For the second year in a<br />

row, the fire department saw<br />

an overage in its overtime<br />

budget.<br />

The city council approved<br />

using $450,000 from the city’s<br />

unreserved fund balance to<br />

pay for the overtime costs.<br />

Fire Chief Steve Pasdon said<br />

the overrun in overtime costs<br />

is due to a combination of<br />

short- and long-term injuries<br />

in the department and retirements.<br />

“I realize this is the second<br />

year I’ve been here for<br />

this,” said Pasdon. “It’s been<br />

a rough couple of years.”<br />

asking for a raise<br />

The city’s five elected municipal<br />

light commissioners<br />

are looking to have better<br />

luck this year with their<br />

request to the city council<br />

for a raise.<br />

Last May, the council<br />

nixed a raise for municipal<br />

light commissioners.<br />

Members of the five-person<br />

board of the municipal<br />

utility company were<br />

requesting a raise from<br />

$4,000 to $5,100 per year.<br />

The last time the commission<br />

got a raise was in<br />

1996, when their pay was<br />

bumped from $2,500 to<br />

$4,000 per year.<br />

In a letter to the council,<br />

<strong>Peabody</strong> Municipal Light<br />

Plant (PMLP) Commission<br />

chairman William Aylward<br />

stated the commissioner’s<br />

salary and retirement is<br />

funded through the PM-<br />

LP’s budget and is paid<br />

with light plant revenue.<br />

Bettencourt stressed<br />

that the PMLP budget is<br />

not tied to the city budget.<br />

The mayor also praised<br />

the job the PMLP did<br />

handling power outages<br />

throughout the city during<br />

the two most recent storms<br />

to hit the region.<br />

Thursday night, the<br />

council voted to take up<br />

the commissioner’s request<br />

at the next finance committee<br />

meeting. If approved by<br />

the council, the measure<br />

would be forwarded to the<br />

state legislature for its approval.<br />

Last year, the pay raise<br />

failed to move out of the<br />

finance committee, with<br />

several councilors raising<br />

concerns about contract<br />

negotiations between the<br />

commissioners and a union<br />

representing PMLP workers.<br />

Additionally, raising<br />

the salary above $5,000<br />

would make the light commissioners<br />

eligible for a<br />

city pension and other benefits.<br />

city’s municipal bond rating<br />

was lowered to “Aa2” from its<br />

previous “Aa1” in advance of<br />

a bond and note sale which<br />

received strong interest and<br />

competitive bids from several<br />

underwriters.<br />

According to Moody’s Investors<br />

Services, a municipal<br />

bond credit rating agency, the<br />

“Aa2” rating moves <strong>Peabody</strong><br />

from the top tier to the middle<br />

tier in the high-quality<br />

very low risk rating category.<br />

Moody’s cited a decline in the<br />

City’s reserves and liquidity<br />

as well as its gradually rising<br />

but still average debt burden<br />

and manageable pension liability<br />

as factors in the lower<br />

bond rating. In the same<br />

report, Moody’s assigned a<br />

“MIG-1” rating to the Notes,<br />

the highest rating attainable.<br />

service on the Higgins Middle<br />

School,” Mayor Bettencourt<br />

said of the $92 million construction<br />

project, $47 million<br />

of which is financed by the<br />

City. “This is very similar to<br />

what happened in 2004 when<br />

debt service on two new elementary<br />

schools (Brown and<br />

Carroll) contributed to a lowering<br />

of <strong>Peabody</strong>’s bond rating<br />

from Aa1 to Aa2. Fortunately,<br />

our city finances remain very<br />

strong and enable us to absorb<br />

this type of fluctuation.”<br />

Indeed, Moody’s cited<br />

<strong>Peabody</strong>’s adherence to conservative<br />

budget practices,<br />

including limited use of free<br />

cash or reserves for municipal<br />

operations. By maintaining<br />

healthy reserves, the City<br />

has been able to ease tax increases<br />

and build up unused<br />

levy capacity which provides<br />

additional operating flexibility<br />

became Mayor,” said Bettencourt.<br />

reserves contribute to higher<br />

bond ratings which are crucial<br />

when borrowing for large-scale<br />

projects like the new Higgins.”<br />

that the City received<br />

competitive bids from bond<br />

and note underwriters on<br />

Tuesday, March 6, 2018 for an<br />

$8,385,000 20-year bond issue<br />

and a $7,800,000 359-day bond<br />

anticipation note issue. UBS<br />

Financial Services Inc. was the<br />

winning bidder on the Bonds<br />

with an average interest rate<br />

of 2.973% while Jefferies LLC<br />

was the winning bidder on the<br />

Notes with an average interest<br />

rate of 1.516%.<br />

It’s “Raining Poetry” at the<br />

<strong>Peabody</strong> Institute Library<br />

Institute Library is pleased to invite<br />

participants to create stencils of<br />

their original or favorite poems to be<br />

used in <strong>Peabody</strong>’s “Raining Poetry”<br />

art installation. The first of three<br />

classes will be held on Tuesday,<br />

March 27th at 10 a.m. at the Main<br />

In this three-part program, we’ll<br />

combine creativity and technology<br />

to write poetry with the rain! Using<br />

the library’s laser cutter, participants<br />

sidewalks. We’ll treat the stencils<br />

with a solution, so that poems appear<br />

up and down Main Street when<br />

it rains. The spray used to write the<br />

poems is invisible; when the surrounding<br />

pavement is darkened by<br />

rain, the dry words emerge and treat<br />

pedestrians to the secret poems that<br />

quietly wait to be read. The twopart<br />

stencil creation class meets on<br />

Tuesdays, March 27th and April 3rd<br />

from 10-11:<strong>15</strong> a.m., and “painting”<br />

day will be on Monday, April 9th<br />

from 3:30 - 5:30.<br />

Councilor puts out<br />

call for covered<br />

trash containers<br />

One city councilor is taking<br />

a big picture look at two<br />

of the biggest issues in the<br />

city, rats and trash.<br />

Over the past several<br />

months, the council’s<br />

had several conversations<br />

about trash and recycling,<br />

especially the need for<br />

larger recycling bins with<br />

lids, and rodents and other<br />

pests.<br />

Now, Ward 1 Councilor<br />

Jon Turco is requesting that<br />

Sharon Cameron, the city’s<br />

health director, come before<br />

the council to discuss the<br />

public health benefits of covered<br />

trash bins.<br />

The request comes on the<br />

heels of Cameron updating<br />

the council on an increased<br />

number of rat and rodent<br />

sightings throughout the city<br />

in the past year.<br />

Cameron said the increase<br />

in rat population is<br />

a growing national problem,<br />

but that there have been<br />

more reports of rats in <strong>Peabody</strong>.<br />

“In 2017, there has been<br />

a significant increase in<br />

the number of complaints<br />

in the city, especially in<br />

the more densely populated<br />

parts of the city,” said<br />

Cameron.<br />

Turco noted that the increase<br />

in rodent complaints<br />

is not just a problem in <strong>Peabody</strong>,<br />

but one across the state<br />

Among the factors that<br />

lead to potential rodent infestations<br />

are untended vegetable<br />

gardens, bird feeders,<br />

and trash. Cameron said the<br />

rodents will go where there is<br />

food.<br />

That information from<br />

Cameron and a consultant<br />

from the city’s pest control<br />

company, A1 Pest Control,<br />

led to Turco’s request that<br />

Cameron come back to the<br />

council to provide more information<br />

on the benefits of<br />

covered trash bins.<br />

City officials are still<br />

waiting to get more information<br />

from its trash and<br />

recycling hauler, JRM Hauling<br />

and Recycling, about<br />

possible plans to provide<br />

the city with larger, covered<br />

recycling bins.<br />

The 18-gallon, uncovered<br />

recycling bins currently<br />

in use were provided<br />

to residents more than a<br />

decade ago. The amount of<br />

recyclable materials that<br />

blow out of the bins and<br />

onto city streets on collection<br />

days has been a cause<br />

of consternation for a number<br />

of residents and city<br />

councilors.<br />

Last year, there were seven<br />

new firefighters on the<br />

job, helping to cover for the<br />

three firefighters who retired<br />

in 2017.<br />

“But come January, we<br />

had three additional firefighters<br />

who retired so we<br />

were paying buyouts out of<br />

our existing budget,” said<br />

Pasdon. “It seems like we are<br />

always playing catch up.”<br />

On top of that, Pasdon said<br />

there are seven firefighters<br />

currently out for injury or illness.<br />

“That’s almost an overtime<br />

for every shift,” said Pasdon.<br />

Last year, the council approved<br />

paying for $560,000<br />

in additional overtime costs<br />

for the fire department. This<br />

year, the fire department’s<br />

overtime budget went from<br />

$700,000 to $900,000.<br />

Pasdon said he took responsibility<br />

for cutting the<br />

budget as close to the line<br />

as possible. But Mayor Edward<br />

A. Bettencourt Jr. said<br />

the overtime budgets are the<br />

hardest to predict, and noted<br />

that Pasdon had originally<br />

requested more than the<br />

$900,000 in overtime costs.<br />

“Certain budget items are<br />

very difficult to guess,” said<br />

the mayor. “The special education<br />

budget can be tricky,<br />

as well as snow and ice removal,<br />

and then you get into<br />

the police and fire overtime.”<br />

Pasdon said he is requesting<br />

an additional four<br />

firefighters in next year’s<br />

budget. He said that move<br />

should help keep overtime<br />

costs down.<br />

The chief also said the increased<br />

costs are partly due<br />

to the efforts over the past<br />

several years to bring department<br />

staffing up to acceptable<br />

levels.<br />

“We are now where we<br />

need to be with 21 man divisions<br />

where every company<br />

has three people and each<br />

company has a supervisor,”<br />

said Pasdon.<br />

MOBILITY MATTERS<br />

As our population ages, increasing numbers of older adults are availing<br />

themselves of the use of canes and walkers to prevent falls and injuries.<br />

While some seniors may feel that these mobility aids present a blow to their<br />

vanity or social stigma, the potential benefits of canes and walkers should<br />

override these concerns. To begin with, a cane or walker can help older<br />

individuals with mobility limitations to keep moving despite orthopedic<br />

problems, muscle weakness, neurological disorders, or other chronic<br />

ailments that can slow them down. In addition, the added mobility that the<br />

devices afford can help seniors reap the benefits of regular exercise. A<br />

mobility device may spell the difference between walking for exercise or<br />

suffering sedentary-induced health problems.<br />

There are many assistive devices and mobility products that are allowing<br />

seniors to get out and enjoy life almost as well as they did in their youth.<br />

Canes and walkers provide seniors with increased stability and support.<br />

Seniors also use them to relieve pressure on painful joints such as the knees<br />

or hips due to arthritis or other degenerative joint diseases. For more information,<br />

trademark defense put on a<br />

clinic, holding the Buccaneers<br />

to just one point in the opening<br />

and closing quarters en route<br />

to a 45-22 win. Fenwick held<br />

Bedford to just 7-of-40 shooting<br />

from the floor (17.5%) and forced<br />

21 turnovers to boot.<br />

But the Crusaders weren’t exactly<br />

lighting the place on fire<br />

either. The game was still up for<br />

grabs going into the final eight<br />

minutes with Fenwick holding<br />

a 32-21 lead, but the Crusaders<br />

shut the door the rest of the way<br />

to advance to yesterday’s state<br />

semifinals at Woburn against<br />

Catholic Conference League<br />

archrival Archbishop Williams.<br />

Williams has sandwiched state<br />

titles in 20<strong>15</strong> and 2017 between<br />

Fenwick’s crown in 2016.<br />

with an undefeated record<br />

of 5-0. Senior captain Kirsten<br />

Currie set a new mark in the 500<br />

freestyle (5:21.30), while Currie,<br />

senior captain Cana Teague,<br />

Michaelena Teague and Stephanie<br />

McLean set a record in the 200<br />

medley relay (1:58.20). Currie,<br />

Michaelena Teague, captain<br />

William Connolly and Anthony<br />

Minichillo were named to the<br />

NEC All-Conference all-star<br />

team. The Tanners also excelled<br />

Against Bedford, with 1:06 left<br />

in the first quarter, Fenwick held<br />

a 5-1 lead, but finished strong<br />

with six unanswered points on<br />

hoops from Elizabeth Pica, Jennie<br />

Meagher (8 points, 9 blocks) and<br />

Courtney Norton (12 points) in<br />

the final minute to bump the lead<br />

to 11-1.<br />

After the Buccaneers got the<br />

lead down to eight (17-9) 17-9,<br />

four minutes into the second<br />

quarter, Fenwick ran off five<br />

straight to get the lead up to 13,<br />

make it 22-9, on a free throw by<br />

Jaxson Nadeau, another floater<br />

by Norton and a Sammi Gallant<br />

fast break. From there, both<br />

Bedford showed some life in<br />

“We started out a little slowly<br />

defensively and gave them some<br />

open shots early, but I was proud<br />

of the way they picked it up and<br />

started to play defense.<br />

“I think we were a little too<br />

quiet and we like to be loud on<br />

defense, but in the end I think<br />

because we play in such a tough<br />

league, we just play at a very<br />

high pace and that frustrates other<br />

teams.<br />

Ten Crusaders factored in<br />

the scoring, with junior Olivia<br />

DiPietro leading the way with<br />

a game-high 10 points to go<br />

along with a game-high seven<br />

rebounds. Senior captain Jennie<br />

Meagher scored eight points, all<br />

of them from the low post in the<br />

third quarter when the Crusaders<br />

put the game out of reach, outscoring<br />

the Spartans 21-5 to take<br />

a comfortable 48-11 lead into the<br />

final eight minutes.<br />

It was a banner weekend on the national<br />

stage for a handful of current and former<br />

<strong>Peabody</strong> High track standouts.<br />

Friday at the NCAA Division III Indoor<br />

Track and Field Championship meet<br />

at the Cross-Plex Athletic Facility at<br />

Birmingham-Southern College, Worcester<br />

State University’s junior thrower Marcus<br />

Vieira, a 2016 <strong>Peabody</strong> High graduate,<br />

earned All-American honors with a seventh<br />

place with a throw of 18.73m (61-05.5).<br />

This season, Vieira broke his school record<br />

in the weight throw twice. The first<br />

record-breaking took place on Jan. 13 at<br />

the Tufts Invite when he threw for a distance<br />

of 18.71m (61-4.75).<br />

He established a new mark Feb. 25 at<br />

the Boston University Tufts Last Chance<br />

Qualifier with a monster throw of 19.<strong>15</strong>m<br />

(62-10) which put him second in New<br />

England, and fifth nationally.<br />

Championships March 9-11 at The Armory<br />

Track Center in New York City, <strong>Peabody</strong><br />

senior Connor Ramos, in his first nationals,<br />

eighth in the Emerging Elites weight<br />

his best for his final throw and finished<br />

21st in the Emerging Elites shot put<br />

(51-03.75).<br />

medley relay team of sophomore Colby<br />

Dossantos and Amisaday Quijano finished<br />

17th of 28 teams with a time of 3:40.30.<br />

“We performed at a high level and as a<br />

result, the group accomplished the ultimate<br />

goal of improving and peaking at the right<br />

time,” said <strong>Peabody</strong> coach Fernando Braz.<br />

“To successfully perform at this level,<br />

after such a long and grinding season, is a<br />

credit to the athletes’ focus and preparation<br />

and the coaches’ unconditional commitment,”<br />

Braz said.<br />

the event benefit the Haven<br />

from Hunger.<br />

In its first five years,<br />

Whiskey-glazed cod the perfect meal for St. Patrick’s Day<br />

Cod, a popular Irish fish, is<br />

coated with an Irish whiskey<br />

sauce for a quick dinner that is<br />

perfect for St. Patrick’s Day or<br />

for any quick dinner. Fresh chives<br />

add flavor and green color to celebrate<br />

the day.<br />

Broccoli and Potatoes complete<br />

the meal. Start the potatoes first<br />

and the entire meal can be made<br />

in 20 minutes.<br />

Helpful Hints:<br />

Look for wild-caught Atlantic<br />

cod if possible, or use any type of<br />

firm fish instead.<br />

A quick way to chop chives is<br />

to cut them with a scissors.<br />

Any type of whiskey can be<br />

used. Scotch whisky (spelled<br />

without an e in Scotland) will<br />

give a lighter taste.<br />

Yellow or Yukon gold potatoes<br />

can be used instead of red<br />

potatoes.<br />

1 lemon, 1 small bottle<br />

whiskey, 1 bunch fresh chives, 3/4<br />

pound red potatoes, 1/2 pound broccoli<br />

florets, 1 can olive oil spray.<br />

Staples: Olive oil, salt and<br />

black peppercorns<br />

Whiskey-Glazed Cod<br />

3/4 pound cod fillet<br />

1/4 cup whole wheat breadcrumbs<br />

Salt and freshly ground black pepper<br />

Olive oil spray<br />

1/4 cup reduced-fat mayonnaise<br />

1 tablespoon fresh lemon juice<br />

2 tablespoons whiskey<br />

1/4 cup chopped chives<br />

Rinse cod, pat dry with paper towel and coat with breadcrumbs,<br />

making sure both sides are well coated. Sprinkle with<br />

salt and pepper. Heat a nonstick skillet over medium-high heat.<br />

Spray with olive oil spray. Add cod and saute 3 minutes, turn<br />

and saute 3 minutes for a 3/4-inch thick fillet. If thicker, saute<br />

4 minutes, turn and saute 4 minutes. Test by pulling the flesh<br />

away with the point of a knife. It should be opaque not translucent.<br />

Remove to individual plates. Whisk mayonnaise, lemon<br />

juice and whiskey together in a small bowl and spoon over cod.<br />

Sprinkle chives on top.<br />

Yield 2 servings.<br />

Here are 10 things you<br />

may not know about St. Patrick.<br />

1. Patrick was not Irish<br />

Patrick was born around<br />

450 A.D., just when Roman<br />

troops withdrew from Britain.<br />

His father was a gentleman<br />

and a Christian deacon who<br />

owned a small estate in a place<br />

called Bannavem Taburniae.<br />

Scholars aren’t sure where<br />

this place was – it was probably<br />

on the west coast around<br />

Bristol, near the southern border<br />

of modern Wales and England.<br />

2. Patrick was a slave<br />

Irish slave traders sailed<br />

the waters off that same coast,<br />

and one day they came ashore<br />

to capture the teenage Patrick<br />

and his neighbors, to sell<br />

back in Ireland. Patrick spent<br />

six years tending sheep in the<br />

west of Ireland.<br />

3. Patrick heard voices<br />

While chasing sheep on the<br />

hills, Patrick prayed a hundred<br />

times a day, in all kinds of<br />

weather. It paid off. One night<br />

a mysterious voice called to<br />

him, saying, “Look, your ship is<br />

ready!” Patrick knew he wasn’t<br />

hearing sheep. The time was<br />

right for his escape.<br />

4. Patrick refused to<br />

‘suck a man’s breasts’<br />

Patrick made his way to Ireland’s<br />

east coast and sought passage<br />

on a ship bound for Britain.<br />

The captain, a pagan, didn’t like<br />

the look of him and demanded<br />

that Patrick “suck his breasts,”<br />

a ritual gesture symbolizing acceptance<br />

of the captain’s authority.<br />

Patrick refused – instead he<br />

tried to convert the crew.<br />

For some reason, the captain<br />

still took him aboard.<br />

5. Patrick had visions<br />

One night Patrick dreamed<br />

that Satan tested his faith by<br />

on him. He lay crushed by its<br />

weight until dawn broke, when<br />

he called out, “Helias! Helias!”<br />

– the name of the Greek sun<br />

god. The rock disappeared.<br />

Patrick took it as a kind of<br />

epiphany. He later wrote:<br />

“I believe that I was helped by<br />

Christ the Lord.”<br />

Patrick had other peculiar<br />

visions, too. Back home at Bannavem<br />

Taburniae, he was visited<br />

by an angel with a message<br />

from the Irish: “We beg you,<br />

Holy Boy, to come and walk<br />

again among us.” He trained<br />

as a bishop and went back to<br />

Ireland.<br />

6. Patrick did something<br />

unmentionable<br />

Years into his mission, someone,<br />

it seems, told a dirty secret<br />

about Patrick to his fellow bishops.<br />

“They brought up against<br />

me after thirty years something<br />

I had already confessed<br />

… some things I had done one<br />

day - rather, in one hour, when I<br />

was young,” he wrote.<br />

Patrick did not tell us what he<br />

did – worship idols? Engage in a<br />

forbidden sexual practice? Take<br />

gifts from converts?<br />

Whatever it was, Patrick retrospectively<br />

understood his zealous<br />

Irish mission to be penance<br />

for his youthful sins. While he<br />

spread Christianity around Ireland,<br />

he was often beaten, put<br />

in chains or extorted. “Every day<br />

there is the chance that I will be<br />

killed, or surrounded, or taken<br />

into slavery,” he complained.<br />

7. Patrick duelled<br />

with druids<br />

Two centuries after his death,<br />

Irish believers wanted more<br />

exciting stories of Patrick’s life<br />

than the saint’s own account.<br />

One legend (written 700 A.D.)<br />

described Patrick’s contest with<br />

native religious leaders, the druids.<br />

The druids insulted Patrick,<br />

tried to poison him and engaged<br />

him in magical duels – much like<br />

students of Harry Potter’s Hogwarts<br />

– in which they competed<br />

to manipulate the weather, destroy<br />

each other’s sacred books<br />

and survive raging fires.<br />

When one druid dared to blaspheme<br />

the Christian God, however,<br />

Patrick sent the druid flying<br />

into air – the man dropped to<br />

the ground and broke his skull.<br />

8. Patrick made<br />

God promise<br />

Another legend from around<br />

the same time tells how Patrick<br />

fasted for 40 days atop a<br />

mountain, weeping, throwing<br />

things, and refusing to descend<br />

until an angel came on God’s<br />

behalf to grant the saint’s outrageous<br />

demands. These included<br />

the following: Patrick<br />

would redeem more souls from<br />

hell than any other saint; Patrick,<br />

rather than God, would<br />

judge Irish sinners at the end<br />

of time; and the English would<br />

never rule Ireland.<br />

We know how that last one<br />

worked out. Perhaps God will<br />

keep the other two promises.<br />

9. Patrick never<br />

mentioned a shamrock<br />

None of the early Patrician<br />

stories featured the shamrock<br />

– or Irish seamróg – which is a<br />

word for common clover, a small<br />

plant with three leaves. Yet children<br />

in Catholic schools still<br />

learn that Patrick used a shamrock<br />

as a symbol of the Christian<br />

Trinity when he preached to the<br />

heathen Irish.<br />

The shamrock connection<br />

was first mentioned in print by<br />

an English visitor to Ireland in<br />

1684, who wrote that on Saint<br />

Patrick’s feast day, “the vulgar<br />

superstitiously wear shamroges,<br />

3 leav’d grass, which they<br />

likewise eat (they say) to cause<br />

a sweet breath.” The Englishman<br />

also noted that “very few<br />

of the zealous are found sober<br />

at night.”<br />

10. Patrick did not drive<br />

the snakes out of Ireland<br />

As for the miraculous<br />

snake-charming attributed to<br />

Patrick, it could not have happened<br />

because there were no<br />

snakes in pre-modern Ireland.<br />

Reptiles never made it across<br />

the land bridge that prehistorically<br />

linked the island to the<br />

European continent.<br />

Most likely, the miracle was<br />

plagiarized from some other<br />

saint’s life and eventually added<br />

to Patrick’s repertoire.<br />

Party-goers on March 17<br />

need not worry about ancient<br />

historical details, though.<br />

Whatever the truth of Patrick’s<br />

mission, he became one of the<br />

three patrons of Ireland, along<br />

with Sts. Brigit and Columba<br />

– the latter two were born in<br />

Ireland.<br />

CONSTRUCTION OF CRYSTAL LAKE PARK<br />

The Bid describes construction of a new Park comprising 35,000 gsf +/- at a site<br />

off Lowell Street in West <strong>Peabody</strong> adjacent to Crystal Lake, with work including site<br />

preparation, various special site use amenities to be installed, construction of<br />

electrical services for park operations and other improvements to the site for public<br />

use.<br />

Parties interested in obtaining the Bid Documents shall notify the <strong>Peabody</strong><br />

Purchasing Department of their interest in the project, offering full contact<br />

information to allow the City to provide information to access electronic versions of<br />

the Plans and Specifications. Send email to: purchasing@<strong>Peabody</strong>-ma.gov to<br />

request project Plans and Specifications.<br />

The City of <strong>Peabody</strong> is not responsible for accuracy or completeness of bids<br />

prepared using documents obtained from any source other than the City<br />

Purchasing Agent. Only those firms recording themselves with the City Purchasing<br />

Department shall receive communications concerning this Bid, as issued<br />

subsequent to when Bid Documents were first made available.<br />

All bids shall be accompanied by bid security presented as a bid bond in the form<br />

prescribed under MGL Ch. 30 § 39M, in cash, or with a certified check, or<br />

treasurer's or cashier's check issued by a responsible bank or trust company,<br />

drawn for an amount of five percent (5%) of the value of the bid; all security made<br />

payable to the city of <strong>Peabody</strong>.<br />

A Performance Bond, as well as a Labor and Materials or Payment Bond, each in<br />

such a form as prescribed in the Bid Documents, and issued by a firm properly<br />

licensed in the Commonwealth of Massachusetts, shall be furnished to the City<br />

before the signing of the Contract, by the Contractor who shall be awarded the<br />

work. These bonds shall be drawn for One Hundred Percent (100%) of the Total<br />

Contract price.<br />

Minimum wage rates have been established by the Commonwealth of<br />

Massachusetts under authority of M.G.L., Chapter 149, sections 26 to 27G<br />

inclusive. The Contractor shall be responsible during the progress of the work for<br />

reporting their compliance with these laws, by their own forces and subcontractors<br />

who may be used.<br />

The City of <strong>Peabody</strong> reserves the right to waive any informality in, or to reject any<br />

or all Bids, or part(s) thereof, to award the bid subject to appropriation regarding<br />

prices including Alternates, and to accept the Bid deemed most satisfactory to the<br />

City based upon vendor qualification, and otherwise as deemed to be in the best<br />
