Chesterfield makes committee structure, policy changes<br />

The Chesterfield City Council has<br />

approved a number of structural changes,<br />

including updates and eliminations, in<br />

various city government committees and<br />

other entities.<br />

While a number of changes already have<br />

been made, others are likely as council<br />

committees and city staff continue their<br />

respective reviews of existing ordinances<br />

and policies. Among changes made thus far<br />

are these:<br />

Chesterfield Alliance for Positive<br />

Youth [CAPY] – Active in supporting the<br />

city’s drug prevention and youth programs,<br />

CAPY has been changed to a non-statutory<br />

committee with a redefined reporting<br />

relationship with the police department. A<br />

related ordinance still to be acted on also<br />

repeals an earlier measure that established<br />

the position of coordinator of alcohol and<br />

drug abuse prevention; the position never<br />

has been filled.<br />

Parks and Recreation Citizens Advisory<br />

Committee – This group has been<br />

renamed the Parks, Recreations and Arts<br />

Citizens Advisory Committee [PRACAC]<br />

to reflect the addition of arts programs in<br />

that city department. The policy for the<br />

renaming also has consolidated Older<br />

Adult Task Force activities into the<br />

PRACAC group.<br />

Chesterfield Citizens for the Environment<br />

[CCE] – Instead of serving as an<br />

advisory committee to a standing committee<br />

of the council, this group’s relationship<br />

has been redefined as a function of the<br />

Parks, Recreation and Arts Department.<br />

The CCE has been active in a variety of<br />

environmental activities.<br />

Finance and Administration<br />

Citizens Advisory Committee<br />

[FACAC] – Rather<br />

than being a committee<br />

established by statute, a new<br />

policy has recreated the group<br />

for its advisory role. A related<br />

ordinance still to be acted on<br />

eliminates the FACAC as a<br />

statutory committee.<br />

Public Works Board of<br />

Variance – An ordinance<br />

eliminating this board has<br />

received unanimous council<br />

approval. While the board<br />

was active during the years of<br />

Chesterfield Valley’s development,<br />

it has not met since<br />

2001 and its responsibilities<br />

now duplicate those of the city’s board<br />

of adjustment and the St. Louis County<br />

Building Commission.<br />

Membership on Non-Statutory Committees<br />

– A new, broader policy has been<br />

approved in place of three separate previous<br />

policies. The mayor appoints all nonstatutory<br />

committee members with the<br />

consent of both councilmembers in whose<br />

ward a nominee lives. Except as noted, all<br />

such committees will include four members<br />

from each ward and one at-large<br />

member. The Chesterfield Historic and<br />

Landmark Preservation Committee will<br />

include six members per ward, six at-large<br />

members and up to 15 members serving<br />

in an ex officio capacity or as a member<br />

emeritus. The Management Information<br />

Systems Citizens Advisory Committee is<br />

limited to two members per ward and one<br />

at-large member.<br />

Citizen of the Year Award – In spite<br />

of some opposition, a council majority<br />

has approved a change in eligibility for<br />

the honor, requiring that the recipient be<br />

a Chesterfield resident. Previously, there<br />

was some discretion in the residency<br />

requirement, which some councilmembers<br />

thought should be retained to provide flexibility<br />

in unusual situations.<br />

Land acquisition policy – This measure<br />

establishes procedures and requirements<br />

applying to the city’s acquisition of land<br />

through donations and purchase, and for<br />

transactions involving public right-of-way.<br />

Proposed policy changes on the first and<br />

second readings of legislation and on executive<br />

[closed] council sessions have gone<br />

back to the Finance and Administration<br />

Committee for more discussion and possible<br />

fine-tuning of the measures’ wording.<br />
