v. Participants<br />

The decision as to whe<strong>the</strong>r an expert network or a drafting team will be established will<br />

be discussed in WG 2.B. According to <strong>the</strong> general definitions of <strong>the</strong>se groups (cf.<br />

introduction of Annex 1), <strong>the</strong> following considerations apply.<br />

Drafting Team: participants can be recruited solely from <strong>the</strong> members of WG 2.B and<br />

no more than 10 persons will be needed in accordance to <strong>the</strong> task, <strong>the</strong> mandate, and<br />

<strong>the</strong> deadlines of <strong>the</strong> task.<br />

Expert Network: o<strong>the</strong>r experts outside WG 2.B are being involved, more than 10<br />

persons are interested or will be needed in accordance to <strong>the</strong> task, <strong>the</strong> mandate, and<br />

<strong>the</strong> deadlines of <strong>the</strong> task.<br />

The volunteers will have to contact <strong>the</strong> leaders of <strong>the</strong> activity. Both technical experts<br />

from <strong>for</strong>mer IMPRESS, HMWB and economists from <strong>for</strong>mer <strong>WATECO</strong> are expected to<br />

give to <strong>the</strong> expert network a horizontal dimension. The task of <strong>the</strong> group is to produce<br />

documents (guidelines, answer to specific questions coming from PRB, MS and CC).<br />

For each member of it a written contribution will be expected.<br />

vi. Type and intensity of work<br />

A meeting of <strong>the</strong> IRBM group has taken place on 10/11 March <strong>2003</strong> in Paris. After this<br />

meeting <strong>the</strong> drafting team will be constituted, on <strong>the</strong> basis of proposal coming from MS,<br />

CC and stakeholders. It will meet around twice a year and <strong>the</strong> main part of <strong>the</strong> work will<br />

be done by email. A support from a consultant will be given only <strong>for</strong> <strong>the</strong> realisation of<br />

<strong>the</strong> training products. In a few months it could be useful to organise a workshop with <strong>the</strong><br />

<strong>for</strong>mer members of WG 2.5 - <strong>WATECO</strong> in order to share expertise and to present <strong>the</strong><br />

new outputs of this activity.<br />
