services to connect upon arrival in<br />

theater or in support <strong>of</strong> CONUS<br />

training and Homeland Defense.<br />

Additionally, the RHN provides<br />

failover by backing up the THN and<br />

providing continuity <strong>of</strong> operations<br />

with other RHNs. The RHN provides<br />

increased capability to combatant<br />

commanders and joint expeditionary<br />

forces.<br />

RHN project implementation and<br />

Network Enterprise Technology<br />

Command will operate and maintain<br />

all five sites. The installation <strong>of</strong> two<br />

RHN is near completion at Camp<br />

Arifjan, Kuwait, and Landstuhl,<br />

Germany. They are recognizable by<br />

the three huge golf ball-like shelters<br />

housing the three antennas for the<br />

terminals. The communications<br />

equipment is housed in a normal<br />

Defense Satellite Communications<br />

System environmentally controlled<br />

building. The RHN is capable <strong>of</strong><br />

transporting numerous commercial<br />

satellite links in support <strong>of</strong> expeditionary<br />

operations. Serving as the<br />

connect and transport component <strong>of</strong><br />

the Network Service <strong>Center</strong>, the RHN<br />

moves critical battle command<br />

information (data, voice, and video)<br />

from the <strong>Army</strong> Service Component<br />

Command and major headquarters<br />

across the joint battle space and down<br />

to the maneuver battalions. This<br />

capability, coupled with the recent<br />

fielding <strong>of</strong> the JNN and CPN to units<br />

deploying to OEF/OIF, provides<br />

tremendous data, voice, and video<br />

capability for the first time down to<br />

the battalion level. The RHN, like the<br />

division THN, is a key combat<br />

enabler; providing critical battle<br />

command information to commanders<br />

allowing them situational awareness<br />

and common operational picture<br />

for decisive engagement <strong>of</strong> the<br />

enemy.<br />

Future plans are to implement<br />

the NSC concept using the RHN as<br />

the transport and connect piece<br />

allowing expeditionary forces to pull<br />

services from the Area Processing<br />

<strong>Center</strong>s located in CONUS and<br />

Outside Continental <strong>United</strong> <strong>States</strong>.<br />

The APC will host critical battle<br />

command applications and network<br />

services allowing en-route, upon<br />

arrival, and operations access. The<br />

<strong>Army</strong> Theater Network Operations<br />

Service <strong>Center</strong>s in each theater and<br />

CONUS will manage the <strong>Army</strong>’s<br />

network (LandWarNet) that transports<br />

these services. The benefits to<br />

both operational base and expeditionary<br />

forces are huge. They can pull<br />

services from sanctuary eliminating<br />

the need to set up large Tactical<br />

Operations <strong>Center</strong>s with large server<br />

farms hosting these applications.<br />

Placing these battle command applications<br />

and network services at the<br />

APC allows maneuver elements to<br />

have the same services on the move or<br />

at-the-quick-halt. This NSC concept<br />

will be rehearsed for the first time<br />

with the full complement <strong>of</strong> equipment<br />

(RHN, APC, and TNOSC) in the<br />

March 20<strong>08</strong> timeframe. In the near<br />

future, the RHN will have a global<br />

presence in support <strong>of</strong> combatant<br />

commanders and the joint expeditionary<br />

forces. The RHN is one <strong>of</strong> the<br />

many programs being worked at<br />

headquarters, NETCOM 9th ASC to<br />

bring the latest enterprise network<br />

technology to the joint expeditionary<br />

forces.<br />
