The European Single Market harmonizes legislation to allow for <strong>the</strong> free movement of people, goods,<br />
capital, <strong>and</strong> services throughout <strong>the</strong> European Union (EU), however <strong>the</strong> lack of unified gun control<br />
laws has left <strong>the</strong> EU vulnerable to arms trafficking. Countries with lower threshold requirements for<br />
<strong>the</strong> sale/purchase of arms as well as weapon deactivation serve as an easy entry point. The European<br />
Commission proposed legislation in December 2016 to streng<strong>the</strong>n <strong>and</strong> harmonize EU rules on firearms,<br />
including <strong>the</strong> regulation of deactivated firearms. 87 Cooperation will be extremely important in order to<br />
curtail <strong>the</strong> illegal arms trade <strong>and</strong> keep weapons out of <strong>the</strong> h<strong>and</strong>s of criminals <strong>and</strong> terrorists.<br />
F. Summary<br />
At an estimated US$1.7 billion to $3.5 billion in 2014, <strong>the</strong> value of SALW trafficking is not among<br />
<strong>the</strong> highest examined in this report, but <strong>the</strong> human cost is exorbitant. Arms trafficking has always<br />
empowered organized crime groups <strong>and</strong> insurgencies <strong>and</strong> fueled civil wars, <strong>and</strong> in recent years trafficked<br />
arms are increasingly being used in terrorist attacks around <strong>the</strong> world.<br />
Small arms <strong>and</strong> light weapons may not pack <strong>the</strong> same punch as heavy weaponry, yet <strong>the</strong> sheer volume<br />
being trafficked, <strong>the</strong>ir durable nature, <strong>and</strong> <strong>the</strong>ir universal availability causes havoc on a much greater<br />
scale. Following <strong>the</strong> money is a key technique for combatting any illicit trade, however <strong>the</strong>re are gaps<br />
in <strong>the</strong> underst<strong>and</strong>ing of arms trafficking transactions. Fur<strong>the</strong>r research into financial flows related to<br />
<strong>the</strong> illicit arms trade is necessary to better underst<strong>and</strong>, <strong>and</strong> <strong>the</strong>refore fight, arms trafficking. This is<br />
particularly important with <strong>the</strong> growing role <strong>the</strong> internet <strong>and</strong> social media are playing in SALW trafficking<br />
over <strong>the</strong> globe.<br />
