UPDATE ON PENN SCHOOL Stirring in the undergrowth... Although progress continues to be glacial, there are reasons to be cheerful about the future for the Penn School site as the Rayners School Education Trust (RSET) comes out of administration and Bucks County Council develops a vision for the future use of the site. Taking the RSET point first, on January 8th there was an item on Three Counties Radio about what has happened to the money paid by the DfE to RSET for the Penn School site. It turns out that, now the administration process is complete and all the bills have been settled, there is just over £3m remaining which the Trustees will now have to decide what to do with. As a charity they are obliged to spend the www.pennandtylersgreen.org.uk Village Voice February/March 2018 money in accordance with their charitable objects which are “to advance the education and relief of people (in particular children and young adults) who suffer communication difficulties associated with hearing impairment, language impairment and autism”. On the second point, Bucks CC is believed to be interested in using the Penn School site as a way of responding to a growing special educational need and to help mitigate the cost of pupils being educated out-of-county. Meetings have been taking place involving key stakeholder groups - specialist providers, mainstream users, parents and representatives the local community - to shape how the site could be used. We understand that the DfE may shortly open a new Wave 13 of Free School applications which will enable providers to make a bid for the use of the site which Bucks CC may then choose to support. If the Wave 13 bids for the site are not successful it is likely that the DfE will sell the site for some other form of development, but this won't be known until late in 2018. The P&TG Residents’ Society position on the future of Penn School site continues to be that until 2015 the site had been used as a special school for nearly 100 years supporting children with special needs. We endorse Bucks CC's decision not to develop a large secondary school in the grounds of Penn School because the local infrastructure would not be able to cope and we welcome the idea of developing a new small school on the site - such as a special school. If the RSET Trustees also supported this plan then perhaps they could use the money resulting from the sale of Penn School to help with the development of new special school services on the site and in so doing support the special education needs of some of our most vulnerable children? Now that would be a fitting legacy, wouldn’t it? Peter Miller 15
