Annex 1.4 Working Group 2.D – Reporting<br />

• Introduction<br />

The following sections outline <strong>the</strong> objectives, key activities and timetables <strong>for</strong> <strong>the</strong><br />

“Working Group 2.D on Reporting” (Reporting WG).<br />

• Objectives<br />

The overall objective of <strong>the</strong> Reporting Working Group is to identify in<strong>for</strong>mation and<br />

data to be transmitted and to prepare guidelines on <strong>the</strong> transmission and processing<br />

of in<strong>for</strong>mation and data ga<strong>the</strong>red in <strong>the</strong> frame of Directive 2000/60/EC. In <strong>the</strong> longer<br />

term, <strong>the</strong>se guidelines should be extended to cover <strong>the</strong> reporting aspects resulting<br />

from o<strong>the</strong>r water directives.<br />

These guidelines have to be drafted with <strong>the</strong> view of collecting targeted data and<br />

in<strong>for</strong>mation, avoiding duplication and ensuring an efficient use of available data and<br />

in<strong>for</strong>mation. They will, ultimately be submitted <strong>for</strong> approval to <strong>the</strong> Committee set up<br />

under <strong>the</strong> <strong>Water</strong> <strong>Frame</strong>work Directive.<br />

The initial concepts put <strong>for</strong>ward by <strong>the</strong> EAF on reporting should be fur<strong>the</strong>r developed<br />

and <strong>the</strong> document “Reporting <strong>for</strong> <strong>Water</strong> – Concept Report” should be used as a basis<br />

<strong>for</strong> <strong>the</strong> work.<br />

In addition, <strong>the</strong> process developed should provide a better access to validated data<br />

and in<strong>for</strong>mation at <strong>the</strong> relevant level <strong>for</strong> all relevant users across institutional barriers,<br />

including both national levels, within transboundary river basins districts, <strong>the</strong><br />

Commission, <strong>the</strong> European Environment Agency and <strong>the</strong> public.<br />

• Key activities<br />

Five main topics have been identified which will need to be worked out by <strong>the</strong> WG:<br />

1. Guidance <strong>for</strong> reporting under <strong>the</strong> WFD;<br />

2. Assessment of State of <strong>the</strong> Environment;<br />

3. In<strong>for</strong>mation needs from International Organisations;<br />

4. Assessment of Policy Effectiveness;<br />

5. In<strong>for</strong>mation <strong>for</strong> <strong>the</strong> public.<br />

During one and half years, <strong>the</strong> WG will concentrate on topics 1 and 2 exclusively.<br />

The o<strong>the</strong>r topics will need to be discussed at a later stage: in principle, <strong>the</strong> third topic<br />

should start to be addressed in <strong>the</strong> course of 2004 and <strong>the</strong> two remaining ones in<br />

2005/2006.<br />

For each of <strong>the</strong> subjects, <strong>the</strong> activities will be related to <strong>the</strong> definition of <strong>the</strong> data and<br />

in<strong>for</strong>mation to be reported as well as of <strong>the</strong> processes to make <strong>the</strong>m available:<br />
