TWO MONTHS after the<br />

failed tsunami evacuation,<br />

work is beginning on<br />

a plan for South New<br />

Brighton residents that<br />

could help them get out<br />

faster.<br />

Civil Defence, Te<br />

Waka Aroha South<br />

Brighton and<br />

the Southshore<br />

Residents Association<br />

are working<br />

together on a community<br />

evacuation<br />

plan, which would<br />

cover things like<br />

evacuation routes<br />

and organise help<br />

for vulnerable<br />

residents.<br />

<strong>The</strong>y plan to<br />

hold a community<br />

meeting in several weeks<br />

to discuss the proposal.<br />

But other residents’<br />

groups in New Brighton,<br />

North New Brighton<br />

and Waimairi have yet<br />

to be contacted by Civil<br />

Defence.<br />

And the <strong>The</strong> <strong>Star</strong> can<br />

reveal confusion between<br />

groups in the South New<br />

Brighton area has meant<br />

other work developing<br />

community plans has<br />

stalled.<br />

<strong>The</strong> South Brighton<br />

Residents’ Association has<br />

been working with the<br />

South Brighton Surf Life<br />

Saving Club to co-ordinate<br />

a network of volunteers to<br />

help in an emergency and<br />

has also been distributing<br />

information to residents in<br />

the area.<br />

But that work has been<br />

put on hold because they<br />

did not have information<br />

from Civil Defence.<br />

exits across Avon River<br />

bridges after the 7.8<br />

magnitude earthquake<br />

struck just after midnight<br />

on November 14.<br />

a possible tsunami<br />

would not have escaped<br />

if a big wave<br />

struck.<br />

Defence head Alicia<br />

Palmer said she had<br />

not received any messages<br />

directly from the<br />

residents’ association.<br />

“Our understanding<br />

is that Te Waka Aroha<br />

South Brighton and<br />

the Southshore Residents<br />

Association are working<br />

closely together,” she said.<br />

But South Brighton<br />

Residents’ Association<br />

chairman Hugo Kristinsson<br />

said that was not the<br />

case.<br />

Harrison was a former<br />

member of the residents’<br />

group, but Mr Kristinsson<br />

said there had been very<br />

little communication between<br />

the groups since she<br />

left three years ago.<br />

“I cannot understand<br />

why she is actually getting<br />

involved with this,<br />

because she specifically<br />

said she doesn’t want to get<br />

involved with any earthquake<br />

issues,” he said.<br />

He said tsunami response<br />

information should<br />

come from the association<br />

to avoid confusion and<br />

mixed messages.<br />

But Ms Harrison said<br />

she was happy to work<br />

with the residents’ association<br />

and share information<br />

she received from Civil<br />

Defence.<br />

She said Te Waka Aroha<br />

South Brighton planned to<br />

focus on different aspects<br />

of an evacuation plan,<br />

such as co-ordinating<br />

community meetings and<br />

working with individuals,<br />

while the residents’<br />

association focused on<br />

distributing information.<br />

Mr Kristinsson said he<br />

believed that would still<br />

create confusion.<br />

In other areas around<br />

New Brighton, groups<br />

are also still waiting for<br />

information.<br />

Susie Bragg said she<br />

planned to hold a<br />

residents’ meeting<br />

more than a month ago<br />

to discuss the failed<br />

evacuation and how to<br />

improve it.<br />

But that meeting had to<br />

be cancelled because she<br />

couldn’t get information<br />

from Civil Defence staff at<br />

the city council.<br />

“We couldn’t get<br />

answers from council<br />

and, if we didn’t have that<br />

information, there wasn’t<br />

any point,” she said.<br />

She plans to co-ordinate<br />

with Te Waka Aroha<br />

South Brighton to use the<br />

information they get from<br />

Civil Defence.<br />
