Competitive Design and Build Contract — Lisburn. Choice <strong>Housing</strong> Ireland<br />

Limited is seeking to appoint developers to provide land for the development of<br />

social, affordable and private housing. The land must be in the Lisburn area.<br />

Economic Operators must provide the land, design, construct and ensure<br />

completion of the scheme in accordance with, in relation to social housing, the<br />

Department for <strong>Social</strong> Development <strong>Housing</strong> Guide, the Contracting Authority's<br />

requirements and statutory body requirements. The Contracting Authority<br />

requires Economic Operators to put forward schemes which offer a high quality<br />

development and which broadly accord with the following housing mix: social<br />

housing; affordable housing; private rented accommodation; private<br />

accommodation for sale and/or shared ownership.<br />

The proposed sites must meet each of the following minimum requirements:<br />

Location: The site must be within the Lisburn Urban Area.<br />

Size: The site must be capable of providing at least 25 housing units in one single<br />

site.<br />

Ownership: The Economic Operator must own the site and be able to provide<br />

clear, non-encumbered title to the Contracting Authority or have an exclusive<br />

contract to unconditionally purchase clear, non-encumbered title and transfer<br />

this to the Contracting Authority. At PQQ stage, Economic Operators are simply<br />

required to confirm that they own the site(s). Demonstration of ownership will<br />

be addressed as a condition precedent to the Contract.<br />

Planning: Full planning permission for the proposed number of units which is<br />

valid for at least 24 months from the PQQP Submission Deadline; and/or Outline<br />

planning permission for the proposed number of units which is valid for at least<br />

24 months from the PQQP Submission Deadline; and/or The site(s) must be<br />

zoned for residential and/or mixed use to include residential.<br />

For the avoidance of doubt, Economic Operators are required to meet only 1 of<br />

the above requirements in relation to planning. In addition, the proposed<br />

development of the site(s) must be compliant with local planning policy and the<br />

Belfast Metropolitan Area Plan 2015 or Belfast Urban Area Plan or Lisburn Area<br />

Plan (as applicable).<br />

Following the conclusion of the Negotiation Stage, the Contracting Authority<br />

intends to enter into a conditional land sale agreement(s) with the most<br />

economically advantageous Economic Operator(s).<br />
