The district council approved the location plan for the new Rolleston town centre to go ahead at its public meeting last week. It means the design phase for the project can now get under way. It comes after 10 years of discussion and consultation with the public – with the master plan first adopted by the district council in 2014. The plan lays out where key elements within the master plan will be located within Moore, and Tennyson Sts and Rolleston Drive. It is made up of four components – a new Rolleston Library and Community Centre, the Rolleston Town Square, transportation/service linkages and commercial/retail area. The planned complex also includes a movie theatre, retail and food and beverage outlets. The recommended plan sees the library and community centre located at a key corner of the reserve and Tennyson St, with direct pedestrian access to car parking in Moore St. Mayor Sam Broughton said to see the work done to give Rolleston a “beating heart” is a huge accomplishment for the district council. He said the district council wants to complete the master plan over the next five years. Ten options of how the town centre could be laid out was reduced down to three – with option A selected by the district council last week. Project manager Joanne Nikolaou said this is “definitely a milestone.” She said the preferred option placing the library and community centre at the top of the Rolleston Reserve was the best option as it interlinks the reserve and community centre and is a drawcard to bring people through the site. Parts of the plan had already been completed – including roading projects such as the Tennyson/Kidman roundabout and the development of Foster Park. District councillor Mark Alexander said the project is a hub for the future for not only Rolleston but Selwyn. “I think this a good step on the journey.
