5.4.3 Activities Carried Out by the Ministry of Women Children and Social Welfare (MoWCSW)<br />

in FY 2014/15 and FY 2015/16<br />

Formation and Mobilization of District Committees - The MoWCSW has already formed District<br />

Committees for Controlling Human Trafficking (DCCHT) in all 75 districts in the country. The District<br />

Committee is composed of representing from district level governmental line agencies, NGOs and<br />

civil society organizations. It is chaired by the Chief District Officer (CDO) and Women and Children<br />

Officer as the member secretary. The District Committees are responsible to formulate, implement,<br />

coordinate, monitor and evaluate anti-trafficking activities and programs in the districts.<br />

Some of District Committees like Morang and Sunsari have also formulated Five-Year District Plan of<br />

Action (2015-2019) based on NPA. Reviewing the District Plan of Action, it is found that they are in<br />

line with the National Plan of Action against Trafficking in Persons and include components of<br />

Prevention; Protection; Prosecution; Capacity Development; and Coordination, Collaboration and<br />

Networking. The District Plan of Action contains a matrix of national strategies and corresponding<br />

district level strategies and main activities to be carried out. The Plan of Action identifies main<br />

agencies and supporting agencies for the implementation of the strategies. One of the advantageous<br />

of these districts plan of action is that they are formulated with the wide engagement of key<br />

stakeholders like district level governmental agencies, Nepal Police, Media, Non-governmental<br />

organizations and private sectors. However, these Action Plans do not provide the estimates of<br />

budget required in order to implement each of the strategies and sources of funding.<br />

The following activities were carried out by the MoWCSW in FY 2014/15 are the following:<br />

• Prepared the Implementation Plan 2071 (2014) of National Plan of Action against Human<br />

Trafficking, especially women and children and the Implementation Plan has been in<br />

operation since October 6, 2014.<br />

• Amended the Annex 8 of Guideline for the Operation of the Rehabilitation Centers 2011<br />

(2068) (Standards of Rehabilitation expenses)<br />

• Published National Progress Report 2014 (2070) encompassing activities against TIP<br />

• Revision of the Village Committee for Controlling Human Trafficking Guideline (Formation<br />

and Mobilization) and Local Development Committee (Formation and Mobilization) 2014<br />

and initiated implementation from June 4, 2015.<br />

• Extended to the support of the trafficking survivors by extending the allocation of budget<br />

beyond Nepali Embassy to India and Nepali High Commission of Kolkata to Nepali Embassy<br />

to Thailand since 2014/15 for the rescue, repatriation of the trafficking survivors.<br />

• Published and disseminated a bulletin containing the profile of the organizations working<br />

against trafficking in persons in the country (address, working area, contact number).<br />

• Made provisions for the budget for the staff of the Nepali Embassy to India and High<br />

Commission of Nepal to Kolkata for brining trafficking survivors up to the border of Nepal.<br />

• Conducted an interaction program with the 35 representatives of 25 I/NGOs working against<br />

TIP aiming to extend the coordination and cooperation among the organizations on October<br />

31, 2014.<br />

• Conducted dissemination programs of the Implementation Plan of NPA against TIP in six<br />

places of the country and also organized two regional level workshops (175 participants).<br />

• Conducted one-day interaction program in Nepalgunj, Banke about the amendment of<br />

Human Trafficking and Transportation (Control) 2007 (60 participants).<br />

• Extended District Committee on Controlling of human trafficking in all 75 districts; and<br />

formed 134 VDCs/Municipality Committees.<br />

• Published Yatra Patrika (No. 3) on the occasion of the National Anti Trafficking Day.<br />

• Conducted different central level activities on the auspicious of National Anti Trafficking Day<br />

of (Bhadra 20, 2072 or September 6, 2015).<br />
