update News and views from Cranbrook & Sissinghurst Parish Council Parish Council Finances Highlights from the report given at the Annual Parish Meeting THE ANNUAL Parish Meeting was held in Sissinghurst in April and was attended by over 40 Cranbrook and Sissinghurst residents. The guest speaker was Cllr. Julia Soyke who spoke on the role of Mayor and her chosen charity DAVSS – a West Kent Charity supporting men and women experiencing domestic abuse. Chairman Bridget Veitch and all other committee chairmen gave their reports which can be seen on the parish council website. A detailed presentation was given on the financial position for the 2017/18 financial year. The precept for 2017/18 was £325,200 and payments out were £339,861, with £71,480 transferred to earmarked reserves for future projects including £14,775 for the Cranbrook car parks. PARISH COUNCIL INCOME AND EXPENDITURE Staffing costs including National Insurance and pensions amounted to £99,728. Other significant items of expenditure were as follows: Insurances £9,635 General Administration £15,606 Neighbourhood Plan £25,560 Street Lighting £10,602 Vestry Hall – Rates & Utilities £8,538 Vestry Hall – Repairs, Maintenance & Cleaning £7,707 Vestry Hall – Redecoration £5,250 Vestry Hall – Cottage Repairs & Maintenance £3,564 General Maintenance of Cemeteries & Churchyard £1,445 and War Memorials (excluding grass cutting) Contracts for upkeep of Recreation Grounds, £27,852 Cemeteries & Allotments Burial Grounds Business Rates £1,854 St Dunstan’s Churchyard – tree work £16,420 Sissinghurst Cemetery – tree work £6,470 Golford Cemetery – paths relayed £2,800 Golford Cemetery Chapel – new heating £1,567 Recreation Grounds – Repairs and Maintenance £1,736 Play Equipment £10,751 Crane Valley Nature Reserve £3,738 Car Parks – general £35,228 Tanyard Car Park – tree work £1,615 Amenity Refuse Vehicle £1,245 Defibrillators £379 New Telephone System £1,174 Grants to Voluntary Organisations £8,145 The above and all our other payments were funded by the precept, various grants and monies earmarked in previous years, plus the following income: Bank Interest £1,208 Neighbourhood Plan – Grant £9,000 Vestry Hall Hire £21,825 Burial Fees £13,505 Play Equipment – Grants £6,933 From Tomlin Murton Playing Field Trust £5,000 Rents received £1,792 At the end of the year there was £360,325 held as a reserve earmarked for future specified expenditure (including £113,275 for the car parks). There is also a general cash flow fund of £151,766. The parish council accounts are examined twice a year by an auditor from KCC and then sent as part of an annual return to the accountants, appointed by the Audit Commission, for approval. Cllr. A CALL FOR SOME GOOD IDEAS... TWO FORMER BT telephone boxes are now owned by the parish council. But what to do with them?! We seek ideas how we might make them useful or attractive in the community. NEW FACE ON THE PARISH COUNCIL ROBIN BECK, the new member of Cranbrook and Sissinghurst Parish Council, said after his election he felt it was up to him to “bring something to the party”. Co-opted in March, Cllr. Beck, 57, explained his decision to stand: “I don’t go on to committees to do nothing. “A group of friends and I sat down and moaned and groaned about what was going on locally so I thought it was time I put my name down. I stood before but Kim Fletcher was re-elected which was the right thing and in March when the vacancy came up I thought I’d give it another go.” The father of two grown-up children, Cllr. Beck is in corporate restructuring and refinancing. He has lived in the area since 1993 and been involved in many organisations. They include being a governor of Sissinghurst Primary School and chairman of the village tennis club. In his spare time he plays golf and tennis and also enjoys watching sports, particularly rugby. Cllr. Beck said he had joined the council with no pre-conceived ideas, adding: “I can’t go in with all guns blazing. I have no pre-conceived ideas.” One of his main themes is the need to have more “hospitality places, restaurants and pubs” in the town. Between 1900 and 1910, he said, there were 30 pubs in Cranbrook.
