<strong>28</strong> HOSTAGES OF THE KREMLIN | | Abduction <strong>of</strong> Eston Kohver by Russian special services from <strong>the</strong> territory <strong>of</strong> Estonia On 5 September, 2014, Estonian security police <strong>of</strong>ficer Eston Kohver was captured by Russian security services in <strong>the</strong> forest near <strong>the</strong> Luhamaa border crossing (Meremäe county, Estonia) and transferred to Russia, where he was later allegedly detained for espionage and illegally crossing <strong>the</strong> border. During <strong>the</strong> ‘detention’, Kohver’s weapon and recording equipment were seized. As explained by <strong>the</strong> Estonian side, in <strong>the</strong> border zone, Kohver was fulfilling a special mission — he was investigating a smuggling racket involving a Russian organised criminal group. In <strong>the</strong> place <strong>of</strong> <strong>the</strong> alleged meeting with an undercover informant, Kohver was seized by workers <strong>of</strong> <strong>the</strong> Russian special services. Immediately after Kohver’s arrest, Russian and Estonian border guards produced a protocol for trespassing, which was signed by <strong>the</strong> border guards <strong>of</strong> <strong>the</strong> two countries. According to <strong>the</strong> protocol, trespassing occurred both on <strong>the</strong> Russian and <strong>the</strong> Estonian side. This fact proves that Kohver was abducted from <strong>the</strong> territory <strong>of</strong> Estonia as <strong>the</strong> document registered violations committed by Russians at <strong>the</strong> Estonian border. This was followed by a violation <strong>of</strong> <strong>the</strong> Russian border by Estonians as <strong>the</strong>y made unsuccessful attempts to release Kohver. 84 The version <strong>of</strong> his abduction from <strong>the</strong> territory <strong>of</strong> Estonia is also supported by evidence <strong>of</strong> a struggle including marks which were consistent with him being dragged along <strong>the</strong> ground, as well as <strong>the</strong> explosion <strong>of</strong> stun grenades on <strong>the</strong> Estonian side <strong>of</strong> <strong>the</strong> border. 85 61 On 6 September, 2014, <strong>the</strong> Lefortovo Court <strong>of</strong> Moscow sanctioned <strong>the</strong> arrest <strong>of</strong> Eston Kohver. During <strong>the</strong> 72 hours after his detention, no diplomats were permitted to see Eston Kohver, which contravenes bilateral agreements between Russia and Estonia. 86 It was only on 9 September, 2014, that Eston Kohver first met with Estonian <strong>of</strong>ficials. Later, meetings were held twice a month in <strong>the</strong> presence <strong>of</strong> <strong>the</strong> FSB workers, who prohibited <strong>the</strong>m from discussing <strong>the</strong> details <strong>of</strong> <strong>the</strong> criminal case with <strong>the</strong> defendant. After his arrest, Kohver was held in <strong>the</strong> Lefortovo detention facility, known for its harsh conditions.
