TRANSITIONS TO THE<br />
WARFIGHTER INFORMATION<br />
NETWORK – T<strong>AC</strong>TICAL<br />

Four years ago, the 3rd Infantry<br />
Division was fielded with the Joint<br />
Network Node during their initial<br />
deployment to Iraq. The JNN was an<br />
interim solution to the long-awaited<br />
Warfighter Information Network–<br />
Tactical, but a viable improvement to<br />
the legacy mobile subscriber equipment<br />
currently in use. The Joint<br />
Network Node is a Joint-compatible<br />
communications package that allows<br />
the warfighter to use advanced<br />
networking capabilities, retain<br />
interoperability with current force<br />
systems, and keep in step with future<br />
networks (i.e. <strong>WIN</strong>-T). The JNN<br />
provides a suite <strong>of</strong> voice, video, and<br />
data communication tools designed<br />
to meet the needs <strong>of</strong> division,<br />
brigade and battalion command post<br />
structures. It is a rapidly deployable,<br />
early-entry system housed in an S-<br />
250 shelter and mounted on an Extravehicular<br />
Communication Humvee<br />
for roll-on/roll-<strong>of</strong>f mobility.<br />
The development <strong>of</strong> Field<br />
Manual Interim 6-02.60, Tactics,<br />
Techniques, and Procedures to the<br />
Joint Network Node – Network dated<br />
September 2006 provided the doctrine<br />
for the initial employment <strong>of</strong> the<br />
JNN-N. It provided the TTPs for predeployment,<br />
deployment planning,<br />
and management to support military<br />
operations and training. It included<br />
descriptions <strong>of</strong> the components, its<br />
functions, applications, procedures,<br />
planning, management, maintenance<br />
and a user reference guide to support<br />
the deployment and operation <strong>of</strong> the<br />
JNN-N in support <strong>of</strong> the digitized<br />
force. The JNN has been a great<br />
success as an interim solution to<br />
<strong>WIN</strong>-T and in June <strong>of</strong> 2007 a decision<br />
to restructure the <strong>WIN</strong>-T<br />
program and absorb the former<br />
JNN-Network program was made.<br />
The restructured <strong>WIN</strong>-T program<br />
consist <strong>of</strong> four increments:<br />
Increment 1: Networking atthe-Halt<br />
Increment 2: Initial Networking<br />
on-the-Move<br />
Increment 3: Full Networking<br />
on-the-Move<br />
Increment 4: Protected Satellite<br />
Communications on-the-<br />
Move<br />
The <strong>Signal</strong> Regiment is developing<br />
a new FMI that captures the<br />
restructure <strong>of</strong> the <strong>WIN</strong>-T program<br />
and addresses the network transport<br />
systems in LandWarNet. The new<br />
doctrinal field manual interim, FMI<br />
6-02.60X, LandWarNet: Network<br />
Transport and Services addresses the<br />
current network transport systems,<br />
JNN, <strong>WIN</strong>-T, and Joint Tactical<br />
Radio Systems.<br />
Doctrinal Status:<br />
<strong>Signal</strong> Doctrinal FMs and FMIs<br />
on the Reimer Digital Library (http:/<br />
/www.train.army.mil ) ensure the<br />
most current doctrine is available to<br />
the <strong>Signal</strong> user and forward deployed<br />
forces. FM/FMIs are posted<br />
on the <strong>Army</strong> Knowledge <strong>Online</strong> at<br />
different stages <strong>of</strong> development<br />
(Program Directive, Initial Draft, and<br />
Final Draft as they are developed.<br />
FMs/FMIs are published digitally on<br />
the RDL as they are approved.<br />
