Isibindi staff need help<br />

needs of vulnerable children<br />
who are orphaned, disabled<br />
and abused, have not received<br />
their subsidy from the<br />
department of social<br />
development for six months.<br />

reached an agreement with<br />
the department that a threemonth<br />
waiting period – from<br />
April to June – of each year<br />
was in order, to accommodate<br />
budget allocations.<br />
This year, however, the<br />
Youth, child centre desperate<br />
for payment of its subsidies<br />
period passed with no<br />
explanation and no payment.<br />
Machine said after<br />
enquiries were raised with the<br />
department in July, the<br />
organisation was told that the<br />
money would be paid the<br />
following week.<br />
To date, no payment has<br />
been received.<br />
Child and youth care worker<br />
Mandisi Nandi said in a<br />
follow-up with the department<br />
she was told that the money<br />
had been paid into a Standard<br />
Bank account which was<br />
previously used while the<br />
organisation was still under<br />
the jurisdiction of Child<br />
We l fa r e .<br />
<strong>The</strong> money could not be<br />
traced, however.<br />
“Our question is: how was<br />
the money transferred to a<br />
bank account that is no longer<br />
active? No one has bothered<br />
to explain what is happening<br />
with our money.”<br />
She said Isibinde regularly<br />
provided reports, but the<br />
department did not seem to<br />
care how it would survive.<br />
Another worker, Boniswa<br />
Madadafane, said fears were<br />
that Isibinde would be evicted<br />
from the building it was using<br />
as it was unable to pay rent.<br />
“My child’s school shoes<br />
are broken – I have to make<br />
her wear casual shoes. It’s<br />
painful to have to work while<br />
you’re not even sure what<br />
your child is eating.”<br />
Madadafane said some of<br />
the workers had since left in<br />
search of paying jobs.<br />
Questions were sent to the<br />
social development<br />
department, but no response<br />
had been received at the time<br />
of going to press.<br />

Fireworks: correct<br />
channels pursued<br />
THE Chris Hani District<br />
Municipality (CHDM) has<br />
indicated that it had<br />
followed the proper<br />
channels before allowing<br />
fireworks to be set off at<br />
the Mlungisi stadium<br />
during the jazz festival last<br />
w e e ke n d .<br />
<strong>The</strong> <strong>Rep</strong> was contacted<br />
by residents who queried<br />
the setting off of fireworks<br />
in a built-up area and<br />
expressed concern over the<br />
welfare of dogs scared by<br />
the noise.<br />
CHDM spokesman<br />
Thobeka Mqamelo said the<br />
district authority was<br />
“mindful of due diligence<br />
that must be done to<br />
ensure safety of the<br />
community prior, during<br />
and after display of<br />
fireworks. Consequently,<br />
permission was obtained<br />
from relevant bodies<br />
including their participation<br />
for monitoring of, amongst<br />
others, safety of the fall out<br />
zone (landing site)”.<br />
She said the process of<br />
application included<br />
obtaining permission from<br />
the bomb squad in Pretoria,<br />
assessment by the DHCM<br />
Fire Services unit to ensure<br />
compliance with set<br />
conditions and the<br />
assistance of the local<br />
bomb squad to oversee the<br />

Eastern Cape dam levels<br />
still continue to drop<br />
DAM levels in the Eastern Cape continue to drop with the Enoch<br />
Mgijima area’s main source of water, the Waterdown Dam, down<br />
to 60%.<br />
At this time last year, the dam was 100% full.<br />
<strong>The</strong> <strong>Rep</strong> reported (“Running Dry”, <strong>September</strong> 22) that the Chris<br />
Hani District Municipality had issued a dire warning to residents<br />
that the area was in crisis mode following a crippling drought<br />
which had left the Bonkolo Dam below measurable level. Water<br />
from the new Xonxa Dam pipeline is expected to be available from<br />
the end of the year.<br />
According to the latest readings by the Department of Water<br />
Affairs, the Xonxa Dam is currently at 95.8%, down slightly from<br />
the 96.3% of last year.<br />
<strong>The</strong> Wriggleswade Dam in the Stutterheim area is at 65.2%,<br />
down from 88.2% at the same time last year, while the Gubu Dam<br />
in the same district is at 89.8%, down from 95% last year.<br />
<strong>The</strong> Oxkraal Dam near Whittlesea is at 27.9%, down from 40.8%,<br />
while the Kommandodrift Dam near Cradock is at 35.6%, down<br />
