Provisions on the Administration of
Business Licensing for General Aviation
• Indicates that a country with developed civil aviaton should encompass eight basic
characteristics, such as international and popular aviation market, large-scale aviation
enterprises with international competitiveness and an efficient and safe air traffic
management system
• Indicates the factors impacting the GA development, such as insufficient airspace
resources, incapable ground supporting system and shortage in labour resources
Amended content includes:
• Long-term validity for GA operation approval
• Dividing GA operation into four categories
• Staff with poor management in civil aviation safety will be black-listed and will not be
appointed as senior management staff in GA industry
