SARAH BAARTMAN DISTRICT MUNICIPALITY<br />
The Sarah Baartman District Municipality (SBDM) is in the process of updating the<br />
database of all prospective suppliers in accordance with Section 14(1)(a)(ii) of the<br />
Municipal Supply Chain Management Regulations and in terms of the National<br />
Treasury Circular no 81.<br />
Prospective suppliers must be registered on the Centralised Supplier Database<br />
(CSD) in order to do business with all Organs of State, e.g. municipalities,<br />
departments, etc. effective 1 July <strong>2016</strong>.<br />
A completed original Declaration of Interest form is required by SBDM and must<br />
reach the following address:<br />

number (MAAA…) will be allocated by the CSD system to all successful applicants.<br />
In addition, this process ensures eligibility to conduct business with the SBDM, but<br />
does not guarantee immediate business opportunities.<br />

The bidding on this deal could possibly be:<br />

North leads the JC and you count your winners and losers. The danger to the<br />
hand is that once the Ace of clubs is gone you have losing clubs in your hand;<br />
so your only way to make the slam is to play for a 3:3 break in hearts and a<br />
3:3 break in spades. Therefore you ruff the jack of clubs in dummy and lead a<br />
small diamond to the Ace, followed by three rounds of trumps. Now you lead<br />
the spade Jack and duck it even if North covers with the King. Most Souths<br />
will win the Jack with the King and play the King of clubs. Now you win the club with the Ace and lead a<br />
spade to dummy which enables you to discard three losing clubs on the established spades. Note that<br />
South can scupper your plans by ducking the spade jack which will prevent declarer from ever establishing<br />
the spade suit. If you play the hand in four hearts, a safer way to plan the play is to win the club jack<br />
with the Ace, cash the Ace of diamonds, ruff a club in dummy and discard a club on the diamond King.<br />
Unfortunately in this case South ruffs the second diamond!!<br />
