

prohibits the concerned businesses from presenting bids<br />

in several guises, acting both as individual applicants and<br />

members of one or more groups.<br />

To provide proof of the professional, technical and financial<br />

capacities of other economic operators on which it is relying to<br />

present its application, the applicant presents the same documents<br />

relating to this economic operator as those it is required<br />

to produce by the awarding authority. In addition, to prove that<br />

the capacities of this economic operator are at its disposal<br />

to perform the services, the applicant must provide a written<br />

undertaking from the economic operator.<br />

Any additional document can be sent at the applicant’s<br />

discretion, enabling the municipality to better appreciate the<br />

applicant’s professional and technical capacities.<br />

Before proceeding with analysis of the candidacies, if the<br />

municipality observes that documents the presentation of which<br />

is required are missing or incomplete, it may require all the relevant<br />

applicants to complete their application within an identical<br />

period for all. It may require applicants that have not given proof<br />

of their legal capacity enabling them to submit their application<br />

to regularise their application in the same conditions. It will<br />

then inform the other applicants of this requirement, who will be<br />

entitled to complete their application within the same period.<br />

and management of the marina; absolute compliance with<br />

– Quality of the proposed amenities and works in functional<br />

and architectural terms, with all of the resulting investments<br />

(assessed in particular with regard to how the new future<br />

marina is integrated into the existing landscape and environment,<br />

especially relating to the old town);<br />

– Financial balance of the delegation (assessed in particular<br />

with regard to the forecast operating budgets and their<br />

credibility, and the proposed prices), and proposed amount<br />

of return payments to the municipality;<br />

spend more time in the marina. We<br />

are installing additional television<br />

monitoring for security and safety. We<br />

are implementing monitoring of electric<br />

power so if there is a power outage<br />

we get an alert. We can address the<br />

problem and notify the owner. Often we<br />

can rescue the situation on the spot.<br />

We’ve developed a mobile phone<br />

app for our marina system. It’s just<br />

been launched in January. You can<br />

book reciprocal berthing at any of our<br />

marinas, see a list of services, check<br />

fuel prices and get weather updates.<br />

We have incorporated a great deal of<br />

visual information and it will get even<br />

better over time.<br />

And we’re enhancing the leisure<br />

attractiveness of the marina. We want<br />

to create a comfortable and fun “marina<br />

experience.” We are installing breakout<br />

areas, leisure sites with BBQ facilities,<br />

lounges and other spaces to enhance<br />

leisure activities. We’ve seen the shift<br />

to where boaters want to be part of a<br />

community, and we’re helping to make<br />

that happen.<br />

Building environmentally responsible<br />

marinas is another commitment.<br />

All our marinas are in the Green<br />

Offering the largest drystack in the<br />

southern hemisphere in addition to 77 wet<br />

berths, d’Albora <strong>Mar</strong>ina Pier 35 is a full<br />

service marina in Melbourne, Victoria.<br />

<strong>Mar</strong>ina Programme, and we build for<br />

sustainability from a green perspective.<br />

We’re replacing old lighting with highefficiency<br />

LED lighting and investigating<br />

use of solar panels as well.<br />

RW: How have you integrated your<br />

facilities with the communities in<br />

which you’re located?<br />

BB: We welcome non-boating people<br />

to experience the sites, look at the<br />

boats and enjoy the environment. We<br />

provided access for paddle boarding,<br />

all the craze right now, and kayaking.<br />

Our marinas are open and we welcome<br />

the public. We’re not a closed club;<br />

our vision is to create a series of<br />

vibrant boating and social hubs. In<br />

support of that vision we are focusing<br />

on implementation of diverse quality<br />

dining options and exploring the idea of<br />

lodgings for visitors to our marinas.<br />

RW: d’Albora prides itself on higher<br />

levels of service, for example your<br />

Dockmaster Assist services. Doesn’t<br />

that require a larger staff and a<br />

higher price point for your slips?<br />

BB: Yes, we do have a larger staff.<br />

However, we still maintain an extremely<br />

competitive price point within the<br />

marketplace. We work hard to provide<br />

value for the price by providing a higher<br />

level of facilities and service.<br />

RW: Let’s return to the strategic<br />

branding programme you mentioned<br />

earlier. Talk about that.<br />

BB: We engaged a research company<br />

and a branding consultant. The<br />

research gave us deep insights into<br />

what our members want in their<br />

facilities. We talked to current members<br />

and members who are no longer with<br />

us to determine what motivated them to<br />

leave, which is important to know. The<br />

research gave us great insights, very<br />

detailed insights. We get information on<br />

our sites and services, and we learn<br />

how we can do a better job of member<br />

retention.<br />

In the brand strategy programme we<br />

took out a clean sheet of paper to see<br />

how we could best communicate to our<br />

members, potential members and the<br />

community at large. Our objective is<br />

to be the brand leader. We worked on<br />

brand messaging and design issues.<br />

We have finished our planning and are<br />

just now moving into implementation.<br />

Sometimes the notion of world marina associations recommending marina<br />

training, education and certification comes across like a door to door medical<br />

insurance salesman. People know that what is offered is good and right, but<br />

think “we do not need it”.<br />

It is well known that the world marina<br />

industry, including more developed<br />

markets like Australia, the UK and USA,<br />

trail behind the pace and innovations<br />

of the nautical world in general. The<br />

first fact we must accept is that there is<br />

plenty of room for innovation and that<br />

keeping things as they are because<br />

“they have worked okay for the last 20<br />

years” is only justifying the old Spanish<br />

adage “bread for today, hunger for<br />

tomorrow”.<br />

Education<br />

Let’s look at society. An educated<br />

person is automatically respected.<br />

A university graduate not only has<br />

social status but is assumed to have<br />

knowledge and a kind of superiority<br />

and, in most cases, this is true. Why is<br />

this not applied to marina operations?<br />

<strong>Mar</strong>inas today are as they were many<br />

years ago; islands of knowledge and<br />

experience rarely shared. Over the<br />

last 20 years, we have seen the growth<br />

of companies owning two or more<br />

marinas, of larger size and sometimes<br />

in different countries. They realised that<br />

it was necessary to create a standard<br />

for operations, as it was going to be<br />

advantageous for their corporate<br />

image, for personnel management<br />

and logistics, and to help them<br />

capitalise on experiences learned.<br />

It is not just a marina director<br />

who needs to keep up with new<br />

personnel also need and deserve<br />

to be instructed on how to improve<br />

performance and deliver what the<br />

investor and the client expect, or better.<br />

The other strong reason for education<br />

is that it helps you deal with external<br />

professionals, such as engineers or<br />

lawyers. Any of these arriving at a<br />

marina to justify a recently signed<br />

contract with the board can ruin a day,<br />

or many, of any experienced marina<br />

manager. And it is reciprocal.<br />

<strong>Mar</strong>ina workers see the marina world<br />

through different coloured lenses. The<br />

specific logic of a marina business<br />

does not stand on the same pillars of<br />

wisdom as everyday life. Timings are<br />

different. Excel sheets are used - and<br />

interpreted - in different ways. When<br />

your task is to spoil people rotten<br />

but keep them safe, you have to use<br />

psychological techniques to succeed<br />

the result of his calculations must<br />

achieve just that. That people will<br />

not admire a high breakwater<br />

protecting them from hurricanes if<br />

that wall blocks the view, because<br />

tens of thousands of <strong>Mar</strong>garitas<br />

or Daiquiris will mean nothing<br />

without a sunset. But if you know<br />

why the wall must be there, how<br />

the necessary height is calculated<br />

and which type of breakwater<br />

will work better in each situation,<br />

finding a compromise will be much<br />

easier. Of course, this level of<br />

knowledge is only needed by a<br />

manager or director, but there is<br />

useful knowledge for all employee<br />

levels, like safety procedures,<br />

first aid practices, recycling or<br />

communication skills.<br />

The same applies to accounting.<br />

The main purpose of a business<br />

is to make money. When providing a<br />

social service and having to deal with<br />

very subjective factors, intangible costs<br />

such as a child care area, underwater<br />

illumination or free newspapers could<br />

seem superfluous but will make the<br />

difference between outstanding marina<br />

service and average service. A marina<br />

loses its good name much faster<br />

than it takes to climb back to the right<br />

standards, and usually it is many small<br />

details that generate bad feeling among<br />

customers and bring down the marina’s<br />

good name.<br />

When marina operators (at all levels)<br />

are trained in the core subjects of<br />

the business, they can assess every<br />

situation faster and better. And by<br />

receiving a homogeneous level of<br />

attention, the customers will not only<br />

feel helped but also protected. They will<br />

not prefer to be helped by employee<br />

A or B or F as everybody is good.<br />

This makes them feel comfortable and<br />

valued, and at home away from home.<br />

Training<br />

This is missing in most organisations.<br />

Courses are given. People are<br />

educated. But the missing link is how<br />

to get that new knowledge out in the<br />

field.<br />

Here’s a simple analogy: can you<br />

imagine doing only the theory lessons<br />

in order to get your driving licence? At<br />

a higher level, newly qualified doctors<br />

must help experienced doctors before<br />

they can treat patients themselves.<br />

Pilots must fly accompanied by an<br />

instructor, then undertake some hours<br />

solo but instructor controlled, before<br />

they can fly with passengers. <strong>Mar</strong>inas<br />

are full of potential situations when<br />

personnel must act almost on mental<br />

autopilot. People falling in the water,<br />

customer medical emergencies,<br />

fire and handling bad weather, are<br />

situations that do not often announce<br />

themselves and follow Murphy’s law: if<br />

it can go wrong at the worst moment,<br />

it will.<br />

The only way of preparing personnel<br />

(and sometimes customers) is by<br />

training. Drills can be organised for<br />

almost any situation. Customers can<br />

participate (e.g. evacuating a building).<br />

A fire drill acquires real status<br />

with the help of propane burners,<br />

which will make the participant<br />

feel real heat and choke on the<br />

gases if trying to extinguish the<br />

fire when approaching it from<br />

downwind. These are lessons one<br />

does not forget. Other situations<br />

include getting a person who is<br />

temporarily disabled from a boat.<br />

You can stage a fuel spill both on<br />

land and in the water (in the water<br />

this is done by spreading popcorn<br />

on the surface). You can jump in<br />

the water fully clothed and bring a<br />

shocked person to safety. You can<br />

pump out a sinking boat.<br />

Most fire brigades are willing<br />

to assist with such drills as they<br />

would probably be involved if a<br />

real situation arose. This adds<br />

the knowledge of how long it<br />

takes to get help, and where the best<br />

access points are for help, be it fire<br />

trucks, police cars or ambulances (e.g.<br />

avoiding small gates, tight curves etc.)<br />

and how vehicles best circulate when<br />

inside the boundaries of the property.<br />

In the EU, drills involving the EU<br />

emergency number 112, for fire brigade<br />

and harbour authorities are encouraged<br />

and sometimes compulsory.<br />

Certification<br />

There are different levels of certification.<br />

Some are local, some nationwide and<br />

others are international.<br />

All certifications offer instant<br />

acknowledgement of a level of quality,<br />

safety and experience. When you<br />

see the ISO 9001 logo, you know<br />

that the bearer follows a procedure<br />

of controls and training that is<br />

logged and kept for reference.<br />

In the marina world there are<br />

regional certifications (e.g. the<br />

USA Clean <strong>Mar</strong>inas), national<br />

ones (e.g. Ports Propres in France)<br />

and internationally recognised<br />

ones like Gold Anchors, which<br />

have a good reputation and have<br />

been accepted by marinas all over<br />

the world.<br />

But Gold Anchor relies on<br />

subjective valuations and a<br />

system of points. Much of the<br />

judgement is left to the auditor,<br />

who sometimes lacks a true “black<br />

or white” reference base. All<br />

decisions left to human judgement<br />

are like that. This does not mean<br />

that the certification is wrong, it means<br />

that is was created and runs on less<br />

specific bases and definitions, and it is<br />

recognised at a smaller group level.<br />

ISO certifications on the other hand<br />

are recognised as devoid of any human<br />

input. This sounds mechanical but<br />

it has great strength as well defined<br />

references generate trust. British<br />

Standards (BS), USA and international<br />

UL and ASTM are other certifications<br />

that are adopted worldwide. They are<br />

specified in exactly the same way for<br />

the whole world. All bodies certified<br />

under ISO 14001 fulfil exactly the same<br />

conditions in environmental control,<br />

for example, be it in Alaska, India or<br />

Argentina. And it is recognised by<br />

all governments.<br />

If you read on a label ‘Made in<br />

DE’, AU or DK, you know that it<br />

means a product was made in<br />

Germany, Australia or Denmark<br />

respectively. That’s thanks to ISO<br />

3166, Codes for the representation<br />

of names of countries and their<br />

subdivisions. ISO was set up<br />

in 1945 as an association of<br />

25 countries. Its first standard<br />

was for units of measure. Today<br />

ISO covers 162 countries and<br />

has issued more than 19,000<br />

standards, one of the latest being<br />

the ISO 13687 Yacht Harbours<br />

- minimum requirements. Three<br />

follow-ups are in the offing.<br />

The triad<br />

The important message is that the<br />

three topics under discussion –<br />

education, training and certification<br />

- are not isolated, but complement<br />

each other. But they do not have to<br />

be taken to extremes. On the contrary,<br />

a good strategy is to start with basic<br />

education supported by training, and try<br />

a self-audit of a certification with which<br />

you think you can be comfortable. Not<br />

every university graduate becomes<br />

a doctor or wins a Nobel Prize.<br />

Everything should be approached<br />

with appropriate measure and speed<br />

according to the needs of each specific<br />

marina.<br />

GMI and PIANC sign<br />

collaboration agreement<br />

The Global <strong>Mar</strong>ina Institute (GMI) and PIANC, the <strong>World</strong> Association<br />

for Waterborne Transport Infrastructure, have signed an agreement of<br />

cooperation to enhance the training of marina managers, designers and other<br />

marina professionals for best practice. The agreement was signed by Mick<br />

Bettesworth, GMI chairman, and Louis Van Schel, PIANC secretary-general.<br />

GMI and PIANC will specifically be<br />

working together to ensure greater<br />

alignment of the GMI Intermediate<br />

and Advanced marina management<br />

courses and the PIANC <strong>Mar</strong>ina<br />

Designer training programme. GMI<br />

will look to use PIANC guidance and<br />

expertise in the continued development<br />

of its courses.<br />

Commenting on the agreement, Mick<br />

Bettesworth said: “The opportunity<br />

to work more closely with PIANC will<br />

enable GMI to continue to provide<br />

internationally relevant marina training<br />

and certification across the world.”<br />

Louis Van Schel added: “This MoU<br />

follows others signed by PIANC with<br />

the main organisations of professionals<br />

interested in the marina market. This is<br />

very important under social, economic<br />

Hands-on training for fire<br />

and pollution emergencies<br />

As part of its safety policy and the process of putting its Plan for Emergencies<br />

in place, STP Shipyard Palma carried out an emergency drill in February that<br />

included a toxic spillage into the sea, a fire on board a moored boat and the<br />

rescue of an injured person. The drill brought staff up to date with current<br />

knowledge and enabled them to practice coordination, speed of response and<br />

fire-extinguishing techniques.<br />

During the drill, STP pioneered a<br />

new digital communications system,<br />

which made it possible to alert all<br />

departments via an alarm signal and<br />

establish a channel for coordinating the<br />

emergency.<br />

Prior to the day, staff from various<br />

departments who work<br />

every day on the shipyard<br />

hard standing, reviewed<br />

the Plan for Emergencies<br />

in order to receive<br />

theoretical training and<br />

also had practical training<br />

in how to care for injured<br />

people in emergencies<br />

and how to use<br />

emergency resources.<br />

While the theory<br />

centred on reviewing past<br />

drills and going through<br />

the guidelines in the<br />

self-protection manuals<br />

for the various teams of<br />

staff, the practical work<br />

trained them in the use<br />

of equipment such as the fire engine to<br />

deal with an emergency. Finally, the drill<br />

gave all staff members an opportunity<br />

to demonstrate their reaction and<br />

coordinating abilities and to assess the<br />

effectiveness of the exercise by logging<br />

timings.<br />

of view. In this regard, the MoU aims<br />

to enforce a truly educative network<br />

programme to enhance best practice<br />

in developing safe and sustainable<br />

infrastructure, avoiding substandard<br />

Also important was the work done to<br />

coordinate with external organisations:<br />

the Balearic Islands Ports Authority;<br />

Palma Fire Brigade; Harbourmaster;<br />

Civil Guard; and Balearic Islands<br />

Emergency Service - 112, all of which<br />

took part.<br />

At the end of the drill, the<br />

participants discussed all that had<br />

taken place with Andreu Munar,<br />

the training manager of Palma<br />

Fire Brigade, and his team. It was<br />

illuminating for those present to<br />

observe how, in response to an<br />

emergency, an organised chain of<br />

action takes place: from putting out<br />

the fire, to keeping the boats on the<br />

water safe, to protecting bystanders<br />

from harm, and also looking after<br />

staff members who<br />

are responding to<br />

the emergency, with<br />

constant support from<br />

the Occupational Risk<br />

Prevention team to avoid<br />

accidents.<br />

Foundation launched to boost<br />

boating and employment<br />

A not-for-profit marine industry initiative - The <strong>Mar</strong>ine Industry Foundation<br />

(MIF) - has been established to broaden community access to the benefits of<br />

recreational boating and to assist employment within the marine industry.<br />

First discussed in 2014 by prominent<br />

marina industry businessman and<br />

former <strong>Mar</strong>ine Industries Association<br />

(MIA) chairman and director Jeff<br />

d’Albora, it has received unanimous<br />

support from the boards of the MIA and<br />

the Boating Industry Alliance Australia<br />

(BIAA).<br />

MIF is registered by the Australian<br />

Charities and Not for Profit Commission<br />

and is a joint venture initiative of the<br />

MIA and the BIAA. Its activities are<br />

directed by a board comprising Jeff<br />

d’Albora, MIF chairman; the MIA<br />

president; and the BIAA chairman.<br />

The public officer is the MIA executive<br />

officer.<br />

An initial AU$50,000 in funding<br />

to establish the Foundation was<br />

provided by Jeff d’Albora with a further<br />

AU$200,000 available to be matched by<br />

other donors on a dollar for dollar basis.<br />

BIAA chairman Darren Vaux said<br />

the Foundation will be seeking support<br />

from both the marine industry and<br />

the boating community. “Industry and<br />

boaters appreciate the economic, social<br />

and recreational benefits of boating.<br />

Donations to the Foundation will flow<br />

into programmes and scholarships<br />

enabling more people to benefit from<br />

A selection of Rolec’s ever popular Classic pedestals has been installed at<br />

West Quay Pontoons (above) in Poole, Dorset, UK, to provide services for<br />

Sunseeker vessels.<br />

The installation comprised 750mm<br />

Rolec blue Classic pedestals with a<br />

mixture of 16amp, 32amp and 63amp<br />

sockets, 1/2in and 11/2in water taps<br />

and LED illumination. They will service<br />

over 20 Sunseeker boats that have<br />

been sold and are awaiting collection<br />

by their new owners.<br />

install further Rolec products in addition<br />

to the pedestals. These include mains<br />

and shore isolation panels, distribution<br />

units and low level emergency cabinets.<br />

Grupo Lindley companies that<br />

are targeting Spain as an area of<br />

growth for their harbour and marina<br />

equipment activity have signed a<br />

three-year exclusive distribution<br />

agreement with Rolec Services for all<br />

Spanish territories.<br />

The contract was signed by Spanish<br />

company Almarin to reinforce its range<br />

of marina products. Almarin will support<br />

Lindley in developing products such<br />

as power and water service pedestals,<br />

pump-out units, and more, for marinas in<br />

the Iberian Peninsula.<br />

Lindley is a turnkey marina and<br />

harbour equipment supplier that has<br />

been Rolec’s distributor in Portugal since<br />

1997. Both Lindley and Almarin are part<br />

of Grupo Lindley, a marine equipment<br />

The Leonardo pedestal, launched last year by Italian<br />

company MGA, has been further refined and patented.<br />

Key features include low maintenance, system versatility<br />

and the opportunity for marina operators to generate<br />

income beyond the usual charges for electricity and<br />

water.<br />

As Leonardo is a modular<br />

system, the types of<br />

electrical sockets – two or<br />

four from 16amp to 250amp<br />

– can be changed at will<br />

without having to move<br />

or replace the pedestal.<br />

Electrical boxes can be<br />

replaced and repositioned<br />

with the pedestal angled<br />

backwards but in situ.<br />

Empty electrical boxes<br />

can be inserted during the<br />

winter and thus protect the<br />

pedestals from wear and<br />

tear, theft and vandalism.<br />

When faulty boxes are<br />

SECTION II: PURPOSE OF PUBLIC SERVICE<br />

DELEGATION<br />

II.1) Title of public service delegation<br />

Operation, maintenance and management of the Vauban marina,<br />

including execution and financing of works, the main aspects of<br />

which are described in the document defining the service quantities<br />

and qualities.<br />

II.2) Text in application of which the agreement is concluded:<br />

The hereby public service delegation procedure is governed by<br />

articles L.1411-1 and subsequent articles, and article R.1411-1 and<br />

subsequent articles of the general territorial authority code (CGCT).<br />

The chosen tendering procedure is an open procedure, i.e. the<br />

Municipality will send the document defining the characteristics of<br />

the services to all applicants making known their intention to submit<br />

a bid in accordance with jurisprudence of the Council of the State<br />

(CE, 15 December 2006, no. 298618, “Corsica Ferries”).<br />

The bid submitted no later than the deadline for receipt of tenders<br />

specified in section IV.4 “Deadline” is an initial bid.<br />

This bid will then be freely negotiated according to the proceedings<br />

stipulated in articles L 1411-1 and subsequent articles of the CGCT.<br />

II.3) Purpose of the delegation:<br />

The purpose of the hereby public service delegation is to assign<br />

operation, maintenance and management of the Port Vauban marina<br />

public service to a delegatee, including execution of works and their<br />

financing.<br />

At present, the 1,642 berths at PORT VAUBAN, over an area of<br />

460,000 m2 (320,000 m2 of water surface and 140,000 m2 of earth<br />

platforms and quays), are allocated as follows:<br />

– 749 leased berths, of which 19 are for very large yachts and<br />

were built in the framework of an establishment concession by<br />

IYCA and 104 berths built in the framework of an establishment<br />

concession with SAPA;<br />

– 337 public berths;<br />

– 556 berths assigned to general interest missions related to the<br />

sea.<br />

At present the 19 berths for very large yachts are operated within<br />

the framework of an agreement by the IYCA company. This agreement<br />

will terminate when the public service delegation concluded<br />

upon completion of the procedure takes effect, and the berths will<br />

therefore be operated by the future delegatee.<br />

The ambition asserted through the launch of this public service<br />

delegation procedure is to make Port Vauban the worldwide leader<br />

in terms of marinas.<br />

Port Vauban will be the coastline for the SOPHIA ANTIPOLIS science<br />

and technology park and its natural outlet onto the Mediterranean<br />

Sea. It will also incorporate a sustainable development aspect,<br />

bearing in mind Port Vauban has already been awarded the “Clean<br />

Port” label.<br />

It will therefore combine a very high level of service capable of<br />

contributing to running and developing the marina, with new information<br />

technologies and state-of-the-art ecological and environmental<br />

standards.<br />

For this purpose applicants are expected to propose their vision<br />

of a marina for the 3rd millennium, and particularly the new marina<br />

services and facilities making it possible to improve operation of<br />

the marina, with respect to the level of requirement defined by the<br />

Municipality (therefore concerning architecture, urbanism, functionality,<br />

ecology, the latest technologies in particular NICTs, and a high<br />

level of service for users).<br />

As a minimum they will therefore propose:<br />

– renewal of the careening zone;<br />

– creation of a yacht club;<br />

– strengthening of the ramparts;<br />

– updating of the parking facilities;<br />

– overhaul of the current IT architecture and interconnections.<br />

Consequently, it will be the applicant’s responsibility to propose<br />

engineering structures, buildings and facilities relating to operation<br />

of the marina, or capable of contributing to running and developing<br />

the marina, according to the geographical perimeter of the future<br />

public service delegation, at least one of which will be the minimum<br />

perimeter (at least one bid must be presented for this perimeter).<br />

The applicants shall be given the possibility (not obligatory) to<br />

propose extended perimeters.<br />

In addition this project will also include consideration of the launch<br />

of a costed analysis for extension of the infrastructures for very large<br />

yachts in the context of decision support provided to the delegating<br />

authority for the future prospects of the marina’s development.<br />

If the feasibility study demonstrates it is possible to carry out such<br />

an extension, and provided the administrative authorisations are

obtained and that the Municipality decides to carry it out, an amendment<br />

allowing construction of the said extension may be agreed<br />

upon.<br />

This project shall not generate an increase of more than 10 % in<br />

the number of berths in the marina, and the duration of public<br />

delegation shall not exceed the maximum period indicated in article<br />

R5314-30 of the Transport Code.<br />

Duration:<br />

The delegation’s duration is between 20 and 25 years, as from the<br />

date the agreement comes into effect, corresponding to an envisaged<br />

date of 1st January 2017.<br />

Financial terms and conditions:<br />

Article L. 1411-1 of the CGCT stipulates that the delegatee’s<br />

remuneration is substantially linked to the results of operation of<br />

the assigned public service, according to the principle of operation<br />

being at the risks and perils of the delegatee. Details of the<br />

delegatee’s remuneration are specified in the document defining the<br />

service characteristics.<br />

Since an important asset belonging to the Municipality of ANTIBES<br />

JUAN-LES-PINS and the inhabitants of Antibes is at stake, the<br />

Municipality intends to enhance the value of this asset to the<br />

maximum extent with regard to the advantages of all and any<br />

types benefiting the future operator who will occupy the public<br />

port domain, by requiring the payment of fees, in particular those<br />

stipulated in article L 2125-3 of the General Code for Public Entity<br />

Ownership.<br />

These fees will originate from the bids made by the applicants. The<br />

applicants must include all the revenues resulting in particular from<br />

the occupation fees collected by the delegatee, from the income<br />

derived by virtue of transfers of ownership authorised in application<br />

of applicable legislation, and on the turnover from contractual operations<br />

in any form whatsoever.<br />

The operator will also pay entry fees for purchase of the management<br />

concession between the Municipality and SAEM, and early<br />

termination of the establishment concession between the Municipality<br />

and the IYCA company, as well as all the non amortized<br />

investments concerning the delegated perimeter.<br />

These modalities are specified in the document defining the service<br />

quantities and qualities.<br />

It is specified in the present operating conditions that the turnover<br />

emerging exclusively from the SAEM income statement for Port<br />

Vauban is € 7,374,405 in 2014 and for that of the IYCA company this<br />

figure is € 2,294,277.<br />

It should be specified that if the conditions are fulfilled, the applicant<br />

may offer use guarantees, while specifying in its bid whether in this<br />

case it intends to limit the duration of these use guarantees to that of<br />

the public service delegation, and the modalities for implementation<br />

of these guarantees.<br />

SECTION III: PARTICIPATION<br />

REQUIREMENTS<br />

The list of applicants, whose bids will be examined, shall be drawn<br />

up following analysis of their business and financial guarantees, their<br />

compliance with the obligation to employ disabled personnel stipulated<br />

in articles L.5212-1 to L.5212-4 of the Labour Code, and their<br />

capacity to ensure continuity of public service and equal treatment<br />

of users of the public service.<br />

For this purpose, the applicants must present the application documents<br />

indicated in sections III.1, III.2, III.3 and III.4 or the equivalent<br />

documents.<br />

If foreign applicants not established in France are not given a certificate<br />

by the administrations and organisations of the relevant country<br />

upon payment of taxes, duties and social security contributions, they<br />

must produce an affidavit performed before a judicial or administrative<br />

authority of the said country.<br />

III.1) Specific situation of economic operators, including requirements<br />

with regard to registration on the trade or business<br />

registry:<br />

– A letter of application (applicants must indicate their name and<br />

company name, the address of their head office, the company<br />

history).<br />

– A DC1 form, duly completed and signed.<br />

– A DC2 form, duly completed.<br />

– Power of attorney for the person or persons authorised to act in<br />

the name of the company or group.<br />

– An “extrait Kbis” or equivalent document dated less than 3<br />

months previously for physical persons or legal entities that<br />

started their business less than a year ago, a receipt from a<br />

business creation centre for registration of a business.<br />

– A declaration by the individual applicant or member of the<br />

group completed in all its sections obligatorily providing all<br />

the information concerning the judicial situation of the business.<br />

If the business is in receivership, a copy of the rulings<br />

pronounced to this effect.<br />

III.2) Economic and financial capacity:<br />

– For economic operators for whom it is obligatory to draw up<br />

balance sheets: the balance sheets, income statements and<br />

certified appendices (CERFA no. 2050 to 2059-G) or equivalent<br />

documents, from the last three financial periods (or solely the<br />

terminated financial periods if the business was created less<br />

than three years ago). If the applicant is a subsidiary company,<br />

the financial information (balance sheets and income statements)<br />

must also be provided by the parent company.<br />

– For economic operators for whom it is not obligatory to draw up<br />

balance sheets: any document making it possible to establish<br />

the financial and economic capacities.<br />

– The insurance certificates in particular as far as concerns<br />

insurance covering civil and professional liability (specifying the<br />

amount of cover in euros), that the applicant or each member of<br />

the group benefits from.<br />

III.3) Technical and professional capacities:<br />

– A sworn statement concerning the applicant’s workforce and<br />

the number of supervisory personnel for each of the last three<br />

years, or since the date the business was created if the business<br />

was created less than three years ago, as well as the<br />

material means and technical equipment at the applicant’s<br />

disposal to perform services of the same type.<br />

– A memorandum (written document) presenting the applicant’s<br />

technical capacities including its references acquired in the<br />

domain concerned by the delegation or in a comparable<br />

domain and/or any and all other references or information<br />

capable of demonstrating its capacity to accept the public<br />

service delegation concerned by the hereby notice (comprising<br />

the list of the main services performed over the last 3 years or<br />

since the date on which the business was created, indicating<br />

the amount, date and the private or public sector recipient), to<br />

provide continuity of the public service, equal treatment of users<br />

of the public service, reception of the public during the operation<br />

period, as well as preservation of the domain.<br />

III.4) Combat against illegal employment<br />

In addition, in order to comply with the provisions of article 8 of<br />

decree no.97-638 of 31 May 1997 in application of law no.97-210 of<br />

11 <strong>Mar</strong>ch 1997 relating to strengthening of the combat against illegal<br />

employment, the applicants must also present:<br />

– A duly completed NOTI2 form.<br />

Businesses in the process of being incorporated or newly created<br />

can submit a tender in the same way as existing companies.<br />

However, although a company in the process of being incorporated<br />

is permitted to be an applicant, the business creation project must<br />

be sufficiently well advanced to make it possible to establish the<br />

characteristics of the future company, as well as its professional and<br />

financial guarantees. It must therefore provide its signed articles<br />

of association. It is also required to provide the required fiscal and<br />

social security certificates. The attestations to be provided by all<br />

shareholders of the company in the process of incorporation must<br />

be provided by all shareholders of the future company, whether they<br />

are legal entities or physical persons. In the latter case, the fiscal

attestation to provide relates to income tax. Finally, notwithstanding<br />

communication of the fiscal and social security attestations (if necessary<br />

also the income tax attestation), the company in the process<br />

of incorporation must communicate the information relating to the<br />

financial guarantees and capacities that it will be endowed with for<br />

performance of the contract.<br />

Group candidacies are permitted. The group proxy and its<br />

co-contractors must be joint and several. A single business cannot<br />

simultaneously present an individual application and one or more<br />

group candidacies. Groups must remain intangible throughout the<br />

duration of the consultation. In the event of a response in the form of<br />

a group, all of the above-mentioned documents must be provided<br />

for each business in the group. The letter of application will specify<br />

the identity of the group’s proxy. The powers of attorney given to the<br />

proxy to represent its co-contractors will be attached to it.<br />

Businesses who wish to present their application in the form of<br />

a group of economic operators must each take responsibility for<br />

completing and signing the DC1. The other required documents will<br />

be supplied by each member of the group. Businesses that have<br />

decided to constitute a group of candidacies must choose one of<br />

the companies in the group, designated in the DC1 as the proxy, to<br />

represent them before the delegating authority and also to coordinate<br />

the services performed by group members. The imposed form,<br />

after the award, will be the solidarity group. Provided it is authorised<br />

to do so by its co-contractors in the DC1, the proxy can sign the<br />

public service delegation agreement in the name of all the grouped<br />

businesses. According to competition law, the group of businesses<br />

must not violate the rules for transparency and free competition. This<br />

requirement prohibits the concerned businesses from presenting<br />

bids in several guises, acting both as individual applicants and<br />

members of one or more groups.<br />

To provide proof of the professional, technical and financial capacities<br />

of other economic operators on which it is relying to present its<br />

application, the applicant presents the same documents relating<br />

to this economic operator as those it is required to produce by the<br />

awarding authority. In addition, to prove that the capacities of this<br />

economic operator are at its disposal to perform the services, the<br />

applicant must provide a written undertaking from the economic<br />

operator.<br />

Any additional document can be sent at the applicant’s discretion,<br />

enabling the municipality to better appreciate the applicant’s professional<br />

and technical capacities.<br />

Before proceeding with analysis of the candidacies, if the municipality<br />

observes that documents the presentation of which is required<br />

are missing or incomplete, it may require all the relevant applicants<br />

to complete their application within an identical period for all. It may<br />

require applicants that have not given proof of their legal capacity<br />

enabling them to submit their application to regularise their application<br />

in the same conditions. It will then inform the other applicants of<br />

this requirement, who will be entitled to complete their application<br />

within the same period.<br />

The project, covering 600 berths,<br />

is being undertaken in stages. “We<br />

have just completed two new jetties<br />

and upgraded two others,” Rob<br />

Vrancken confirms.<br />

From <strong>2016</strong> onwards, the owners<br />

will work on four further new jetties<br />

offering 350 berths. These will be<br />

completed in four stages over a four<br />

year period. The remaining jetties<br />

will then also receive an upgrade.<br />

back to the 1970s, upgrades are<br />

distribution cabinets. “Measuring<br />

and managing power consumption<br />

via Kick 3000 is a godsend for us<br />

when we need to keep over 600<br />

connections in place. Not only can<br />

we turn all connections on and off<br />

from the harbour office but we can<br />

also take the meter readings. We can<br />

set the desired amperage at each<br />

berth.”<br />

The Vrancken brothers went to<br />

much effort when planning the marina<br />

upgrades and included customer<br />

feedback in their final decisions.<br />

“Before starting the work, we set up a<br />

trial jetty. You can talk a lot about what<br />

you want to do in terms of innovation<br />

but with a trial jetty guests could<br />

immediately see and feel what the<br />

docks would be like in the future.”<br />

an exclusive private island resort on Pedro Gonzalez, the third largest island of<br />

the Pearl Islands in the Pacific sector of Panama.<br />

The first phase of the 400ha (988.4<br />

acre) site includes a private marina,<br />

luxury beach club, residences and<br />

airport. A second marina with capacity<br />

for over 300 boats is planned in a<br />

second phase of construction. This will<br />

also see the development of an urban<br />

centre that is expected to be the hub of<br />

island life, with boulevards, restaurants<br />

and small shops.<br />

The project has generated more than<br />

2,000 jobs and will contribute to the<br />

development of this part of Panama.<br />

The contribution to the local economy<br />

is expected to continue over the next<br />

30 years, during the operation of the<br />

current development as well as the<br />

planned future expansion.<br />

Ronautica <strong>Mar</strong>inas, via<br />

Tecnopuertos – its representative in<br />

Central America and the Caribbean<br />

– and in collaboration with Aquatica<br />

Engineering was chosen as the prime<br />

contractor for the private resort marina.<br />

The company was also granted the<br />

piling contract for which it mobilised its<br />

RO-800 pilot floating pontoon and 13<br />

specialist staff.<br />

The assembly of<br />

pontoons mainly<br />

involved the fitting of floats but also<br />

included fitting fenders and pontoon<br />

connector units.<br />

The assembly tasks were undertaken<br />

on the mainland as there was<br />

insufficient space on Pedro Gonzales<br />

Island to put the components together.<br />

Assembled products were moved by<br />

lorry to the port and loaded onto barges<br />

provided by the Pearl Island ferry<br />

service.<br />

Ronautica selected Inmare dock<br />

fenders for the project on the basis<br />

that they offered maximum protection<br />

whilst helping to retain the good<br />

overall appearance of the system. Two<br />

versions were chosen – 144 Big Fender<br />

and 234 Doppio Zero – both designed<br />

and made in Italy.<br />

Inmare fenders are manufactured<br />

using a special ethylene vinyl acetate<br />

(EVA) compound that is non-toxic and<br />

eco-friendly. They are durable and UVresistant<br />

and do not stain or scratch<br />

hulls. This is the second ‘Pearl’ contract<br />

for Inmare as the company supplied<br />

fenders in 2011 for another exclusive<br />

project – the Pearl in Qatar.<br />

When the fully protected pontoons<br />

were in place, US-based Accmar<br />

Accmar<br />

launches<br />

Ikatere<br />

Ikatere is the latest power<br />

pedestal to be launched by US<br />

company Accmar. It is named<br />

for a fish god in Polynesian<br />

mythology who is father to all sea<br />

creatures including mermaids.<br />

Available in marine grade<br />

aluminium or stainless steel grade<br />

304 or 314, the pedestal comes in<br />

either white or bronze as standard<br />

with custom colours available.<br />

Electrical sockets are IP44 and<br />

IP67 from 30amps single phase up<br />

to 200amps three-phase and adhere<br />

strictly to the UL 231 standards<br />

guideline. All receptacles have LED<br />

lights, which are offered in amber,<br />

blue and green.<br />

M-Tech <strong>Mar</strong>ine Technologies has supplied 36 of its 1100mm XL marina service<br />

pedestals for recently expanded Hamilton Island <strong>Mar</strong>ina (above) near the Great<br />

Barrier Reef, Australia.<br />

The pedestals were manufactured<br />

with outlets ranging from 15amp single<br />

phase to 63amp three-phase but, with<br />

the near future in mind, are internally<br />

wired for the introduction of 125amp<br />

three-phase outlets.<br />

All of the electricity and water outlets<br />

are monitored by M-Tech approved<br />

meters for primary and sub-billing<br />

purposes within Australia. They also<br />

feature the new M-Tech 42 Chip 360°<br />

LED lamp.<br />

In association with Keco, the<br />

company also completed manufacture<br />

and supply of a phase one state of the<br />

art pump-out facility (below) for awardwinning<br />

The first batch of units comprises 900<br />

30 galls/min, super-efficient motors,<br />

M-Tech will continue to expand and<br />

perfect its product range throughout<br />

<strong>2016</strong> and will be introducing a new<br />

department solely dedicated to<br />

industrial pumping equipment. Existing<br />

products include a cutting edge<br />

diagnostic web-based dashboard.<br />

The MS1 synchronises data with the<br />

M-Tech secure web-based software<br />

application. This allows subscribers<br />

to monitor and manage equipment<br />

from any web-enabled computer or<br />

device. Subscribers can manage<br />

multiple pumping locations, tanks,<br />

floating toilets, or other equipment via<br />

a single web page. Integrated Mapping<br />

MS1 locations are overlaid using an<br />

integrated mapping feature, which<br />

provides real-time equipment status.<br />

Two years after UK company <strong>Mar</strong>icer<br />

completed delivery of a batch of<br />

Europa service pedestals to the<br />

Banana Island project in Qatar, it has<br />

received a follow-up order.<br />

The original contract was for mixed<br />

specifications, ranging from 16amp<br />

single phase outlets through to 250amp<br />

three-phase units. All featured antisurge<br />

protection and powder coated<br />

stainless steel housing.<br />

<strong>Mar</strong>icer believes the second order is<br />

due to the reliability and durability of the<br />

products supplied. Not a single spare<br />

part has been requested during two<br />

years of continuous service.<br />

Production of the new pedestals,<br />

ordered as part of a marina expansion<br />

phase, is under way and shipment is<br />

<strong>Mar</strong>ina Punat in Croatia has expanded and<br />

refurbished over the past ten years and has<br />

Plus pedestals for its 1,400 berths.<br />

Cooperation and partnership<br />

Italian dockside equipment specialist Plus <strong>Mar</strong>ine has further reinforced<br />

its presence on the market in Puglia, Italy, by delivering over 70 Smart K<br />

pedestals for the newly completed Porto Turistico di Otranto.<br />

The 417-berth facility, completed<br />

by Urbaning Srl as a sub-contractor<br />

to Rossi Renzo Costruzioni, was<br />

the result of a long battle between<br />

the Municipality of Otranto and local<br />

government regarding approvals and<br />

permissions. It has created over 100<br />

new job opportunities.<br />

Plus <strong>Mar</strong>ine has previously installed<br />

pedestals at a range of facilities in<br />

the Puglia region including 700-berth<br />

<strong>Mar</strong>ina di Manfredonia, 400-berth<br />

<strong>Mar</strong>ina di Polignano and 600-berth<br />

<strong>Mar</strong>ina di Brindisi.<br />

The company has also completed<br />

several recent contracts in Turkey,<br />

and in Croatia it continued a 10 year<br />

strong cooperation with <strong>Mar</strong>ina Punat<br />

in January by delivering 50 pedestals<br />

for its new shipyard area and ‘Brodica’<br />

project.<br />

The partnership started in 2007 when<br />

<strong>Mar</strong>ina Punat first decided to upgrade<br />

its 1,250 berths. In the first refit, over<br />

220 pedestals were supplied and follow<br />

up orders were placed virtually every<br />

year as refurbishment and expansion<br />

plans progressed. The marina now<br />

has 1,400 berths and welcomes over<br />

3,000 transient vessels in the summer<br />

months.<br />

“Enjoying almost ten years of<br />

cooperation with one of the most<br />

important marinas in Croatia is what we<br />

call a big success here at Plus <strong>Mar</strong>ine,”<br />

says sales manager Franco Ceroici.<br />

Projects in Turkey also owe much to<br />

previous success. Plus <strong>Mar</strong>ine won a<br />

contract to supply pedestals for a new<br />

marina project in Güllük as a direct<br />

result of its 60-pedestal delivery to Port<br />

Iasos in Kiyilislacik. Both projects are<br />

being undertaken by Egesu <strong>Mar</strong>ina,<br />

an investment firm set up by three<br />

brothers who are all keen yachtsmen.<br />

They have been actively involved in<br />

tour operations in the UK and property<br />

development in Turkey.<br />

Smart pedestals with integrated<br />

remote metering systems were ordered<br />

for both marinas and delivery for Güllük<br />

<strong>Mar</strong>ina is scheduled for the end of this<br />

month (<strong>Mar</strong>ch) when Plus will also ship<br />

out a total of 550 S700L pedestals<br />

for the new Atakoy Megayacht<br />

<strong>Mar</strong>ina Project and Atakoy <strong>Mar</strong>ina<br />

refurbishment in Istanbul.<br />

The Atakoy pedestals are of stainless<br />

steel, with Plus <strong>Mar</strong>ine’s integrated<br />

Epower metering system with Smart<br />

remote metering software and Smart<br />

View software. These give the operator<br />

total control of the pedestals from<br />

the marina office where an automatic<br />

transponder recharging machine with<br />

integrated credit card reader will be<br />

installed close to each of the front<br />

offices.<br />

Atakoy <strong>Mar</strong>ina also asked for an<br />

automatic heating system at each<br />

pedestal to avoid freezing water<br />

pipes during the winter. This system<br />

will be automatically activated when<br />

temperatures drop below 5°C (41°F).<br />

Glen Cove: Upcycling for success<br />

Located at a strategic crossroads in San Francisco Bay, California, Glen Cove <strong>Mar</strong>ina has access to windy sailing<br />

adventures in the west, and warm, leisurely cruising in the delta to the east. Glen Cove’s unique charm owes much to an<br />

ongoing mission to mix new and old. Charlotte Niemiec spoke to harbourmaster Rachael O’Keefe, to find out more<br />

If your Victorian-style lighthouse –<br />

purchased for a dollar – isn’t in quite<br />

the right place to take centre stage at<br />

a new marina, why not shift it? Over 60<br />

years ago, that’s exactly what Robert<br />

Hubert did. He bought the Carquinez<br />

Strait Lighthouse; a white lighthouse<br />

building built in 1909 and located<br />

off <strong>Mar</strong>e Island Strait in Vallejo, San<br />

Francisco. It was a 28-room structure,<br />

originally housing three keepers and<br />

their families, that eventually became<br />

redundant when the US Coast Guard<br />

automated the light and fog horn<br />

mechanisms. Hubert’s vision was to<br />

take this building and re-use it as the<br />

central focus of a new marina at Glen<br />

Cove.<br />

With hard work and creativity<br />

– an ethos that has endured over<br />

subsequent decades - the lighthouse<br />

was transported by barge to its current<br />

location. While the tower and lantern<br />

were sadly destroyed during the move,<br />

most of the original building remains<br />

intact. This contemporary “recycling”<br />

approach typifies the marina’s past,<br />

present and doubtless its future as it<br />

has been creatively modernised and<br />

landscaped to seamlessly meld old and<br />

new.<br />

Recycling and repurposing<br />

“We have always felt that landscaping<br />

was the best way to enhance the<br />

ambience of the marina to create a<br />

welcoming impression for everyone<br />

who visits,” says O’Keefe. “We<br />

prioritised this from day one. Whether<br />

it was moving ten of our mature canary<br />

palms with cranes or landscaping the<br />

walkways to the water, our goal has<br />

been to make the marina look and feel<br />

like a five-star resort.”<br />

In the spirit of reclamation, the<br />

entrance boasts a garden built into a<br />

boat, purchased from a local junk yard.<br />

Shortly after this, the Solano Rowing<br />

Club approached staff at the marina<br />

to make use of a 100-year-old rowing<br />

boat that was set to be scrapped. It was<br />

turned into a rose garden, which sits<br />

adjacent to the east garden.<br />

The marina has also built a brand<br />

new wooden deck that joins the east<br />

car park to the waterfront. “It has<br />

become a favourite outdoor area, a rest<br />

and relaxation spot,” O’Keefe says. “The<br />

deck is adjacent to the re-landscaped<br />

east lawn, with flowers blooming<br />

from end to end. The deck was also<br />

designed with a built-in garden and<br />

benches to take in the view.”<br />

The original docks were man-made<br />

in 1955. They have withstood the tests<br />

of time, weather and ageing. O’Keefe<br />

explains: “We have had to reinforce,<br />

reinstall and maintain them at times, but<br />

the sturdiness of the original docks has<br />

truly endured.”<br />

Minimum year-to-year maintenance<br />

has allowed O’Keefe to focus on<br />

landscaping and building. Last year,<br />

the office, café and extra storage<br />

space were fully renovated. The<br />

older and unused portions of the<br />

Victorian house were turned into a<br />

contemporary banquet room aptly<br />

called The Lighthouse. The 20-month<br />

renovation involved knocking out old<br />

walls, retrofitting the building, adding<br />

several structural beams, new electrics,<br />

plumbing, lighting and more. New<br />

hardwood floors were added throughout<br />

and a catering kitchen was installed.<br />

“As a finishing touch, we researched<br />

the historic colours of the building and<br />

re-painted to match. Then we added<br />

exterior lighting and new sconces to<br />

fulfil the new image,” O’Keefe reveals.<br />

Since opening last July, The<br />

Lighthouse has proved to be a popular<br />

location for reunions, birthday parties<br />

and weddings. Over 20 weddings were<br />

already booked for <strong>2016</strong> when <strong>Mar</strong>ina<br />

<strong>World</strong> went to press.<br />

A holiday building, available for<br />

hire, was also remodelled last year.<br />

Originally the harbourmaster’s quarters<br />

inside the marina building, it has been<br />

refurbished into a two-storey, fourbedroom<br />

house with two bathrooms,<br />

a formal dining room and full kitchen.<br />

Offering 2,400ft² (223m²) and sleeping<br />

up to ten, it is ideal for large families –<br />

or a single person looking for a quiet,<br />

peaceful getaway – and has received<br />

steady bookings.<br />

Modern services<br />

A relatively small marina, Glen Cove<br />

has 225 berths with sizes ranging from<br />

25 to 55ft (7.6 to 16.7m) – up to 70ft<br />

(21m) with side-ties. The majority of<br />

visiting vessels are sailboats, ranging<br />

from 34 to 40ft (10 to 12m). Occupancy<br />

during the summer months is 90% and<br />

dips only slightly to 80% during the<br />

winter. There is a waiting list for various<br />

different sized berths.<br />

The marina has utility pedestals at<br />

each end of the dock entrances and in<br />

the middle of walkways, and all berths<br />

have their own, separate individual<br />

meters. The marina has a 24/7 pumpout<br />

system available to both visitors<br />

and transient boats for free. Each<br />

berth comes with a free, fresh water<br />

spigot and a lockable dock box. The<br />

marina offers free WiFi and mailboxes<br />

with delivery services for live-aboard<br />

tenants. Shower facilities are available<br />

for all, along with a laundry room. Dry<br />

storage is available to house boats and<br />

trailers.<br />

There are very few security issues,<br />

as the marina has implemented a Dock<br />

Watch Programme with boaters and<br />

hires a professional patrol company. In<br />

addition to staff on-site to assist guests,<br />

“we have an excellent rapport with<br />

the Vallejo Police Department, Coast<br />

Guard and the Solano County Sheriff’s<br />

Department,” O’Keefe explains.<br />

Off the beaten path<br />

In the local area, there are two other,<br />

larger marinas, approximately ten<br />

nautical miles from Glen Cove. “We<br />

have a good relationship with these<br />

marinas,” O’Keefe says, “and we share<br />

mutual goals.” But Glen Cove is set<br />

apart from the competition by its rental<br />

facilities and unique landscaping.<br />

A “hidden gem”, Glen Cove is off<br />

the beaten path and surrounded by<br />

residential neighbourhoods. “I still<br />

become excited with the awe from<br />

visitors who never knew we existed and<br />

can’t help but be taken aback by the<br />

natural charm of the marina,” she says.<br />

Over the next decade, O’Keefe<br />

is aiming for Glen Cove to become<br />

the best small marina in the San<br />

Francisco Bay area. She is currently<br />

in the process of developing a charter<br />

business for <strong>2016</strong> and is excited to get<br />

this off the ground.<br />

O’Keefe started working at Glen<br />

Cove as the office manager six years<br />

ago. A year in, she took over the reins<br />

as harbourmaster. “This has been one<br />

of the most challenging and rewarding<br />

opportunities of my professional life; all<br />

the while learning about nautical rules,<br />

regulations, laws and the vast varieties<br />

of people every single day. I truly believe<br />

in Glen Cove <strong>Mar</strong>ina and I feel that has<br />

made all the difference in being able to<br />

invite and welcome people here.”<br />

Global sales for<br />

mooring solution<br />

Following its launch in late 2015 and introduction to the international market<br />

via <strong>Mar</strong>ina <strong>World</strong>, Pile Ring has received a great many enquiries from marina<br />

operators all over the globe confirms Pile Ring managing director, Tony<br />

Trueman. One of the most notable new customers is the American Naval Base<br />

Sailing Center in Norfolk, Virginia.<br />

Pile Ring is a clever, cost-effective<br />

mooring solution that really comes<br />

into its own at sites that are subject to<br />

ever changing tides or storm induced<br />

tidal surges, squalls or freak weather<br />

systems.<br />

Developed in New Zealand as an<br />

industry first, Pile Ring is a one-piece<br />

flotation device that provides monitorfree<br />

mooring with permanently tight<br />

lines. It thus protects boats and dock<br />

systems in all conditions and also<br />

reduces maintenance by alleviating the<br />

chafing of mooring lines on pilings and<br />

reducing the build up of marine growth.<br />

The solution is already being adopted<br />

for many southern hemisphere marinas<br />

and sales are now building elsewhere.<br />

“We are delighted with the response<br />

and positive feedback we have received<br />

since introducing Pile Ring to a wider<br />

international market,”<br />

Trueman says. “We were<br />

confident that more<br />

marina operators would<br />

see the added value and<br />

operational benefits.”<br />

One customer summed<br />

up the purchase rationale<br />

as follows:<br />

“Our purpose for the<br />

rings was to provide<br />

added value for our slip<br />

holders as an additional<br />

amenity as well as to<br />

protect our investment in<br />

the dock systems. Our slips are double<br />

slips, meaning that a pile separates the<br />

space between two concrete floating<br />

finger piers, with a boat on either side of<br />

(and sharing) that piling. One side of the<br />

boat is secured alongside the pier but<br />

boats are almost always also secured<br />

to the piling to breast off from the dock<br />

a little.<br />

“During storms and tidal surges,<br />

invariably huge strains come on the<br />

piling lines as they are not adjusted. The<br />

owners often cannot get to the marina<br />

in time to fix the situation and our staff<br />

often have to take corrective action<br />

before a line parts and docks and<br />

boats get damaged. [Pile Ring] provides<br />

added security for the boat owner and<br />

the marina.”<br />

Forklift with<br />

hydrostatic<br />

drive<br />

<strong>Mar</strong>ine Travelift officially launched<br />

its new M2000 marine forklift with<br />

hydrostatic drive at the <strong>2016</strong> Miami<br />

International Boat Show in mid-<br />

February.<br />

According to Jason Johnson,<br />

<strong>Mar</strong>ine Travelift’s North American<br />

director of sales, the new forklift is<br />

unique to <strong>Mar</strong>ine Travelift. “It enables<br />

the operator to have precise and<br />

variable control in forward and<br />

reverse, which is critical in tight<br />

quarters,” he said.<br />

The forward-reverse drive selection<br />

and speed control is located at the<br />

operator’s foot. This means the<br />

operator’s hands are free to attend<br />

to other operations and, when he or<br />

she presses the pedal, the machine<br />

responds accordingly.<br />

“It’s much more immediate than if<br />

you needed to move your foot from<br />

the gas pedal to the brake on every<br />

manoeuvre,” Johnson explained. “This<br />

provides superior load control and<br />

speed control, and it’s more simplified<br />

than traditional systems.”<br />

“We have extensive experience<br />

with hydrostatic drive through our<br />

<strong>Mar</strong>ine Travelift mobile boat hoists<br />

and our Shuttlelift mobile gantry<br />

cranes,” he continued. “It is important<br />

to us that we are able to offer it in<br />

the <strong>Mar</strong>ine Travelift forklifts also,<br />

so we can provide machines to our<br />

customers that will enhance ease of<br />

operations at their facilities. We’re<br />

determined to revolutionise the forklift<br />

industry.”<br />

Rock-free board and launch<br />

US company Cellofoam is receiving good reviews for its newly introduced ‘float on, float<br />

off’ kayak launching innovation ‘permalaunch’. A customised cradle design that can be<br />

mounted to fixed or floating docks, permalaunch takes up minimal water space while<br />

enabling easy, safe and stable boarding and launching of canoes, kayaks and stand up<br />

paddle boats.<br />

Portable dock<br />

system wins<br />

innovation award<br />

An innovative new portable floating dock system,<br />

developed and manufactured by Bellingham <strong>Mar</strong>ine, not<br />

only made an impressive debut at the Miami International<br />

Boat Show but also secured an Innovation Award from the<br />

National <strong>Mar</strong>ine Manufacturers’ Association (NMMA) and<br />

Boat Writers International (BWI).<br />

Bellingham’s portable dock<br />

system includes a number of<br />

innovative features that make<br />

the docks easy to install,<br />

anchor, run utilities through,<br />

remove, transport and store.<br />

that can be easily removed<br />

from the water during the<br />

off-season,” said Bellingham<br />

<strong>Mar</strong>ine general manager,<br />

The docks are designed<br />

with a high live load<br />

capacity and are rated for<br />

commercial use. The system<br />

is designed around five<br />

primary components that<br />

allow the dock modules to<br />

be connected and arranged<br />

in an infinite number of<br />

configurations much like a set<br />

of Lego. Movable and flexible<br />

anchorage points allow the<br />

docks to be anchored by<br />

pile or chain in a variety of<br />

locations. Purposeful use<br />

and placement of cleats,<br />

lifting hardware and other<br />

components make the docks<br />

easy to install, remove and<br />

stack for storage.<br />

committee comprised BWI<br />

product testing throughout<br />

the year and who have<br />

specific expertise in marine<br />

products and equipment. 77<br />

products were entered; 17<br />

winners were selected in 16<br />

categories.<br />

revives ‘first’ marina<br />

After over 30 years of service life, the marina system at<br />

<strong>Mar</strong>ina Uno on the north-east Italian coast in Lignano<br />

Sabbiadoro was subjected to a thorough inspection by<br />

Walcon Italy. All, aside from the ageing appearance of the<br />

timber decking, was deemed to be in very good condition.<br />

Golden Boat Lifts has introduced a custom-built<br />

product called Golden Deck Lift that offers dual<br />

benefits; secure 360°access to a floating vessel and<br />

above-water boat storage.<br />

the Italian Adriatic. It was<br />

design an exclusive dockside<br />

pedestal design. The<br />

resulting Lucciola module,<br />

manufactured in colourful<br />

onwards <strong>Mar</strong>ina Uno also<br />

replace the timber pontoon<br />

decking with Novowood<br />

Cleat-free option is<br />

safe and smart<br />

A stylish in-deck alternative to deck cleats will soon be available from US<br />

company CleatlessDock. The product is easily installed in new or existing<br />

decked pontoons/docks to sit flush with the decking.<br />

Manufactured from solid stainless<br />

steel polished trim with nylon deck<br />

boards, the product contains 15ft<br />

(4.5m) of premium nylon dock line and<br />

an internal line lock mechanism, and is<br />

bolted to three deck boards with eight<br />

stainless steel bolts. The user lifts the<br />

line lock latch, pulls out the line, ties off<br />

and closes the latch.<br />

In addition to offering a neat<br />

appearance, CleatlessDock is safer<br />

than cleats and lines on the dock<br />

surface and there is always a line<br />

available. There is no tripping hazard<br />

and, as the product is installed in<br />

the pontoon or dock and not on it, it<br />

lasts longer and is stronger than a<br />

Killing algae with environmentally damaging hypochlorites and bleaches could<br />

be a thing of the past thanks to newly released Oleonix <strong>Mar</strong>ine Algae Cleaner,<br />

a non-biocide that complies with HSE and Environment Agency guidelines.<br />

<strong>Mar</strong>ine Algae Cleaner works by<br />

breaking the bond between the growth<br />

and the surface of the infected material.<br />

The waste can then be rinsed away<br />

safely without damaging any plant life.<br />

Applications are normally effective<br />

for far longer periods than standard<br />

products and the cleaner also helps to<br />

prevent regrowth.<br />

The affected area is sprayed, lightly<br />

brushed and left to clean naturally over<br />

a tidal range or 24-hour period. Algae<br />

are normally removed by the action of<br />

the cleaner alone without the need for<br />

pressure washing or scrubbing.<br />
