EMLM bankrupt – DA
but municipality says no ...
SONJA RAASCH
THE Enoch Mgijima Local
Municipality is bankrupt –
and tough times lie ahead
for residents, the DA has
warned – but the
municipality has denied a
declaration of bankruptcy.
DA caucus chairman Chris de
Wet, in a statement to the media this
week, said the municipality had
depleted its cash reserves which
were standing at more than
R100-million just over a year ago.
In addition, De Wet indicated, the
monthly Eskom electricity bill for
bulk electricity by the local authority
was standing at double the amount
collected from the sale of electricity
to consumers.
In August/September, he
indicated, the Eskom account was at
R31-million while only R14-million
had been received in payment from
consumers.
This situation had been ongoing
for some time, he said.
De Wet said it had since been
found out that, following inquiries
made by the party during a finance
committee meeting of EMLM on
September 22, and following
information supplied by the budget
and treasury department, that after
the municipality paid its salaries for
this month, there were no funds left
to pay the Eskom account of about
R31-million or other creditors.
The mayoral committee had then,
De Wet said, authorised that
R15-million be used from the
Municipal Infrastructural Grants
(MIG) fund to make a payment to
E s ko m .
“This was done without any
council approval and in clear
violation of the approved budget and
other applicable legislation as the
MIG funds are conditional grants
from central government that could
only be used strictly in accordance
with its intended purpose which
does not include paying for running
expenses, such as an electricity bill
from Eskom.”
De Wet said the Eskom account
was in arrears of more than
R16-million, with next month’s
account to be delivered shortly.
“By illegally using the MIG fund to
pay a running expense of the
municipality, it has become clear
that the municipality is technically
bankrupt and is beginning to follow
a doctrine of ‘robbing Peter to pay
Pa u l ’.”
He said the DA had consistently
warned executive mayor Lindiwe
Gunuza-Nkwentsha and the ANC
mayoral committee and residents of
the looming financial disaster, “but
these warnings appear to have fallen
on deaf ears”.
“It is clear that the ANC-led
council and mayoral committee have
no idea how to successfully manage
Burnt body belongs
to missing teenager
– Komani police
THE Komani police have confirmed that a
burnt body found in Mlungisi a month ago is
that of a missing teenager Vuyolwethu
Hemeni.
Earlier this month, police initiated a task
team to look for the 14-year-old Edlelweni
Primary School pupil who had not returned
home from school on August 25.
Shortly after her disappearance on August
26, a body which had been set alight was
found between the Eskom residential area
where Heneni had lived and John Noah
Primary School. At the time, police were
unable to confirm a link between the body
and the girl’s disappearance.
Police spokesman Captain Namhla Mdleleni
confirmed this week that DNA tests had
proven that the body was that of the missing
girl.
Mdleleni said DNA had been taken from the
mother of the child and the body on the scene
and it was evident that there was a familial
link.
Police are investigating a murder case.
Police are appealing to anyone with
information to contact Lieutenant Colonel
Bulelwa Lembese on 086-000 1011 or on
PRESIDENT Jacob Zuma must do the
honourable thing and step down as the
president of South Africa, Cosatu Chris
Hani members indicated in a march
forming part of national protest action
on Wednesday.
The march, initiated by the national
leadership of Cosatu, was to warn that
the body will not tolerate corruption
and state capture.
Cosatu Chris Hani secretary
Ndyalavane Mawethu said they aimed
to highlight the need to protect the
pension funds of workers and call for
the employment of casual workers as
full time employees.
A memorandum was handed over to
the department of labour.
Mawethu said: “We support the
central committee of Cosatu calling for
president Zuma to do the honourable
thing and step down.
“As for the pensions of workers,
government must not even think to bail
out the country or state entities like
Eskom or SAA, because that is what
government is intending to do, borrow
THE find of a man’s body whose
genitals had allegedly been removed in
a dam near Whittlesea, has angered
the community of Dongwe.
A man who wanted to remain
anonymous, said he had been unable
to sleep since he saw the body on
Fr i d ay.
“I was taking livestock to graze
around the dam and saw a human
head. I told another shepherd. The old
man said I must look closer and I took
off my shoes and went to look.”
The man said the body’s genitals
were gone and the body had only
the financial affairs and administration
of our municipality. This is not only
evident from the financial bankruptcy we
are facing, but also from the increasing
deterioration of our infrastructure, lack
of service delivery, etc. Komani, and all
the other towns under this ANC
administration, have never before in
their existence been in such a bad state
of disrepair and neglect. It is a shame
that this once-proud town, described as
the jewel of the Border area, has become
a bankrupt dump.”
De Wet said the party wanted to warn
residents that the viability of the
municipality was at risk and that, if the
money from workers’ pensions.
“Other countries have tried this and
found it difficult to pay the monies
back. Greece is an example. If
government uses this money, we will
mobilise the workers to march against
that decision.”
He said some companies were not
complying with the Labour Relations
Act which stipulated that workers
employed for more than three months
should be permanently employed.
PEC member of the ANC and
National Assembly of South Africa
member, Thozama Mantashe, said the
ANC in Manguang in 2012 made a
resolution to fight corruption.
“Everyone should be here, because
corruption affects everyone. We cannot
create jobs, there can be no free
education and we cannot fix inequality
because the country’s money is being
looted. The ANC is not a corrupt
organisation, it is unfortunate that
some deployees are corrupt and if the
head is corrupt, the whole body will be
referred to as corrupt.”
Central committee member of the SA
Communist Party (SACP) Bulelwa
Tunyiswa said the party fought for the
surfaced because the water was
receding due to the drought.
He said crime was a serious problem
in the area and he had managed to
survive a stabbing by teenage boys
demanding money a few years ago.
An outraged Aphiwe Thompson, who
lives in Dongwe near the dam, said the
community had had enough of the
killings in the area.
“We feel horrible about what
happened. We walk to places, we go to
shops at night, we are tired of feeling
afraid. Just to think that we have been
living with a dead body among us and
to have a human chopped up like an
animal ... we are pleading with the
situation was not remedied, Eskom
would cut off the electricity supply while
service providers would stop providing
goods and services to the local authority.
“The DA is in consultation with its
shadow minister of c o o p e r at i v e
government in order to assess the
situation and find the best way forward,
most likely requesting that the
municipality be put under
administ ration.”
He said the mayor and committee
should have “the courage and honesty”
to reveal the true facts of the situation to
residents.
“On the contrary, they not only remain
dead silent, but also continue to allow
unbridled expenditure and corruption to
Officers apprehend man after brick is thrown at vehicle
ON MONDAY last week, Red Guard
response officers on patrol apprehended
a person throwing a brick at a
supermarket vehicle in Cathcart Road,
operations manager Willie Reynecke told
The Rep.
The store manager declined to open a
case because it appeared that the person
was mentally ill and he was released.
On Tuesday morning, response officers
apprehended a person in the veld near a
working class.
“We do that by supporting any
movement that fights against
corruption. We support workers,
because they are unsettled about their
pensions. When the state is captured
people get tenders wrongly, like the
Gupta family.”
Chairman of the sub-region in Enoch
Mgijima SA Council of Churches
Kanana Nyameka said they were
marching for peace and unity.
“We are here to bring hope.
Corruption is not accepted, because all
that they are stealing is from God.”
He claimed it was the third killing in
the community in three weeks.
take place and flourish within municipal
administ ration.”
EMLM spokesman Fundile Feketshane
said the municipality had, since its
establishment, experienced a lot of
financial challenges.
“It has, however, strived to ensure that
it meets its financial obligations as and
when they fall due.”
He said EMLM was set to engage
various creditors on payment terms “so
that its financial cash flows do not
deplete having paid huge sums to one
c r e d i t o r. ”
This was the case with, for example,
Eskom when arrangements could be
made for payment terms if the
municipality struggled to settle the
tavern who was carrying a microwave
oven and a dinner set. As he could not
explain where he had obtained the
property from, he was taken to the police
and arrested for possession of suspected
stolen property.
Security officers on duty at a
supermarket on Wednesday afternoon,
apprehended a suspect for theft. The
stolen goods were returned and the
suspect was handed over to the police.
WORDS: ANC PEC member and
member of the National Assembly
of South Africa Thozama Mantashe
speaks before a Cosatu march
Ward 26 chairman Phaphama
Madubedube said there was concern
that the man’s death might have been
for muthi purposes.
“We know that murders like this one
are normally related to witchcraft. The
same week the body was found, we
held a march against the killing of
women, children and other crimes in
the area.”
He appealed for a thorough
investigation into the latest death,
saying the community would continue
to fight crime, including setting up a
neighbourhood watch structure.
The police had not commented at the
time of going to press.
entire bill.
He said council would always ensure
that it had enough financial resources to
pay the salary bill.
The municipality was trying to collect
as much as possible from debtors to
ensure that the funds were invested
back into the provision of services and
infrast ructure.
“We are implementing our
credit-control policies and revenue
enhancement strategies and we call
upon our customers to make such
p ay m e n t s . ”
Feketshane said there had been no
declaration of bankruptcy by EMLM.
He denied that MIG funds were used
by the municipality to pay Eskom.
On Thursday morning, response officers
attended to a panic at a store where they
apprehended a suspect who was
allegedly threatening the store owner
with a knife. The suspect was handed
over to police.
In an incident on Sunday response
officers apprehended a suspect at a
tavern who had allegedly tried to buy
liquor with a fake note. He, too, was
handed over to the police. – Rep reporter
SASSA in
social
o u t re a c h
IVENATHI GOSA
THE South African Security Agency (Sassa)
introduced the Integrated Community Registration
Outreach Program (ICROP) – a ministerial
campaign aimed at intensifying the fight against
poverty – in McBride last week.
The Eastern Cape is the province with the
second highest number of people living on social
grants.
Sassa, government departments and other
stakeholders engaged with villagers and social
grant beneficiaries on government plans and
services for their areas and communities during
the meeting.
Regional communication official Sinoxolo Gqala,
said ICROP provided a platform and opportunity for
government and communities to discuss, educate
and create awareness on issues that included
money lenders, deductions, fraudulent social grant
applications, enrolled and un-enrolled social grant
recipients and Sassa cards.
Chris Hani district manager Nomphelo Tata said
Sassa had the responsibility of making sure that
the beneficiaries were alert to current scams.
“The majority of the beneficiaries live far from
the offices so it is our duty to make sure that we
go to the people, and show them how to use the
Sassa cards.
“During a month we pay out R75-million in the
Enoch Mgijima and R16-million to Whittlesea – the
bulk goes to child support grants.”
The department of health, social development,
education, Enoch Mgijima Local Municipality and
non-governmental organisations (NGOs) were part
of the outreach program.
Ward 19 committee member Siphokazi Bless
spoke on behalf of the community and said a lack
of water, roads in a bad condition and schools
which needed infrastructural attention were among
the challenges.
Unemployment and children without birth
certificates were also problematic.
Assistant director of the department of
education, Madoda Ndembe, confirmed there were
problems with school buildings.
“We are working on that as we have identified
schools such as Vuselela Primary. We will have to
wait for the next financial year, so we appeal to
community members to be patient with us, as we
depend on the provincial departments.”
Bursaries for unemployed young people were
available as there were teacher shortages.
He also encouraged young people to make use
of internship opportunities.
STERKSTROOM – A successful blood
donation clinic was held at the NG
FIRES have plagued the farming
community since last Tuesday. A fire
started at De Doorns but fortunately
farmers acted quickly and the fire
was put out along the main road. On
Thursday night lightning was the
cause of several fires on the Penhoek
also reported near Molteno. On
Friday morning farmers woke up to a
fire that burnt a large portion of
grazing between Waltervreden and
Karnek. This fire was put out, but
flared up several times and farmers
had to be on standby until late in the
afternoon. On Monday morning,
is hoping for a bumper entry.
boundary and Thala Game Reserve
were on fire, again caused by
lightning, as well as a fire near
Bailey. One spark from lightning, in
these dry times, can cause huge
damage, with livestock and lives
being at risk. Very little rain has
fa l l e n .
STERKSTROOM was without water for
most of the weekend due to a
damaged pipe. Workers worked
around the clock to remedy the
situation and water was restored on
Monday afternoon.
generally sponsored by long-term
supporter, Ikhala Trust, who has a
particular focus on Asset-Based
Community-driven Development.
Two highlights of the day were a
dance-off competition between local
children and the group from
Pearston, where unknown talents
were exposed, as well as paintball
target shooting with Dave Hood and
Asisipho Mabuto from Orange Grove
Adventures.
Thanks go to Ikhala Trust in Port
Elizabeth who sponsored the event,
Sophakama Community Partnership
in Pearston which lent support,
Vuyokazi Msizi from Tarka
Development Group who organised
the event and Vuyo Solani who
assisted during the day.

Grade 4.
“When I was young I
his work they encouraged
him.
THE REPRESENTATIVE 29 September 2017
EDITORIAL
OPINION
What does
va n d a l i s m
a c h i e v e?
NOT a day goes by without communication. Desperate to
reports of vandalism and have a voice, they do what they
looting as South Africans think will gain attention –
express their dissatisfaction engage in violent and
with a variety of issues ranging destructive acts.
from service delivery to
Sadly, however, this kind of
st u d e n t s ’ unhappiness with action often does not have the
their accommodation.
desired effects. In fact, there
This week, University of Fort are few incidents where such
Hare students on the Alice behaviour has brought about
campus looted two bookshops positive change. Instead,
following a mass protest on millions that could, ironically,
issues which students say make people’s lives better are
management has failed to lost, as infrastructure has to be
address. Some of the issues repaired and properties rebuilt
include payment of money due or repaired.
to students who pass with Do we really want future
distinctions and water
generations to grow up thinking
problems.
that violence and destruction is
Service protests have, over the answer to challenges? This
the past few years, escalated to way, anarchy lies.
mass events which put the lives It is time for South Africa to
of both participants and others take a considered and hard look
at risk. Shops are looted and at the way we resolve matters
properties damaged as and how we hold to account
protesters, often buoyed by a those who have the power to
criminal element, seek attention deliver. We need to find ways
to their concerns. Schools are that do no harm, but which will
gutted as pupils protest over find negotiated means to
poor schooling conditions. ensure answers and delivery.
The fact is that most protest Finally, we need to bring up
action is based on and children who will seek a more
motivated by real and valid positive approach to problems
dissatisfaction. People are tired than a rock or a match in the
of empty promises and poor hand.
Get us out of
this mess
THE ANC provincial conference
starting today cannot come soon
enough for our province and
specifically the floundering Enoch
Mgijima Local Municipality.
Whatever happens and
whichever side wins this weekend,
very tough decisions will have to be
made to stop the almost complete
standstill in service delivery.
Many people have dedicated a
lot of energy and
time to
campaign for
their respective
s l at e s .
Whether Oscar
Mabuyane or
Phumulo Masualle’s faction
triumphs, I do not care. All I care
about is that decisions have to be
made by either faction on many ills
that have blighted EMLM.
Komani is falling apart and the
infrastructure has deteriorated to
such an extent you would swear
there is no municipal authority
here at all.
Since the amalgamation of the
three municipalities of Lukhanji,
Nkwanca and Tsolwana after the
August 2016 municipal election,
we have had no permanent
municipal manager. Almost all the
directorates have acting directors
and there seems to be no end in
sight. If someone is acting, he can
easily avoid any direct
responsibility and cannot really be
made to account for any failures or
non-delivery of services.
Take the aborted and bungled
process to appoint the municipal
manager. The issue split the ruling
party in half and both the regional
executive and provincial executive
could not intervene decisively as
they are both afflicted with
election fever. Factionalism is so
rife that a simple decision on who
to deploy, became so fraught that
no decisions were made.
This cannot be
IN
TOUCH
... with Phumelele P Hlati
allowed to
continue any
longer and yet
we still have four
more years to go
before the
electorate has to be called upon to
make a decision. With elections
this weekend I am loathe to make
a prediction as to which faction
will triumph, but whoever wins will
have to roll up their sleeves and
sort out a myriad of problems. It is
common cause that the positions
of certain people will depend on
which faction wins.
Those who understand politics,
especially ANC politics, will know
that those in the losing faction will
be moved aside.
The impasse at Enoch Mgijima
must be the first thing the new
PEC tackles. We cannot continue
having turf wars. Something has
got to give – either way. We pay
rates and we deserve value for
money but we are not getting it.
New PEC, deliver us from this
mess.
FACE 2 FA C E
Question: Do you think young people are slowly
losing the meaning of their heritage?
Answer: Yes. Young people are addicted to social
media – even if there is a cultural event, we like to post
it on social networks. Young people are losing the
meaning of heritage.
Q: Name three people, dead or alive, that you would
love to have supper with and why?
A: Nelson Mandela, who gave us this freedom and a
democratic country; a true leader who spent a number
of years in prison fighting the apartheid government.
Education MEC Mandla Makupula, who has changed
the lives of so many young people in this country by
via the annual teachers’ awards in the province and
sport, recreation, arts and culture MEC Pammy
Q: What makes you happy?
A: My family, especially my sister, and soccer.
Q: What makes you angry?
A: Negative and judgmental people.
Q: What is your motto in life?
A: Life is what you choose.
Q: What motivates you to wake up and chase your
d r e a m s?
A: As a student teacher, when I wake in the morning, I
tell myself that I can change, inspire and motivate.
Q: Who is your role model?
A: My mother, Nombasa Bota.
Q: What makes you proud of being a South African?
A: The opportunities that we have as young people to
improve our future.
Q: Describe South Africa in three words?
THE changeable weather is set to continue
this weekend but, according to the forecast,
warmer days are on the horizon for next
week.
Today was predicted to start at a cool 8°C
and it will be clear, with a brisk breeze. The
maximum temperature will be 29°C.
The weekend will not really be conducive
to outdoor activities as tomorrow will be
partly cloudy, with a minimum temperature
of 9°C, rising to just 21°C at the maximum
and there will be a gentle breeze.
On Sunday the possibility of a little rain is
forecast. The minimum and maximum
temperatures will be 12 and 28°C. –
All have responsibility
to conserve water
CONSERVATIONIST of
Komani writes: If residents
living in the Komani area and
surrounds are not yet worried
about the water crisis, they
must be living with their
heads in the sand.
We are facing a massive
crisis of extreme proportions.
Livestock are dying in the
district and farmers are
desperate. Dams are empty.
It boggles the mind that
wastage continues. Water
Tree gone, but open drain danger
AMAZED AND HAPPY writes: I was delighted to
see that the tree growing for months from the
‘letter box’ stormwater drain in Queens Drive
behind St Michael’s Church has gone. Well done
to the people who removed it at last!
I just wish they had also replaced the concrete
slab that should cover the drain, but perhaps it
INNOVATION: With the water shortages that have hit South Africa and Komani, Get Ahead Project
teacher Melissa Deane thought it would be a good idea for the school to get a Playpump. The invention
by the company Round About Outdoors is designed for children to play on equipment which then
extracts water from underground into a tank. Deane said the pump took about two to three days to
install
Picture: SIMTEMBILE MGIDI
leaks should be addressed
with urgency wherever they
are found and leaking taps
can no longer be left
unat tended.
We can all play a role by
using “dir t y” water from
showers in the garden or to
flush toilets. We have to save
water as it is running out fast.
I do not believe people
should think of the Xonxa
Dam pipeline as per The
Rep’s front page “Running
Dr y” last week as our saving
grace. Droughts and water
shortages are becoming more
and more common in South
Africa and saving water is
going to become a daily
necessit y.
I would also like to urge the
district municipality to act on
their threat of spot fines
contained in The Rep’s story
– transgressors must be fined
as it will serve as an example
to others.
was too heavy and machinery is required to
move it. There are many of these covers out of
place (or missing) all over town and they are
soon broken, leading to a dangerous situation.
I appeal to the municipality to attend to this
and provide covers for holes in pavements before
someone has a nasty accident.
THE REPRESENTATIVE 29 September 2017
ROUND&ABOUT
Horses, riders festival highlight
International tentpegging event for Tamboekie
CHUX FOURIE
NE of the main
attractions at this year’s
OTamboekie Festival is
sure to be the international
equestrian tentpegging event
– South Africa vs the
Sultanate of Oman (who are
the champions of Arabia).
The challenge will
commence on the first day of
the show, Friday October 20 at
2pm, and end at about the
same time the following day.
Like any international, this is
a clash not to miss. These
countries are considered to be
the top two at tentpegging in
the world at the moment.
It is also a great clash of
styles, with Oman known for
their flair and speed and the
South Africans for their skill
and uniformity. Whatever the
result, this competition with
horse, speed and weapons is
bound to keep you
enter tained.
The main attraction on the
Friday evening will be a live
performance by the
well-known Lianie May who
will perform at 8.30pm.
“Guardians of Furry Friends”
will run a play area for kiddies
with a jumping castle, puppet
show, face-painting, games
and lots more. There will also
be a potjiekos competition and
old “Lion’s Den” style dance
on the Friday. These events are
all aimed at raising funds to
help abused and neglected
animals in our area, so
support for this worthy cause
is well worthwhile.
The show committee is also
proud to be hosting the first
Eastern Cape provincial
Arabian horse championships.
These beautiful horses can be
seen in the ring from 9am on
the Friday.
In true community style,
local talent will have the
chance to wow audiences at
the talent competition which
will take off at noon on the
S at u r d ay.
Other attractions at the
festival include the Klaas
Smits bar, the Presbyterian
steakhouse, South African
Police Service exhibits, a fun
fair, a 5D motion cinema, a
tattoo parlour, an old time
photo booth, paintball games,
mechanical bull rides, mini
train rides and vintage tractor
and engine club exhibits.
This is a real community
festival that deserves
community support. Gate
entry is R50 for adults and
R20 for juniors.
MAN AND HORSE: A member of the South African tentpegging team and
his horse give a spectacular performance at the Tamboekie Festival on a
previous occasion
Here’s how to save water
WITH our water situation as dire as
it is, residents may be wondering
how they can cut down on usage.
Knowing where one’s highest
water consumption is may help in
one’s efforts to save, so here are
the daily consumption statistics for
the average household:
Bath: 60 to 80 litres, depending
on how deep one likes it.
Shower: 12 litres per two
minutes.
Flushing a toilet: 10 litres a
time, depending on whether the
cistern provides for normal and
economy flushing.
Washing dishes by hand: 23
litres a day.
Dishwasher: 12 to 15 litres per
load.
Washing machine: 50 litres.
Defrosting food under a tap: 25
to 35 litres.
Leaving water running for 1.5
minutes while brushing teeth: 18
litres or more.
Washing a car with a hose: 150
lit res.
Retaining repo
rate a blow
LAST week’s decision to retain the repo rate is very
disappointing for the economy and property
market, said Samuel Seeff, chairman of the Seeff
Property Group.
At a time of poor business confidence and weak
economic growth, marred by political instability, a
further rate cut would have been an important
boost for consumers and the market, he said.
This follows the decision by the Monetary Policy
Committee (MPC) of the South African Reserve
Bank to retain the repo rate at 6.75% (home loan
base rate at 10.25%).
There was certainly every reason to expect a
rate cut given the better than expected economic
growth of 2.5% in the last quarter and the relative
stability of the inflation rate in the targeted 3%-6%
range. While the rand continues its volatility, there
has not been any drastic fluctuation recently and
Seeff therefore believes that a rate cut would have
been the correct decision.
Seeff further pointed out that it is vital to restore
economic and political confidence if South Africa
is going to get the economy back onto a growth
trajectory necessary to create the jobs needed to
addresses poverty. Consumers are struggling, of
that there is no doubt, said Seeff.
John Loos, from FNB’s latest Property
Barometer, points to a further rise in the
debt-to-disposable income ratio and hence a
higher risk of inability to service the debt.
While the overall property market is still in a
much better place than what it was following the
2007-08 Global Housing Crisis, Seeff said further
that the persistent weak economic fundamentals
is bearing down on the property market.
Much of the liquidity is now out of the market
and it is becoming harder for agents to transact.
Properties are taking longer to sell and buyers
are hesitant. Serious sellers need to revisit their
price expectations.
But, following a slow winter, the onset of spring
seems to have brought some buyers out of
hibernation as the property group reported an
uptick in buyer enquiries since early September.
Agents are also sensing that many buyers are
sitting on the fence, waiting and watching what
unfolds in the country in the coming months. A
rate cut certainly would have been some incentive
in this regard.
In the meantime though, business continues
and property transactions are concluded daily.
If you are serious about selling, talk to your
agent about setting your price at the right level.
For buyers too, he said if you find the right
property at the right price, then be sure to put pen
to paper.
THE Komani Development
Foundation (KDF) set the bar high
by fundraising more than R210 000
for 21 pupils from KwaKomani
Comprehensive and Nkwanca high
schools at its second annual
fundraising gala dinner at the
CALVIN NELANI
Kwini said unfavourable
conditions at home were no reason
for pupils to not go to school.
He said pupils should not worry
about anything except for passing.
This would also motivate pupils who
followed after them, to succeed.
Various awards were handed
out, including to University of Fort
Hare Professor Mvuyo Tom for
service of excellence in education,
KDF secretary and Cape Town city
ombudsman Mongezi Menye who
was given an award for service of
THE clock is ticking as the countdown starts to
the Get it Done (GID) Open Market which will
take centre stage in Komani tomorrow.
The market, which opens its doors to the
public at 2pm, will be based in the Komani
town hall with Calvin Nelani and Abonga
Madalane of GID your hosts for the day.
On show will be various roleplayers and
stakeholders in the entertainment, business,
lifestyle and education sectors, including
an afternoon of networking and fun.
The market ends at 6pm, but stay on board
speakers. KDF treasurer Luvuyo
Rani said, “The turn-out was great.
We did not expect to raise this
much money with one event. Some
pledged for life and others
committed to assisting a child.
“This shows that we have
touched many hearts to take an
interest and we hope to grow from
here.”
KDF was investing in education
and helping to combat
unemployment by focusing on
ent repreneurship.
“KDF has a model that can be
replicated and used in other
municipalities. Forums like these
have a role to play in uplifting
communities.”
Isibindi staff need help
ABONGILE SOLUNDWANA
EZIBELENI Isibindi Youth
and Child Care Centre
workers who tend to the
needs of vulnerable children
who are orphaned, disabled
and abused, have not received
their subsidy from the
department of social
development for six months.
Fifteen people work for the
o r g a n i s at i o n .
Project manager Nwabisa
Machine said employees had
reached an agreement with
the department that a threemonth
waiting period – from
April to June – of each year
was in order, to accommodate
budget allocations.
This year, however, the
Youth, child centre desperate
for payment of its subsidies
period passed with no
explanation and no payment.
Machine said after
enquiries were raised with the
department in July, the
organisation was told that the
money would be paid the
following week.
To date, no payment has
been received.
Child and youth care worker
Mandisi Nandi said in a
follow-up with the department
she was told that the money
had been paid into a Standard
Bank account which was
previously used while the
organisation was still under
the jurisdiction of Child
We l fa r e .
The money could not be
traced, however.
“Our question is: how was
the money transferred to a
bank account that is no longer
active? No one has bothered
to explain what is happening
with our money.”
She said Isibinde regularly
provided reports, but the
department did not seem to
care how it would survive.
Another worker, Boniswa
Madadafane, said fears were
that Isibinde would be evicted
from the building it was using
as it was unable to pay rent.
“My child’s school shoes
are broken – I have to make
her wear casual shoes. It’s
painful to have to work while
you’re not even sure what
your child is eating.”
Madadafane said some of
the workers had since left in
search of paying jobs.
Questions were sent to the
social development
department, but no response
had been received at the time
of going to press.
IN DEMAND: South African Post Office workers of Komani joined their colleagues countrywide in calling for a 12% increment
and an increase on housing subsidies from R900 to R1200. The employees are also demanding that temporary workers
should be employed permanently and that delivery agents employees must be under the regulations of the South African
Post Office. Communication Workers’ Union provincial deputy chairman Bonke Mfenqe said backpay of R7.3-million due for
payment on April 1 2017 was also part of the demand
Fireworks: correct
channels pursued
THE Chris Hani District
Municipality (CHDM) has
indicated that it had
followed the proper
channels before allowing
fireworks to be set off at
the Mlungisi stadium
during the jazz festival last
w e e ke n d .
The Rep was contacted
by residents who queried
the setting off of fireworks
in a built-up area and
expressed concern over the
welfare of dogs scared by
the noise.
CHDM spokesman
Thobeka Mqamelo said the
district authority was
“mindful of due diligence
that must be done to
ensure safety of the
community prior, during
and after display of
fireworks. Consequently,
permission was obtained
from relevant bodies
including their participation
for monitoring of, amongst
others, safety of the fall out
zone (landing site)”.
She said the process of
application included
obtaining permission from
the bomb squad in Pretoria,
assessment by the DHCM
Fire Services unit to ensure
compliance with set
conditions and the
assistance of the local
bomb squad to oversee the
event. – Rep reporter
Eastern Cape dam levels
still continue to drop
DAM levels in the Eastern Cape continue to drop with the Enoch
Mgijima area’s main source of water, the Waterdown Dam, down
to 60%.
At this time last year, the dam was 100% full.
The Rep reported (“Running Dry”, September 22) that the Chris
Hani District Municipality had issued a dire warning to residents
that the area was in crisis mode following a crippling drought
which had left the Bonkolo Dam below measurable level. Water
from the new Xonxa Dam pipeline is expected to be available from
the end of the year.
According to the latest readings by the Department of Water
Affairs, the Xonxa Dam is currently at 95.8%, down slightly from
the 96.3% of last year.
The Wriggleswade Dam in the Stutterheim area is at 65.2%,
down from 88.2% at the same time last year, while the Gubu Dam
in the same district is at 89.8%, down from 95% last year.
The Oxkraal Dam near Whittlesea is at 27.9%, down from 40.8%,
while the Kommandodrift Dam near Cradock is at 35.6%, down
from 52% last year. – Rep reporter

Workshop aims to improve
disabled support at Ikhala
SIMTEMBILE MGIDI
HELPING to improve the lives of the
disabled was the main topic of
discussion during a workshop at the
Ikhala TVET College in Ezibeleni last Thursday.
Senior managers of Ikhala colleges attended
the workshop which involved Inclusive
Education South Africa in discussions on how
to make the college more inclusive and
supporting of people with disabilities.
Student support manager Africa Mgaleli said
the college could broaden the access of
disabled students to the college, but the
facility simultaneously had a constitutional
obligation to provide a support service in order
for students to succeed in their studies.
“You must provide adequate support which
entails specialised human resources, such as
lecturers who will need to undertake training
to be more sensitive, aware and
a c c o m m o d at i n g .”
Budgets also needed to be biased to allow
inclusivity and the setting up of disabled
THIS IS HOW IT FEELS: Ikhala management members during a recent
workshop in Komani to ensure easier tertiary education accessibility for
support units at campuses within three to five
years.
Mgaleli said the college had embarked on a
journey to make the institution of learning
more inclusive in 2013 and a temporary
disability unit structure was established in
2014, which afforded assistive devices for
visually and hearing challenged students.
University head of disability at the University
of Cape Town Reinette Popplestone was the
main speaker.
Popplestone advised the college on ways to
categorise disabilities to ensure better
a s s i st a n c e .
She said one of the challenges facing
tertiary institutions was that funders wanted to
fund things such as buildings instead of
channelling funds towards needs such as sign
language interpreters.
Popplestone said it it was difficult to
categorise people with disabilities as people
sympathised with a person in a wheelchair or
wanted to help a blind person, while students
with emotional or mental disabilities were
often not met with the same degree of
e m p at h y.
Lecturers were often not understanding or
patient, she said.
Rehabilitation manager Boniswa Citwa from
Retina South Africa said the workshop was a
necessary initiative for all colleges.
“Colleges do not have disability units or they
are not functioning. This meeting was
important, especially for managers. They need
to understand the importance of assisting
st u d e n t s .”
Senior education specialist for Inclusive
Education South Africa Nosiphiwo Delubom
said they needed management to prioritise
inclusive education.
“Our infrastructure is not fully accessible for
students with disabilities. The labs do not have
equipment that accommodates them. As
inclusive as our accommodation is, we are
hoping for inclusive education as well –
strategic planning and an increase in the
number of disabled students accepted to study.”
THERE is a lot to smile about, spring is
here and the year end festivities are
around the corner.
To give your best smile, it is really
important to care for your teeth and
gums. From an early age, our parents
urge us to brush our teeth twice a day.
This helps reduce plaque build-up and
keep our breath fresher .
Since ancient times
the robust herb known as
thyme has been used to
keep oral bacteria at bay
and help fight against
infections. In the late
1800s two scientists
developed a mouthwash
with thymol - still popular
to this day. Thymol is the
main essential oil derived
from thyme.
Thymol has been shown by studies
to be effective in combating gingivitis
(gum infections). Keeping your gums
healthy is really important as gums are
where the roots of your teeth are
embedded. Bad breath often stems
from plaque build-up, gingivitis or
poor oral hygiene. You definitely don’t
want that.
For many years thyme has had a
role in the herbalist’s armory to help in
cases of coughs, oral infections and
poor digestion. Thyme has been said
to have properties that are able to
destroy various harmful bacteria,
fungi, some viruses and even
parasites. So adding some thyme to
your cooking, may even keep your gut
area healthy.
Thyme is best added
to meat or vegetable
stews at the beginning
of the cooking process
to enable the herb to
blend in more
completely. Regardless
of how long you cook
this herb; thyme’s rich
aroma will not fade
and will only increase
the flavour of your
fo o d .
A rough guideline to interpret ‘a
sprig of thyme’ is half a teaspoon.
Rocky areas in your garden can be
spots where fresh sun-loving thyme
can thrive. This neat herb not only
enhances the flavour of your cooking
with its vibrant aroma, it also protects
your health and helps you to display
great smiles. A friendly smile can go a
long way to lift up someone’s day .
Hangklip athletes shine on
the track and field events
THE athletes of Hoërskool Hangklip
fared well in the Hirsch and SF
Edwards Shield competitions in Port
Elizabeth at the weekend.
Mikaa-il Mohamed broke two
records in the under-16 section of the
SF Edwards competition. He set a
new record in the 100m. His time of
10.6 seconds was an improvement on
the previous record of 10.8s which
was set in 1968.
He also set a new 200m record.
His time of 22.0s was an
improvement on the previous record
of 22.4s set in 2001.
Hangklip won the sprint cup in the
SF Edwards competition. The four
sprinters involved were Anré J van
Kia Cerato – elegance on the road
THE first word that comes to mind
when seeing the Kia Cerato 1.6 is
elegance. Flattered by a sleek design
and an interior which complements
its exterior, the Kia Cerato is a
vehicle which conveys its passengers
in grand style, writes Sonja Raasch.
The four-door sedan in a metallic
grey which was the subject of the
test drive, drew some admiring
glances during a trip through
Komani.
The smooth transition of the gears
during the drive was immediately
notable while the engine roared
peacefully through the town’s
streets. The grey and black design
of the fabric seats adds to an
impression of style in a vehicle
which would be as well suited to the
family zipping to their various ports
of call as to the individual wanting
to arrive at his or her destination in
comfort.
The back seats boast Isofix labels
which indicates that the Kia Cerato
meets the international standard for
attachment points of child safety seats
in passenger cars which is sure to put
any mom’s mind at ease.
The boot has ample space to allow
even the most ardent packer to fit in
their luggage while there is ample
leg space for passengers. The grill in
front is distinctive and accommodates
the lights in a comprehensive front
package which is pleasing on the eye.
I loved the extra cubbyhole-like
space between the driver and the
passenger which allows for those little
extras to be safely and neatly stored
away during travel.
advertising feature
The cockpit of the Kia Cerato
is conveniently laid out for
accessibility by the driver and front
passenger and holds all that is
needed to ensure that every trip is
a pleasure.
Accessories include Bluetooth
connectivity, cruise control, autolocking
doors, electric windows
and remote controls on the steering
wheel. It has a great sound system
too to cut that time spent in traffic
a bit shorter.
The Kia Cerato 1.6 is an absolute
pleasure to drive – it has all the
elements of a smooth and secure
ride wrapped into one good-looking
passage.
To find out more, contact Kia in
Komani on (045) 8397194 or visit
