• Increase allocation of budget to the Diplomatic Missions abroad to deal with the problem of<br />

migrant workers and to verify demand of foreign labor and also expand the such provisions<br />

in the major destination countries of Nepali foreign labor migrants<br />

• Strengthen the Safe Houses already established in countries of destination and expand in<br />

other major destination countries, especially in major destination countries of women<br />

migrant workers.<br />

• Facilitate to implement the NHRC Nepal and NHRC State of Qatar 10 points MoU entered in<br />

2015 to protect and promote the rights of Nepalese migrant workers in state of Qatar and<br />

facilitate to replicate such a MoU in other major destination countries<br />

• Increase support to rehabilitation centers run by NGOs and expand the rehab centers<br />

especially in highly trafficking prone districts<br />

• Strengthen the National/District Committees on Controlling Human Trafficking by ensuring<br />

the adequate budget, human resources and motivational issues<br />

• Effectively monitor whether the best interest of trafficked survivors has been served in the<br />

process of re-union with their community and the family<br />

• Ensure access to education, vocational training and income generating activities to the<br />

reintegrated trafficked survivors.<br />

• Encouraged skilled foreign labor migration and make mandatory provision of at least Three<br />

(3) Month vocational training to the potential migrants. It is required to support for<br />

providing vocational training to those who could not afford.<br />

Prosecution<br />

• Formulate the Act based on the Supreme Court Directive for protection of female workers in<br />

entertainment industry<br />

• Amend the HTTCA 2007 and FEA 2007 to deal with TIP in relation to foreign employment<br />

and effectively implement the HTTCA 2007 and Regulation 2008 and FEA 2007. Make<br />

required amendment in Immigration Act and Passport Act in line with human right<br />

protection of the victim for responding and dealing with trafficking and smuggling of person<br />

and undocumented migrants.<br />

• Strengthen WCSD at the national level and WCSCs at the district and local levels and make<br />

the more gender and human rights friendly<br />

• Make functional the high level coordination committee of MoHA, MoLE, Nepal Police and<br />

Attorney General formed in 2012 to effectively provide the justice to the victims<br />

• Strengthen the NJA to effectively conduct training/workshop to the judicial officials, judges,<br />

prosecutors and legal practitioners and expand the activities of NJA even outside of the<br />

Kathmandu valley.<br />

Information Needs<br />

• Maintain data on returnees, number of persons deported, number of persons on detention<br />

and their nature of problems, loss of life<br />

• Build up bilateral relations with Government of India to maintain data on the Nepalese<br />

workers heading for a third country via India<br />

• Conduct studies on these areas: study the situation of migrant workers through the<br />

household survey, situation of woman migrant workers in Gulf countries, study the TIP for<br />

marriage, for illegal organ extraction<br />

• Conduct rapid assessment to understand the magnitude of TIP after the Earthquake of Mid-<br />

2015.<br />
