OPERATION OF NOVEMBER 14, 1918<br />

THE CRISIS IN GERMAN EFFECTIVES<br />

The successive retreats, as has already been indicated, had shortened<br />

the front of the German armies from nine hundred kilometers on<br />

July 15 to seven hundred kilometers on November 11, but their losses<br />

had been so heavy that their total number of divisions had decreased<br />

during the same period from 207 to 184. The Germans had been compelled<br />

not only to break up these twenty-three divisions, but they had<br />

also made considerable reductions of effectives in the greater part of<br />

their regiments. l'Ievertheless, as it was necessary to leave in line a<br />

certain density of troops, the number of German divisions went on increasing,<br />

as follows:<br />

On September 24, the front was held by 129 divisions (15 of which<br />

extended from the Moselle to Switzerland).<br />

On October 14, the front was held by 164 divisions (16 of which<br />

extended from the Moselle to Switzerland).<br />

On October 28, the front was held by 165 divisions (17 of which<br />

extended from the Moselle to Switzerland).<br />

On November 10, the front was held by 167 divisions (16 of which<br />

extended from the Moselle to Switzerland).<br />

As a consequence, the number of divisions of the mass of maneuver<br />

diminished from day to day, and on November 11 the last German<br />

reserves comprised not more than 17 divisions, of which two only had<br />

more than one month of rest.<br />

On the contrary, the effectives of the Allies increased regularly,<br />

thanks to the arrival of American reinforcements, and on ~ovember 1<br />

the Allied armies had 1,485,000 infantry opposing 886,000 of the<br />

German Army.<br />
